About this file
This document is an amendment to a federal solicitation for Emergency Air Transportation Services issued by the USDA Animal and Plant Health Inspection Service. The solicitation seeks a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract for transporting various critical materials including diagnostics, biologics, vaccines, pharmaceuticals, medical supplies, equipment, and personnel for the National Veterinary Stockpile. Key requirements include 24/7 aircraft availability, one-hour customer service response time, backup aircraft readiness, and the ability to transport diverse cargo such as palletized kits, refrigerated trailers, generators, medical equipment, and hazardous materials.
Vendors must provide pricing for all line items, including services they may not currently offer, and those planning to subcontract air transportation must submit a letter of intent with an FAA Part 135-certified carrier. The contractor will be responsible for shipment preparation, including palletizing, blocking, bracing, loading, and unloading. Flight time will be billed based on block hours or actual flight hours, measured in hours and nearest 1/10-hours. The contractor must also provide a detailed subcontracting plan listing at least four tiers, subject to contracting officer approval, with specific regulatory compliance requirements for subcontractor vetting.
