About this file
This is a Request for Quotation (RFQ) from the USDA-APHIS-ARS-SCB for a portable spray dip machine to support Puerto Rico's Cattle Fever Tick mitigation strategy. The solicitation seeks one galvanized portable spray dip machine with specific technical requirements, including a hot-dipped galvanized unit measuring 7 feet wide x 9 feet long x 9 feet high, hydraulically-operated entry and exit doors, solid brass spray nozzles, a gas engine transfer pump with 5.5 horsepower and 195 GPM flow rate, and safety features like DOT-approved LED lights and safety chains.
The procurement is driven by the Florida Department of Agriculture and Consumer Services' detection of ticks on cattle imported from Puerto Rico, which led to import restrictions. The spray box will support a new tick treatment protocol involving BM-86 tick vaccination, botanical acaricidal treatments, and avermectin injection to enable cattle export resumption. Delivery is specified for 07/02/2025 to the USDA-ARS Tropical Agriculture Research Station in Mayaguez, Puerto Rico, with a one-year warranty. The contract will have a performance period from 05/26/2025 to 05/25/2026, and the product is classified under Product/Service Code 3695 as Miscellaneous Special Industry Machinery.

Statement of Work for “Spray Box” to treat animals for Southern Cattle Fever Tick
Background/ Justification
On November 26, 2024, the Florida Department of Agriculture and Consumer Services (FDACS) detected ticks on 6 of 79 cattle imported from PR. Since this time, FDACS restricted importation of all cattle from PR into Florida. FiOps-PR manages the pre-export isolation activities for cattle, including checking animals for ticks (“scratching”) and overseeing acaricidal treatment of the cattle, each twice within 7 days prior to export. Implementing a new strategy is necessary to prevent new incursions and allow for cattle imports from PR to resume. Florida is the only interstate market for cattle from PR.
Analysis: Implementing a new treatment protocol will reopen the interstate movement of cattle for PR with a positive impact on the economy. With the approval of a new tick protocol for FiOps-PR, it is possible the Territory could increase cattle exports, thus expanding trade activity for PR.
Implement the following proposed new tick protocol:
• BM-86 tick vaccination – 1 month prior to export
• Scratching for ticks and a botanical acaricidal treatment (Arkion® or Essentria®) – twice within 7-12 days prior to export
• Avermectin (moxidectin) injection – within 72 hours prior to export. (Pour-on application could be substituted for dairy cattle)
• Purchase of a spray box to distribute acaricidal treatments topically over animals’ bodies
