About this file
This document is a federal contract amendment (Amendment 0002) for Solicitation 12639525Q0114, issued by USDA APHIS on 05/19/2025. The amendment modifies page 48 of 49 of the original solicitation by incorporating paragraph C.17 into the "Technical Capability" section of the EVALUATION OF QUOTES. The solicitation seeks a contractor to provide airplane and crew services for aerial release of sterilized fruit flies in Tijuana and Reynosa, Mexico, with a planned performance period from June 1, 2025 to May 31, 2030.
The evaluation criteria focus on technical capability, specifically assessing the contractor's proposed aircraft's compliance with statement of work requirements, maintenance facilities, and personnel capabilities. The government will award the contract based on the most advantageous quote considering price and other factors, using full and open competition. The procurement falls under NAICS code 481212 for Nonscheduled Chartered Freight Air Transportation, with a small business size standard of 1,500 employees. The objective is to support the USDA's Mexican fruit fly control program by preventing potential agricultural damage through strategic sterilized insect release.
