About this file

This document is the Small Business Subcontracting Questionnaire, which is an attachment to a federal solicitation. The U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS) has set minimum subcontracting goals for Small Businesses (21%), Small Disadvantaged Businesses (5%), Women-Owned Small Businesses (5%), HUBZone Small Businesses (3%), and Service-Disabled Veteran-Owned Small Businesses (5%) under this solicitation. The solicitation requires offerors exceeding $700,000 to submit a Subcontracting Plan that meets or exceeds these goals. Failure to meet the subcontracting goals may negatively impact the contractor's performance evaluations. The document provides instructions for completing the questionnaire to determine if a Subcontracting Plan is required.

The related federal contract opportunity is for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for aircraft and crew services to support the Fruit Fly Preventive Release Program in Florida. The USDA APHIS Plant Protection and Quarantine (PPQ) program is seeking proposals in response to this Request for Proposals.
