Wildlife Services (WS)
STATEMENT OF WORK
Raptor GPS/GRPS Backpack Transmitters
1. Background Information Wildlife Services (WS) provides Federal leadership and expertise to resolve wildlife conflicts that threaten public health and safety. We partner with the Federal Aviation Administration (FAA), Department of Defense, airports, and the aviation industry to provide scientific expertise and operational assistance to reduce the safety hazards and economic impacts to aviation caused by birds, mammals, and other wildlife. Wildlife strikes with aircraft are an increasing threat to aviation in the U.S. and elsewhere, especially at higher altitudes, away from the airport environment. The number of wildlife strikes reported to the FAA has increased steadily from 1,759 in 1990 to 259,577 in 2021. Expanding wildlife populations, increases in number of aircraft movements, and a trend toward faster and quieter aircraft all have contributed to the observed increase in wildlife strikes.
Concomitant with the increase in wildlife strikes has been greater emphasis on wildlife strike hazard/risk research as related to management on and near airfields. One such research project utilizes backpack transmitters to track raptors after they’ve been removed from an airport as a hazard and determine the effectiveness of relocation as a means of hazard mitigation.
2. Contract Type and Period of Performance This is a firm fixed price Indefinite Delivery Indefinite Quantity contract with five one-year ordering periods. The estimated period of performance is 7/1/2024-6/30/2029.
3. Contractor Requirements
3.1. Specifications
Each of these specifications is critical for meeting the program’s mission and securing aviation safety. The weight of each transmitter must be less than 4% of the weight of the raptor to ensure minimal interference with flight and decrease the raptor’s interest in removing the unit. Backpack models are more difficult for the raptors to remove, are less invasive, and allow for larger units, which equates to longer battery life. USDA intends to track each raptor for the duration of its life, making the battery life requirement crucial. The use of rechargeable batteries that are recharged by onboard solar panels extends the life of the battery almost indefinitely, allowing for the long-term tracking of each raptor. This also encourages the reuse of units on other raptors after death, saving cost and materials.
As migratory raptors have been known to traverse thousands of miles every year, tracking their movement worldwide through the use of internet (4GTE) and movebank connections is also essential to fulfilling the program’s mission. This data is automatically imported from each raptor and can be presented as coordinates or as a map overlay with dates and times.
Global Positioning System (GPS), Geographic Information System (GIS), and General Packet Radio Service (GPRS) backpack transmitter for use in tracking the efficacy of relocating raptors from airports to increase aviation safety:
• Weight of 22g or less
• Maximum dimensions 60mm x 25m (length and width)
• No external antennas
• Worn on back with loops for wings (backpack)
• High efficiency solar panel(s) feeding rechargeable batteries to increase service life to multiple years
• Fully charged battery sufficient for logging over 5,000 positions without additional recharge
• Matte coloration on solar panels to reduce reflectivity
• Collects location and accelerometer data worldwide with high sensitivity 99 channel GPS module
• Customizable GPS logging intervals from 1 second to 48 hours
• Onboard 128 MB data storage capable of storing over 1,500,000 records
• Transmit using GSM/GPRS 4G LTE-Cat1
• SMS message with 10 GPS positions when GPRS network is not available
• 2+ zones for geofencing1 with separate sets of parameters
• Relays data via internet (4GTE) and movebank connection
• High frequency (up to 50 Hz)2 sensor (accelerometer, magnetometer, temperature, light intensity) data collection on a separate schedule
• Automated movement monitoring and email mortality alerts for low movement3
• Two-way communication enables re-tasking/schedule alterations after deployment
• Remote download of data into GIS coordinates and maps
1Geofencing — Ability to define at least two separate geographic zones using an online mapping tool. When units are in those geofenced regions, they will automatically collect data at different pre-defined sampling schedules and regimes associated with each zone. This allows a critical change in data collection when the bird enters the designated geofence, such as an airport for a specific project. The transmitter automatically collects location and activity data more often, affording greater detail.
2High frequency (up to 50 Hz) accelerometer that can be programmed for data collection with a duty cycle and temporal sampling regime that is the same as, or different from, the duty cycle and sampling regime applied to GPS data collection.
3Automated movement monitoring and email mortality alerts for low movement. Movement alerts triggered by user-defined minimum movement distances or by mean daily movement distances will result in automated alert emails sent to the user with last known location. A major unknown for these projects is survivability after we trap and relocate.
3.2. Pricing Schedule
Unit Price includes all costs associated with production, assembly, and shipping/delivery of all required components provided under the contract in a complete and acceptable manner. All quantities are estimates and are not guaranteed.
