SYNTHETIC FOOD-BASED THREE-COMPONENT SOLID MATRIX LURES

(“CONE” DISPENSERS) AND TWO-COMPONENT SOLID MATRIX LURES (“CONE”

DISPENSERS)

1. SCOPE

APHIS seeks to purchase:

synthetic food-based three-component solid matrix lures (“cone” dispensers) and two-component solid matrix lures (“cone” dispensers)

In support of the fruit fly detection program.

2. BACKGROUND

Fruit flies, in particular Mediterranean (Medfly), Mexican (Mexfly), oriental (OFF), and melon fruit flies, are some of the most serious exotic plant pests threatening United States (U.S.)

Agriculture. The cost of infestations to the U.S. Department of Agriculture (USDA) and to U.S.

agricultural industries can exceed $33 million dollars per year. If not eradicated or managed, the cost to live with these pests is estimated at $821 million or more per year.

3. OBJECTIVE

Synthetic food-based lure dispensers are used as attractants for both male and female fruit flies.

They are used to capture certain species of exotic fruit flies of concern to U.S. agriculture. Two-component (2C) and three-component (3C) solid matrix lures, or cones, are needed to equip program personnel in detecting fruit fly infestations. 2C and 3C solid matrix lures are one of the primary detection tools used to survey and delimit the extent of fruit fly infestations, and to manage introduced fruit fly populations. Without these dispensers, detecting and delimiting infestations might not be possible.

4. SPECIFICATIONS

4.1 Specifications for purity of raw chemical ingredients

If there are significant concerns related to the active ingredient content of the submitted lures, APHIS may request a certificate of analysis or a 100 ml sample of preproduction liquid or solid ammonium acetate (AA), putrescine (PUT) , and/or trimethylamine hydrochloride (TMA) to confirm purity. The 100 ml sample must represent the associated lot/batch produced. These samples may be used to assure product specifications and purity are met. Various methods to determine purity may be used.

• Color and odor must be consistent with expected of raw ingredients.

• The purity level shall be no less than 98 percent.

• All lots must be uniform in composition.

4.3 Sizing

Lures must be compatible with a Multi-lure trap and fit within the well in the Multi-lure lid (see Figure 1). Samples of the trap type are available upon request. Lure size shall not exceed 2 inches in height by 5/8-inch width at the bottom and 1-inch width at the top. Up to 10 percent variation in size is acceptable. The bottom end shall contain a plastic cup that can be used to force the entire dispenser out of the bait well. These dimensions represent the approximate size of wells currently used in USDA operations.

Figure 1. Multi-lure trap with well. White arrow indicates placement of the solid 2C or 3C lure placed in the well in the lid.

4.4 Chemical properties for solid dispensers

Chemical characteristics of each solid dispenser must:

• 2C cones must include acceptable quantities of both ingredients – AA and PUT – in order to attract the target flies for at least 6 weeks (as determined by field bioassays)

• 3C cones must include acceptable quantities of all three ingredients – AA, TMA, and PUT – in order to attract the target flies for at least 4 weeks (as determined by field bioassays)

4.5 Physical properties for solid dispensers

Physical characteristics of each 2C or 3C solid dispenser must:

• Consist of a solid matrix that facilitates handling and is capable of absorbing, immobilizing and sequestering AA, PUT, and, for 3C, TMA liquid concentrate, so that the ingredients will be emitted at a controlled rate of release when volatilized after placement in trap exposes the cone to the environment. "Facilitates handling” shall mean that each dispenser, when handled individually, shall be non-sticky and non-friable (i.e., not stick to the hand or crumble) when a deliberate effort is made by hand (i.e., unaided by mechanical devices) to compress and deform it.

• Continue to meet the test of handling after being filled with 2C/3C concentrate and be resistant to damage and moisture when handled during normal field trapping operations.

• Be manufactured from and composed of nontoxic materials that remain nontoxic after filling with liquid 2C/3C concentrate "Nontoxic" shall mean not causing any medically definable disease and/or adverse reaction to humans after 8 hours of continuous exposure to hands protected with latex gloves or an equivalent skin protection device.

• Sequester and retain liquid 2C/3C without leaking or weeping. This shall mean that properly stored dispenser immediately following removal from its previously sealed individual packaging, shall be free of droplets of 2C/3C or any other liquid exudates on dispenser surface, when visually inspected without the aid of optical magnification equipment.

• Be non-adhesive. This means that at ambient temperatures of 40°C or lower, a dispenser shall not adhere to and remain stuck to (i.e., not removable from).

o The hand when gripped by individual wearing latex gloves;

o The inside of a standard Multilure trap in a way that significantly impedes its installation or replacement with a new dispenser.

• Be non-friable. This means that during or following a use period of 8 weeks or fewer in a standard Multilure trap, the dispenser shall not crumble or otherwise decompose in a way that significantly impedes its removal and replacement with a new dispenser.

• Only 2C and 3C solid “cones” will be considered under this solicitation. No other 2C or 3C solid dispensers (e.g., pouches or packets) will be considered under this solicitation.

• General operational feasibility and ease-of-use will also be considered during submission evaluation.

4.6 Quality control

The vendor is expected to have a written quality control program which will be submitted to APHIS for review prior to award of the contract. Vendor testing protocols should mirror current APHIS standards, however some mutually agreed upon variations may be allowed by APHIS.

4.7 Pre-award Product Sample

Prior to award, the Government reserves the right to request product samples for testing and evaluation purposes. This will include both laboratory- and field-based evaluations to evaluate conformance to required specifications, including physical properties and attractiveness to target fruit fly species for acceptable durations of time. Upon request, the quoter shall mail the required samples within one (1) business day, ensuring delivery is received by the Government within two (2) business days of the request. Samples must be clearly marked with the solicitation number, company name, and point of contact information. Samples must be provided at no cost to the Government and will not be returned.

Upon request, for pre-award product sample testing, the contractor must submit 60 freshly produced lures to:

2C:

3C:

Rick Kurashima/ Todd Shelly

USDA/APHIS

91-329 Kauhi Street Suite 100 Kapolei, HI 96707

The Government may waive the requirement for the product samples if supplies identical to those called for in the solicitation have previously been furnished by the quoter and were accepted by the Government.

4.7 Quality assurance

Once the new contract is awarded, APHIS will conduct quality assurance testing of each new lot of lures that is produced. Quality assurance testing of 2C and 3C cones is conducted in a standardized way according to USDA APHIS PPQ Treatment and Inspection Methods Lab’s Technical Procedure SOP-110 entitled “Verification of 3C and 2C Solid Dispensers for Fruit Fly Survey Operations”. If the Government awards the contract to another vendor, USDA will evaluate whether this procedure is still usable since it was developed for Scentry’s product. If the procedure is not usable, then USDA will develop a new procedure that is very similar to this one.

For quality assurance testing (Post Award), the contractor will submit 10 freshly produced lures of each new lot produced at no cost to the agency, ship to:
