About this file
This document is a Standard Form 30 amendment to solicitation 12639526Q0044, issued by USDA-APHIS-ASD-SCB on March 26, 2026. The amendment extends the offeror response date and provides responses to vendor questions regarding vehicle wash and decontamination equipment.
The solicitation seeks 10 units of containerized or modular vehicle wash systems capable of cleaning and disinfecting exterior surfaces of potentially contaminated vehicles ranging from passenger cars to 53-foot semitruck and trailer combinations. Systems must operate automatically without handheld applications, achieve visible removal of loose organic matter and soil while minimizing water usage, and accommodate oversized farm equipment with semitruck trailer width limitations. Equipment must deploy operationally within 2 to 4 hours and process vehicles at approximately 30-minute intervals. Systems shall include detergent/wash, rinse, and disinfection stages with capability for continuous operation with minimal downtime and ability to support water replenishment on a daily basis. The equipment must operate in temperature ranges from -25°F to +120°F with 5% to 95% humidity using EPA-approved antifreeze materials up to 30% concentration and shall comply with USDA biosecurity standards. Power requirements favor independent generator operation with 240V single-phase capability; USDA will provide transportation to point of use. The base contract includes equipment with warranty; manufacturer training will be provided at delivery or by mutual agreement. Spare parts, consumables, disinfectant chemical compatibility, wastewater containment protocols, water recycling/conservation methods, and overspray collection requirements are manufacturer-determined specifications to be detailed in proposals.

Equipment Questions
1. What brand name system is being used as the baseline for “brand name or equal”?
This is erroneous. Several types of systems were viewed in order for user to designate specifications.
2. The design throughput is listed as 1 vehicle every 30 min. This rate seems low, but if accurate, the wash and decontamination rates can be dialed back. It is difficult to drive a vehicle this slowly. Vikron-S or similar requires 10 min contact time for full efficacy.
Recommend sizing the system around this throughput rate
• Is the preferred deployment system: Manufacture to determine trailer mounted skid mounted
• Containerized - This option would seem preferable at this early stage. Stanton
Systems will likely lean towards a single or dual containerized system that realizes the simplest deployment.
modular
3. Is full vehicle arch washing required, or is tire + undercarriage washing sufficient?
Full Halo wash, rinse and Decon…Manufacture to determine
4. What setup time is required in the field?
5. 1-2 hours is very quick to deploy this type system…We can design for it but the cost will quickly expand. How much latitude is there here? Manufacture to determine
6. What power requirements are expected?
• 120V power will not suffice for this type of system
• generator powered? Do we as equipment suppliers spec the generator or furnish? Manufacture to determine.
7. Are there time or distance requirements between the detergent and rinse station and the decon application?
• Ex: if the (3) system components -detergent, rinse, decon- can be lined up back-back-back, the system connects and deploys most quickly. If distance/time is deemed necessary between rinse and decon, the system length will grow.
Manufacture to determine
8. What water source assumptions exist?
No assumptions exist. Water may come from local sources or may need to be transported hydrant
Tanker / onboard tanks
• Design assumption - no pressurised water supply. System requirements can be replenished daily…Is this assumption adequate? Manufacture to specify
Operational Questions
9. Is the contractor required to store the equipment for NVS?
No
10. Is the contractor responsible for deployment logistics during outbreaks?1
No
11. Will training or support be required during disease responses?
Manufacture training provided at time of delivery or when mutually agreed upon
12. Is this equipment-only or equipment + service contract?
Equipment with warranty
Quantity Questions
13. How many units are anticipated in the base order?
a. 10
14. Are there future option quantities?
Not at this time
15. Are spare parts or consumables required?
Manufacture determined
N Compliance Questions
16. Are there specific disinfectant chemical compatibility requirements?
Manufacture to specify.
17. Is wastewater containment required?
a. Washing the vehicles will generate potentially contaminated water. What is the expectation? Manufacture to specify
18. Are there USDA biosecurity standards that must be followed?
Yes
19. It is unclear from the SOW if the wash system shall recycle the water or may recycle the water. The requirement says “ability to recycle/conserve water” but conserve water is significantly lower requirement threshold than recycle water. Please clarify.
Manufacture to determine
20. Collection of over-spray and run-off. Is there a requirement to collect the water being sprayed on the vehicles or is it permissible to spray on the vehicle and leave the water run-off on the ground? Manufacture to determine
21. Is the system self-powered? A generator is a significant expense, especially operating at -25F, if the power is supplied by USDA this will greatly reduce the cost of the system. Manufacture to determine
22. The specification has reference to operating from 120V, does the system need to operate on 120V and if yes, what amperage is available.? Manufacture to determine.
23. Transport: The SOW does not define the transport requirement. Can the supplier assume the USDA will transport the equipment to the point of use? Yes
24. Operational Duration: Other than 30 minutes per vehicle, is there a run-time requirement without refilling with water and fuel? Is 30 minutes run time sufficient?
Manufacture to determine
25. Set-up time: There is no reference to amount of time to deploy and be operational.
Is there a requirement? Shall be operational within 2-4 hours.
26. I assume in this statement that these steps are both to be similar application types and both automatic in application, i.e. not handheld applications?
• Wash stations shall be used for cleaning and disinfection of the “exterior surfaces” of potentially contaminated vehicles leaving infected premises and must be designed to clean (with water and detergent) tops of vehicles, the undercarriage, tires, wheel wells and sides of various sized vehicles ranging from passenger cars to 53-foot semitruck and trailer followed by a disinfection step.
Yes desire is automatic without a person holding a wand to conduct cleaning operations.
27. Would this recruitment be for vehicles or equipment going down the road? Some oversized equipment used on the farm cannot be driven down a public roadway or requires disassembly prior to movement. For example, a compost turner could be seen as farm equipment but would have physical dimensions greatly different than a mixer wagon.
• Capable of handling odd sized and dimensional equipment, such as skid steers, semi-truck, wheel loaders, dump trailers, mixer wagons, and other types of farm equipment with oversized tires for field support.
Concur, do want normal-sized equipment that would be used for disposal of carcasses. Correct overside agriculture equipment such as turners, spreaders are not intended. Tires may be larger on tractors, but I believe the limitation would be semi-truck trailer width +/- couple feet for entry and equipment (spray) to fit through.
28. To what level will cleaning be quantified? Car wash clean or the removal of particulates?
• Designed to minimize water usage while achieving exterior vehicle cleaning so that vehicles are visibly free of loose organic matter and soil.
Manufacture design and capabilities to be determined. Please state what product is capable of.
29. Can you quantify minimal downtime?
• Systems shall have capability to hold water that supports continuous operation with minimal downtime.
Manufacture to design and capabilities to be determined. Please state what the product is capable of.
Operational requirements
30. Would 240V single phase be acceptable? Especially if the system is a multi step approach with cleaning, rinsing, disinfection steps?
• Powered independently to operate such as a generator. Alternate power options can be included such as operating on standard available electrical services such as 120 volts.
Manufacture design and capabilities. Intent is for equipment to be deployed to farm locations. If vendor has a recommendation and or a better solution, please describe with response and why.
31. -25F is below the freezing point of a 50% glycol mixture. The EPA section 18 only allows the mixture of Virkon to -13F. Are there other solutions considered that would require up to or greater than 50% glycol mixing to solution?
• Capable of operating in environments between -25F to +120F with humidity of 5% to 95%. However, it does not require enclosed application space with doors and heat.
Concur. Normal approved antifreeze material is up to 30% for proven and EPA approved material. Please note in proposal and share comments and justifications if deviate from requested specifications.
