2.0 Statement of Work

2.1 Overview

The U.S. Department of Agriculture (USDA) operates a laboratory in a privately-owned building located at 10383 North Ambassador Drive in Kansas City, Missouri 64153. The building is known as the National Grain Center (NGC) and houses multiple laboratories operating under the Agricultural Marketing Service (AMS), Federal Grain Inspection Service (FGIS). Several laboratories at the NGC require a steady supply of liquid nitrogen and liquid argon gases to run their scientific equipment / instrumentation.

2.2 Purpose

The purpose of this procurement is to establish a new, inclusive BPA to provide a five-year supply of liquid nitrogen and liquid argon to the NGC. The steady supply of these gases is necessary to maintain the scientific instruments and to ensure a continuity of services.

Nitrogen gas is currently supplied to the lab through a tank owned by Linde Gas. Argon gas is currently supplied to the lab through a tank owned by Linde Gas.

2.3 Specifications

The minimum requirements for supplying liquid nitrogen and liquid argon to the laboratory are as follows:

2.3.1 Nitrogen

A. Installation of 3000 L microbulk nitrogen system to existing plumbing using high purity tubing and Swagelok fittings to provide a constant flow rate of at least 600 scf/h and maintain pressure adequate to supply eight instruments, each requiring an inlet pressure of 100 psi. The storage vessel must be a brand name Perma-Cyl 3000 HP (Chart Industries) or equivalent. The microbulk tanks are to be installed on an existing concrete pad on the east side of the building. The tank must be situated on the pad so that both microbulk systems can be accommodated. Installation will be coordinated with the facility and a mutually agreeable schedule determined. A complete installation means that the gas will flow from the tank and be ready for use by the lab.

B. The nitrogen tank levels must be monitored by telemetry and refilled to maintain operating conditions. Contractor will be responsible for identifying any maintenance needs and completing maintenance in coordination with the COR. Contractor will service the microbulk tank as needed, including telemetry equipment and certifications. Nitrogen levels must not fall below 10% of tank volume.

C. On-site delivery of high purity liquid nitrogen into microbulk system. This microbulk tank will also supply nitrogen to ten laboratory hoods, but this use of nitrogen is inconsequential relative to the requirements of the instruments. Consumption of nitrogen gas is estimated at 600 ccf per month for the facility. The nitrogen product from the vessel must be dry and oil-free with a purity of at least 99.998% purity, CO2 < 10 ppm, H2 < 10 ppm, H2O < 10 ppm, O2 < 10 ppm, and THC < 1 ppm. The management system of the supplier must be assessed and certified as meeting the requirements of ISO 9001:2015 for the production and distribution of nitrogen. Each delivery and/or lot of nitrogen will require a certificate of analysis which will be transmitted electronically to the lab at approximately the same time as deliver of the nitrogen.

D. Delivery of nitrogen must be made within 4 business days of receipt of BPA call.

E. Consumption of nitrogen gas is estimated at 600 ccf per month.

2.3.2 Argon

A. Installation and maintenance of 1000 L microbulk argon system to existing plumbing using high purity tubing and Swagelok fittings to provide a constant flow rate of at least 100 scf/h and maintain pressure adequate to supply one instrument, requiring an inlet pressure of 100 psi. The storage vessel must be a brand name Perma-Cyl 1000 HP or VHP (Chart Industries) or equivalent. The microbulk tanks are to be installed on an existing concrete pad on the east side of the building. The tanks must be situated on the pad so that both microbulk systems can be accommodated. Installation will be coordinated with the facility and a mutually agreeable schedule determined. A complete installation means that the gas will flow from the tank and be ready for use by the lab.

B. The argon tank levels must be monitored by telemetry and refilled in order to maintain operating conditions. Contractor will be responsible for identifying any maintenance needs and completing maintenance in coordination with the COR.

Contractor will service the microbulk tank as needed, including telemetry equipment and certifications. Argon levels must not fall below 10% of tank volume.

C. On-site delivery of high purity liquid argon into microbulk system. Consumption of argon gas is estimated at 150 ccf per month for the facility. The argon product from the vessel must be dry and oil-free with a purity of at least 99.99% purity, CO2 < 10 ppm, CO < 0.5 ppm, N2 < 10 ppm, H2O < 5 ppm, O2 < 2 ppm, and CH4 < 0.5 ppm.

The management system of the supplier must be assessed and certified as meeting the requirements of ISO 9001:2015 for the production and distribution of argon. Each delivery and/or lot of argon will require a certificate of analysis which will be transmitted electronically to the lab at approximately the same time as deliver of the argon.

D. Delivery of argon must be made within 4 business days of receipt of BPA call.

E. Consumption of argon gas is estimated at 150 ccf per month.

2.4 Period of Performance

The anticipated period of performance for this requirement is May 2024 through April 2029.
