About this file

This document is a Questions and Answers (Q&A) file for Solicitation 12639525Q0128 for Agar Agar Powder, issued by the Department of Agriculture Animal and Plant Health Inspection Service. The solicitation involves an annual procurement of 60-75 bags of agar powder, with specific packaging requirements including a double bag system (woven polypropylene outer bag and heavy polyethylene inner bag or fiberboard/cardboard drum). The current incumbent is Gumix International Inc., and the previous contract number is 12639523D0053.

Key details include packaging specifications that mandate strong, humidity-protected packaging capable of warehouse storage, with each container marked with product name, lot number, net weight, and manufacturer information. The government will accept bag sizes ranging from 11-25 kg, with a preference for double-bagged packaging. Each shipment must include a packing list with lot numbers, and manufacturers' names are acceptable for container labeling. The contract appears to be a five-year procurement with annual single shipments of agar powder.

1263925Q0128 – Agar Agar Powder Revised: 07/11/2025 12639525Q0128 The following are questions that have been received to date 07/11/2025. All questions will be posted with answers accordingly.

Q. Is there an incumbent/recompete or is this a brand-new project A. Gumix International Inc.

Q. What is the contract number? (or even if the customer bought similar services in the past) A. 12639523D0053

Q. Could you please clarify if this will be a one-time annual delivery or if there will be multiple orders placed throughout each year of the five-year period? This information is crucial for accurately calculating the delivery costs in our quote A. AGAR is ordered for one-time delivery per year. We order 60-75 (25kg) bags per year in a single shipment.

Q Will you accept bags of varying sizes from the 25 kgs (55 lbs.) specified in the scope of work? For example, would 11 to 12 kgs (25 lbs.) bags be acceptable if that's what the manufacturer produces?

A. we can take 11kg, 12kg (25lb) of AGAR bags/packaging, but no more than 25kg for safe handling.

Q. The packaging is not very clear to me, especially the last part of the statements.

"The agar must be packed in a double bag system consisting of a woven polypropylene outer bag and a separate heavy polyethylene inner bag or fiberboard/cardboard drums". Can they come in smaller sealed polythene bags packed in cartons or fibre boxes?

A. Double bag system is preferred. The packaging shall be a thick plastic bag inside a cardboard box or cardboard drum, so it’s double protected. The product needs to be protected from humidity and any tears that can happen during handling. The outside packing needs to be strong enough for storage in a warehouse where it can potentially fall, snag, rip, or tear on pallets or the metal frames, if not packaged properly.

Q. Each container shall be sound, clean, well-sealed, and marked with product name, lot number, net weight, contract number and name of contractor. Can the subcontractor who is the manufacturer’s name rather be accepted?

A. Manufacture name is fine, as long as each box is marked with the product name, lot number, net weight, and manufacture date and/or expiration date. Each shipment shall also include the packing list with lot numbers.
