1.0 STATEMENT OF WORK

1.1 Project

African Swine Fever Emergency Response Trap Bank – Panel Trap and Remote/Cellular Operated Corral Trapping System

1.2 Background

Wildlife Services State Programs strategically distributed across the U.S. have been designated for the establishment of a trap bank. This requisition deals specifically with the purchase of specialized guillotine-style trap gates, trap panels, and remote/cellular operated trapping components for panel corral traps that must all be compatible and shipped accordingly to designated trap bank locations. Cellular operated gate trigger technology can substantially increase feral swine trapping success by allowing the trapper to view each trap remotely in real time via a cellular device and drop the gate when the entire group of targeted feral swine are present within the trap. This technology will help maximize efficacious feral swine removal during an ASF outbreak response. However, cellular service may not be readily available depending on where an outbreak may occur, so cellular trapping technology cannot be relied on solely for an outbreak response. Therefore, trap gate adaptability to set a manual trigger (feral swine activated) will be crucial and the primary mode of trap operation to maximize preparedness regardless of local conditions within an outbreak zone. Auxiliary features such as a remote control for gate trigger activation within several hundred yards of the trap will also be very important. Additionally, considering the complexities of an outbreak response scenario and the large number of personnel involved, it is important to only utilize 1 type of panel corral trap system rather than several different types to streamline and simplify efforts. Specified below are the requirements for the trap gates, panels, and compatible remote/cellular trapping systems that will be acquired through this purchase.

1.3 Scope of Work

African swine fever (ASF) is a highly contagious viral disease that impacts domestic and feral swine and causes substantial mortality rates. Endemic to Africa and parts of Eastern Europe, ASF is not currently present in the United States. However, ASF was detected on the island of Hispaniola in 2021, which prompted heightened concerns of the potential to be introduced into the U.S. Estimates indicate impacts could approach $79 billion due to domestic pork production losses and trade restrictions. Feral swine pose a significant threat to disease eradication if ASF spilled over from infected domestic swine that would require rapid implementation of intensive, coordinated lethal removal efforts primarily led by Wildlife Services (WS).

Currently, trapping is one of the most effective tools for lethal feral swine management and would be utilized extensively during an ASF outbreak response to mitigate dispersal of the disease on the landscape. However, WS’ current supply of traps and the manufacturing/delivery lag time for additional traps would be insufficient to meet rapid emergency response needs and significantly reduce WS’ ability to provide rapid depopulation efforts. Therefore, the National Feral Swine Damage Management Program (NFSP) received ASF project funding to establish a trap bank in multiple locations across the U.S. deemed to be high risk of potential ASF entry.

Traps and related equipment purchased under this ASF funding will be solely dedicated and ready to be rapidly deployed during an ASF outbreak response. The number of traps has been determined by modeling conducted by scientists at the USDA National Wildlife Research Center that evaluated the size of response zones and trap density within a response zone.

1.4 Specification Requirements

The 3 main components of the requisition are 1) 252 – Specialized trap gates, 2) 1506 – Trap panels, and 3) 52 – Remote/cellular operated trigger systems that are compatible with the trap gates.

Specific requirements for the trap gates include:

• Guillotine-style

• 90–96-inch width, 60+ inch height

• Manual (feral swine-activated) trigger capabilities

• Electronic trigger latch system compatible with remote control and cellular gate trigger system as specified below

• Compatible connection to trap panels (as specified below) with full length single-piece steel rods Specific requirements for the trap panels include:

• 90–96-inch width, 60+ inch height

• 4-gauge galvanized wire mesh panel welded to 1-inch galvanized steel frame

• Graduated panel mesh size

• Full length single-piece steel rods for panel and gate connection

Specific requirements for the remote/cellular operated trigger systems include:

• Wireless cellular trail camera with the following capabilities:

o Small, compact, highly portable o Motion trigger with option to take multiple photos per trigger o Send text notifications to a mobile app when motion is detected o Wirelessly communicate with gate trigger system to drop gate o Allow live streaming via a mobile app to view live video footage o Take a photo, record video, and trigger a gate to drop while viewing live stream footage on a mobile phone, tablet, or computer o Capacity for multiple power source options including AA batteries, 12V

DC power supply (no larger than 18 Ah battery), and solar system with internal lithium battery, that can be used in combination if needed o Screen display on camera to see the camera view, status, cellular signal quality, and battery level during setup o 4 GB+ data/month service plan

• Gate trigger system with the following capabilities:

o Electronic receiver to drop trap gates:

Compatible with electronic latch system on trap gates Wirelessly communicate with cellular trail camera Remote control trigger activation within a several hundred-yard range of trap o Capacity for multiple power source options including 12V DC power supply (no larger than 9 Ah battery) and solar system with internal lithium battery

We also need several accessories to optimize trap viewing capabilities via the live-stream camera. These accessories include: 1) 12 Directional, high gain antennas compatible with wireless cellular trail cameras to boost cellular service signal quality, 2) 24 Portable extension poles with 24 adapters to attach to extension poles and extend the height of directional antennas and wireless cellular trail cameras, 3) 50 Backup rechargeable batteries to power gate trigger system and 4) 52 Battery chargers.

Additionally, because trap banks are distributed across the U.S., shipping charges will also need to be included based on the following locational breakdown:

• Kerrville, Texas (78028): 50 Gates, 300 trap panels

• Crowley, Louisiana (70526): 50 Gates, 300 trap panels

• Auburn, Alabama (36830): 25 Gates, 150 trap panels

• Sacramento, California (95825): 25 Gates, 150 trap panels

• Bismarck, North Dakota (58501): 25 Gates, 150 trap panels

• Concord, New Hampshire (03301): 25 Gates, 150 trap panels

• Oklahoma City, Oklahoma (73105): 25 Gates, 150 trap panels

• Madison, Tennessee (37115): 25 Gates, 150 trap panels

• Fort Collins, Colorado (80521): 2 Gates, 6 trap panels, All trap trigger systems and accessories

1.5 Contract Type and Term

The government is awarding a one-time commercial supply purchase order with a 90-day period of performance for delivery.

1.6 Invoicing

The USDA, APHIS uses the Invoice Processing Platform (IPP) for electronic submission and tracking of invoices and payment information to its suppliers of goods and services. Invoices must be submitted electronically to the IPP invoicing system. The contractor must enroll at https://ipp.gov

Invoices must be prepared in accordance with 52.212-4 (g).

1.7 Delivery

Purchase price will include all shipping costs, FOB destination, to the locations specified in section 1.4 above. Specific shipping addresses will be coordinated with the technical POC after award.
