STATEMENT OF OBJECTIVES (SOO)

1.0 PURPOSE

The purpose of this SOO is to provide clear objectives for the development of a USDA sponsored, Proof of Concept (POC) in a Data Gathering and Determination of Feasibility of a mobile based app that can capture non-contact visual measurements of livestock using technologies such as LiDAR or by creating a 2D skeleton and mapping it to 3D space. Evaluating the data deliverables identified in this SOO for the proof of concept through use of this mobile app will assist and/or enhance our current livestock grading and evaluation methodologies.

2.0 BACKGROUND

For 100 years, AMS has provided free, unbiased price and sales information to assist in the marketing and distribution of farm commodities. Each year, Market News issues thousands of reports, providing the industry with key wholesale, retail, and shipping data. The reports give farmers, producers, and other agricultural businesses the information they need to evaluate market conditions, identify trends, make purchasing decisions, monitor price patterns, evaluate transportation equipment needs and accurately assess movement.

The AMS Livestock, Poultry and Grain (LPG) Market News Division is requesting information from vendors with experience in determining the feasibility of developing a mobile applications, LiDAR technology, and/or computer vision.

3.0 SCOPE

The scope of the resulting SOO includes all deliverables and due dates necessary to achieve the desired outcomes of the contract. The contractor is required to provide all required services (i.e., personnel, equipment, materials, etc.) to complete deliverables and ensure successful contract implementation and ultimate attainment of the objective(s).

The Contractor will deliver and setup the proof-of-concept deliverable and demo to the USDA at a date and time to be collectively determined by the contractor and COR, subsequent to contract award. The schedule for deliverables shall be completed by the Contractor following the contract start date with a date/time determined by the COR. The Contractor shall obtain COR approval on the schedule. Demonstrations for USDA management may be required at a date and location collectively determined by the contractor and COR.

4.0 ESTIMATED PERIOD OF PERFORMANCE

The Proof of Concept period of performance will be one (1) year from the date of contract award.

5.0 PLACE OF PERFORMANCE

The Contractor shall perform a majority of the work offsite at the Contractor’s location.

However, when USDA requires the Contractor to be present for presenting the POC or for performing updates to the POC, the Contractor shall work onsite at the USDA’s designated location.

Travel: The Contractor shall be prepared to make up to six trips to either mid-west or southeast, domestic locations. The number of trips may be reduced based on the volume of cattle being reviewed and analyzed for this Pilot. The more data collected; the less trips required.

Travel expenses will be deducted from the total award amount and reimbursed consistent with Federal Travel Regulation (FTR) on an over and above basis for this POC. All travel requires prior Government approval.

6.0 PERFORMANCE OBJECTIVES, GOALS AND OUTCOMES

Automatic Measurement: Utilize image processing algorithms and machine learning models to demonstrate ability to automatically extract key measurements from the captured data.

Measurements should be accurate and reliable with traditional measurement methods.

Anticipated Benefits Include:

Enhanced Efficiency: Faster and more streamlined data collection compared to current methodologies.

Increased Data Accuracy: Objective and consistent measurement results minimize human error.

Data-Driven Decisions: Support informed decision-making regarding animal breeding, nutrition, and medication strategies.

7.0 STANDARDS:

Feeder cattle utilize frame sizes of Large, Medium and Small, along with muscle scores of 1, 2, 3 and 4. Official USDA standards for feeder cattle can be found here: Feeder Cattle Standards and Grades.

Many times, groups of cattle of mixed grades are marketed and should be reported accordingly.

If less than 80 percent of the reported lot is of one grade, a mixed classification should be used

(ex. 1-2, or 2-3). Single grade categories (ex. Medium) should only be used if at least 80 percent of the reported lot is of that category; otherwise mixed categories (ex. Medium and Large) should be used.

Flesh Conditions are also a component of grading. There are 9 degrees denoting flesh condition with 1 representing the thinnest, and 9 representing the fleshiest. Those cattle that have a 1, 2, or 3 flesh score should be flagged as “thin fleshed” on the report. Those that have a 7, 8, or 9 should be flagged as “fleshy”. All others should not be noted as they would be considered average or in normal flesh condition.

8.0 MEASUREMENTS WILL INCLUDE:

Skeletal Measurements:

Body length Height at withers/shoulder Height at hips Chest girth Hip width Tail Length Head (length/width)

Depth Scanning Body weight estimation Muscle mass Body Score / Flesh Condition

Breed / Genetics Age Predictive Modeling

Frame Score (based on current skeletal measurements, age, breed, and estimated weight in the future at which point animal will grade Choice)

User Overrides: Allow manual overrides of certain measurements and/or predictive outcomes to improve algorithm and machine learning models.

Data Management: Demonstrates ability to do the following:

Store and manage measurement & predictive data for individual animals.

Track trends over time to monitor growth and development.

Export data in various formats for further analysis or record-keeping.

Reporting capabilities summarizing body measurements.

9.0 REQUIRED OUTCOMES:

Create and provide a mobile app to provide the Primary Goal of creating data inputs for Market News Reporters and an output goal (Long Term) for ranchers, farmers and other agriculture sector. The app will leverage.

Hardware Solution Examples:

High end processor LiDAR camera (depth sensing camera) HD camera Adequate storage Ruggedized case

10.0 OPERATING CONSTRAINTS

11.0 INSPECTION AND ACCEPTANCE

The Contrac ng Officer and his/her representa ves are responsible for inspec on and acceptance of the Contractor’s effort under this Award. The COR will review all deliverables for their completeness, accuracy, format, and acceptable content. The Contractor shall correct any deficiencies as directed by the COR and shall resubmit the deliverable no later than a mutually agreed upon date.

12.0 KICKOFF MEETING

The Contractor shall be required to a end a Kickoff Mee ng with the COR and project team within fourteen days (14) calendar days of award. Periodic mee ngs will be scheduled as needed by the COR. The Contractor may request mee ngs whenever a discrepancy exists, and no mutual resolu on is apparent. The purpose of the kickoff mee ng will be to ensure that all par es involved have a common understanding of the goals and expected results, as defined in the contract and this Task Order.

13.0 NON-PERSONAL SERVICES

It is expressly agreed and understood that this is a non-personal services contract as defined in Federal Acquisi on Regula on 37.101, under which the services performed by the Contractor are rendered in its capacity as an independent contractor. The Government will evaluate the quality of the service provided but retains no control over the Contractor’s employees or agents. The Contractor is solely liable for and shall expressly agree to indemnify the Government with respect to any liability producing acts or omissions by it or by its employees or agents.

14.0 INCREMENTAL DEVELOPEMENT

The Contractor shall use an incremental build model. The Agency defines an incremental build model as a method where the product is designed, implemented, and tested incrementally, with increasing func onality and/or capability added in each increment un l the product is finished.

The Contractor shall provide a dra and final “White Paper” summarizing the experience of the pilot, the success or failure of capturing specific ca le a ributes, the accuracy of each of those a ributes as they measure up with exis ng grading standards.

The “White Paper” shall iden fy next steps, challenges that will need to be overcome, the likelihood of success along with a Rough Order of Magnitude es mate of the next steps.

15.0 SUCCESS METRICS

Accuracy and consistency of measurement results compared to tradi onal methods.

16.0 FUTURE CONSIDERATIONS

Integra on with current USDA Data Collec on & Repor ng Systems to Include:

Ability to assist/enhance auction market reporting.

Exploration as standalone system in auction market reporting to expand coverage.

Public use to evaluate their own Feeder Cattle and determine real time market values in their area to assist with marketing decisions.

Pending acceptance to Proof of Concept, expand to additional livestock/animal requirements in the future.

Creation of Training and Evaluation requirements for Reporter Training.

17.0 CONCLUSION

This POC has potential to revolutionize the way Feeder Cattle measurements and evaluations are currently manually captured. As a market news reporter, this POC tool should provide a more efficient and consistent methodology, while improving data quality. As a producer, whether a small hobby farmer or large-scale operation, this POC tool will allow evaluation of Feeder Cattle, apply USDA grading standards, and assist in determining current values in near real time.
