PART 2.0 – STATEMENT OF WORK
2.0 Background
The USDA, AMS, Laboratory Approval & Testing Division (LATD), National Science Laboratories (NSL) in Gastonia, NC requires a contractor to provide the maintenance and service of three industrial dishwashers, two steam generators, and four steam sterilizers located at their facility at 801 Summit Crossing Place, Gastonia, NC 28054.
2.1 Scope of work
The laboratory performs testing in the fields of Microbiology, Molecular Biology, Residue Chemistry, Food Chemistry, and Food Adulteration. The Microbiology section performs testing on foodborne pathogens. The Microbiology laboratory must autoclave all prepared media prior to use as well as any waste generated that could contain hazardous bacteria. Microbiology must have operational steam sterilizers to perform daily testing. When applicable, NSL utilizes reusable items such as glassware, tools, spatulas, plasticware, etc. The laboratory utilizes two industrial grade dishwashers for cleaning these items.
The USDA, AMS, NSL intends to establish a service contract for the preventative maintenance and service of their autoclaves and dishwashers to carry out basic functions of daily testing.
2.2 Contract Type and Term
The government will award a firm fixed price commercial services and supply contract.
The period of performance for this contract includes a base period of twelve (12) months with four
(4) option periods with each option period being twelve (12) months in duration. See clause 52.217- 9, Option to Extend the Term of the Contract.
2.3 Contractor Requirements
2.3.1 Technical Requirements/Tasks
The NSL requires quarterly preventative maintenance (PM) and ad hoc service calls to maintain the washers, steam generators, and sterilizers. The contractor should maintain a schedule of preventative maintenance that keeps our equipment within required maintenance levels in accordance with ISO 17025 certification standards. This standard requires quarterly maintenance of autoclaves. We have also traditionally had quarterly PMs on all the dishwashers and steam generators as well.
All preventive maintenance and repairs shall be performed in accordance with the manufacturers’ recommended procedures. The Contractor shall have their own tools, service manuals, specifications, schematic diagrams, and parts lists to complete the preventative maintenance and repair of all equipment included in this contract.
The Vendor/manufacturer personnel shall be provided with free and safe access to equipment on each date that service calls are made and shall assist in any reasonable manner (including the provision of appropriate services such as electrical power, water, etc.) in the performance of services.
RFQ 12639523Q0063 Page 10 of 41 3/9/2023
All personnel permitted to operate the equipment will be adequately trained and supervised, on operation of equipment in compliance with the manufacturer's instructions and all applicable laws, rules, regulations and/or standards.
Prompt contractor response to service calls is imperative as the equipment can’t remain out of service for long for the lab to continue to perform daily testing.
All equipment currently resides in the National Science Laboratories in Gastonia in either the autoclave room, the dishwasher room, or in the warehouse.
The contractor personnel are required to travel at contractor expense to the USDA laboratory in Gastonia, NC and perform all the maintenance and repair services onsite.
