About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a federal contract to provide and install an indoor walk-in cooler for the Federal Brucellosis Laboratory (FBL) in Frankfort, Kentucky. The amendment clarifies that the requirement is for a single cooler and corrects the delivery date to September 30, 2025.

The Statement of Work details specific requirements for the walk-in cooler, including maximum dimensions of 111" W x 94" L, a height of 80-98" depending on sprinkler placement, temperature maintenance of 2-10°C, and installation capabilities. The cooler must be shipped unassembled, fit through a 79"H x 47 3/4"W door, and be deliverable to a ground-level garage without a ramp or loading dock. The vendor must verify dimensions with the Contracting Officer's Representative, include all installation parts, and potentially provide assembly and installation services. The cooler will be used for storing samples and testing reagents for the USDA Animal and Plant Health Inspection Services (APHIS), with proper storage conditions critical to maintaining test result accuracy.

Statement of Work (SOW) for Indoor Walk-In Cooler

Background The Federal Brucellosis Laboratory (FBL), which is part of the United States Department of Agriculture (USDA), provides important surveillance of a variety of diseases that may infect cattle, swine, and sheep. The results of these tests help support the mission statements of the Animal Plant Health Inspection Services (APHIS) and USDA. Proper storage conditions for samples and testing reagents directly relate to the accuracy of test results.

Scope The scope of this effort includes providing and installing an indoor walk-in cooler that fits inside a designated room within the FBL and maintains the required temperatures for storage of samples and testing reagents. For the FBL to provide accurate surveillance testing of its targeted diseases, samples and testing reagents must be stored at specific temperatures to maintain quality. The vendor should be able to provide an indoor walk-in cooler that meets all requirements of the FBL described in this SOW.

Tasks

1. The vendor must provide an indoor walk-in cooler that meets the following requirements:

• Maximum cooler dimensions of 111” W x 94” L o Maximum cooler height of 80” (including top-mounted compressing unit if applicable) if placed directly under existing ceiling sprinklers.

o Maximum cooler height of 98” (including top-mounted compressing unit if applicable) if not placed directly under existing ceiling sprinklers.

• Must maintain a temperature range of 2-10°C considering room ambient temperature of 65-75°C.

• Must be capable of installation on tile floor.

• Must include one door with no window.

• Door must be oriented so that it is not obstructed by room walls.

• Must include a floor or include screed for floorless unit.

• Must either be able to (1) plug into an existing 20-amp 120-volt single phase outlet (2) plug into an existing 30-amp 220-volt single phase outlet or (3) have capability of wired connections installed by a licensed electrician, considering budget limitations.

• Must either (1) have a top-mounted condensing unit (self-contained or remote) that is suitable for the designated laboratory room considering a room ceiling height of 100” and clearance for existing sprinklers, (2) have a remote condensing unit suitable for roof installation considering the Place of Performance is two-stories, has no designated roof access, and considering the budget limitations regarding installation, or (3) have a side-mounted condensing unit that would not be inhibited by height restrictions or HVAC installation costs.

• Warranty must be included on panels and refrigeration system.

• Price of shipping must be included in the purchase.

• Must be shipped unassembled in parts that will be transportable through a 79"H x

47 3'4"W door opening.

• Must be able to be shipped to the Place of Performance considering that it has a ground-level garage door available but no ramp, loading dock, or pallet jack.

• Must be delivered no later than 9/30/2025.

2. The vendor must verify that all dimensions and specifications of indoor coolers quoted are truly suitable for the designated FBL laboratory room by communicating with the Contracting Officer’s Representative and FBL supervisory staff prior to contract finalization. Suitability will vary depending on the dimensions, orientation, placement of each specific indoor cooler unit quoted.

3. The vendor must (1) include all parts required for installation and/or (2) provide a complete list of all parts and tools needed for installation.

4. If able, the vendor shall provide assembly and installation services for the walk-in cooler.

• If the vendor is unable to provide assembly and installation services, contracted services must be acquired separately from the contract for purchasing the cooler.

• Assembly and installation services needed (such as a handyman, HVAC technician, or electrician) will vary depending on the specific cooler model contracted and the recommendations and requirements by the manufacturer of that specific model.

Delivery The work will be performed at 105 Corporate Dr, Suite H, Frankfort, KY, 40601.
