1.0 BACKGROUND

This requirement is for the United States Department of Agriculture, Animal Plant Health Inspection Service, Plant Protection and Quarantine, Scient & Technology, Treatment and Inspection Methods Laboratory (TIML). Formerly known as the S&T Miami Lab, TIML is co-located with the Agricultural Research Service at the Subtropical Horticulture Research Station in Florida. The mission of the laboratory is to develop and validate commodity inspection, treatment, and pest management technologies. Specific goals include: the development of new quarantine treatments and techniques and modifying existing methods that mitigate risks associated with quarantine pests; validation of existing treatments; support of PPQ operational and preclearance programs (such as facility approvals and certifications); development of risk management systems and systems approaches; and development and optimization of port technologies and processes relating to pest exclusion.

2.0 OBJECTIVE

The objective of this acquisition is to purchase a relatively small Gas Chromatography (MicroGC) with a portable field case. This instrument will be used for fumigant quantitation when developing new treatments.

3.0 CONTRACT TYPE

The government intends to award a Firm-Fixed Price Supply contract.

4.0 SPECIFICATIONS

This requirement is for the following brand name or equal item(s): Micro Gas Chromatograph. The following features/characteristics are required (Salient Characteristics):

• 10m/1m PPQ heated channel with heated inlet and backflush, general purpose column that can provide separation for most gases and volatile liquids while avoiding carryover of condensable gases, 2 ppm detection limit (or equivalent).

• The backflush option shortens the time required between runs. After the injection time elapses the rest of the sample is backflushed to a vent, meaning that there is no need to wait for elution of heavier compounds if these are present and column cool-down is not necessary either

• 52CB (wax) 1.2 micron, 4 meter, heated inlet straight channel to separate more polar compounds (or equivalent)

• Field case with battery and compressed gas cylinder, capable of allowing the instrument to function for up to 6 hours in areas where an electrical outlet is not available

• Luer lock inlet with syringe for sample introduction

• Thermal Conductivity Detector with five orders of magnitude (0.5 ppm to 5%) linear dynamic range (or equivalent)

• Compatibility with condensable gases and some volatile liquids, such as ethyl formate

• Installation and familiarization of the instrument, software, and validation of new instrument with standard mixture of compounds

• 1-year warranty
