About this file

This document is a Single Source/Brand Name Justification form for the United States Department of Agriculture (USDA), specifically for the purchase of three ST 243 Soxtec solvent extraction systems from Foss. The Technical Services Division (TSD) is replacing aging extraction instrumentation that has been in service for 17 years, with a critical need to minimize operational disruptions in the official grain inspection system. The justification details extensive technical requirements for the extraction systems, including capabilities such as manual hot extraction using petroleum ether, solvent recapture, specific power and water supply needs, extraction capacity of at least 6 samples, and operational temperature range of 80-285°C.

Market research conducted by the agency identified multiple manufacturers of oil extraction systems, but determined that only Foss meets all technical specifications without requiring significant method changes. Alternative manufacturers like ANKOM, Buchi, and VELP were evaluated but did not fully satisfy the agency's requirements. Additionally, only one North American distributor for Foss equipment was identified, and the existing accessories purchased for the current system are interchangeable with the new ST 243 system. The document emphasizes the importance of maintaining continuity in the grain industry's reference data calibration process and preventing potential disruptions to field instrumentation calibrations.

Single Source/Brand Name Justification United States Department of Agriculture

FAR 13.106-1(b)(1) – Simplified Acquisitions

1. Identification of the agency and the contracting office.

Requesting Agency:

USDA, FGIS, TSD

10383 North Ambassador Drive

Contracting Office:

USDA APHIS MRPBS AAMD

250 Marquette Ave Minneapolis, MN 55401

2. Description of supply or service required to meet the agency’s needs.

Purchase of three ST 243 Soxtec solvent extraction systems and accessories from Foss

3. The rationale or circumstances for limiting competition.

TSD currently has Foss 2043 extraction instrumentation that has been in service for the past 17 years and are in need of replacement. Foss manufactures the ST 243 extraction unit that is a direct replacement of our current equipment employed to perform the reference methods. The analytical method involves hot solvent extraction of oil from various grains, oil seeds, and processed commodities. Our extraction method is critical to provide oil reference data used for the calibration of field instrumentation supporting the official inspection system vital to facilitating the marketing of U.S. grain. It is imperative to minimize any changes when replacing old instrumentation to retain continuity of services to reduce any disruptions in operations and support of the grain industry that may occur from unnecessary method development and deviations from the current method. If the aging instrumentation continues to fail it will disrupt the ability to maintain and update field instrumentation calibrations impacting the accuracy and integrity of the official inspection system.

Minimum requirements:

• Must be a manual hot extraction solvent system capable of utilizing petroleum ether

• Must have the capability to recapture solvent

• Must use 230 V, 50-60 Hz power

• Must have a water supply requirement of 1-2 L/min

• Ventilation requirements must be suitable for chemical hood use

• Must have an extraction capacity of at least 6 samples

• Must be able to use 26 x 60 mm or 22 x 50 mm cellulose thimbles

• Must be able to utilize aluminum extraction collection cups

• Must have an operation temperature of 80-285 ̊C

• Must have the capability to adjust the temperature within the operation range.

• Must have an extraction range of 0.1-100 % oil content

4. A description of the market research conducted and the results or a statement of the reason market research was not conducted.

An internet search identified multiple manufacturers of oil extraction systems. Foss manufacturers extraction instrumentation that meets our needs and will act as a direct replacement of our current instrumentation. ANKOM and Buchi use different extraction platforms that don’t meet our requirements. VELP manufactures the SER 148 series of solvent extractors that are similar to our current instrumentation, but would require changes in accessories. There is also not a cost benefit of purchasing the VELP SER 148 as the instrumentation costs are slightly higher than the ST Foss 243 extraction units. An internet search was also completed for distributors of the Foss 243 extraction instrumentation. There is only one North American distributor of Foss equipment. Two other distributors were identified and contacted. Gerber is located in Germany and only distributes to Switzerland. The second distributor, SCANCO, is for distribution in Central America. Additionally, accessories already purchased such as thimbles, adaptors, and aluminum collection vessels are interchangeable between our current Foss 2043 system and the Foss 243 system.

No other vendors have been identified which can meet or exceed the technical specification required for this project.
