Solicitation Q&A’s

Q: In section 2.4.1 Types of Equipment, 9)Watercraft does not state what kind of watercraft you are expecting. Is this just to get to the trees or to work off the platform?

A: The use of watercraft is expected to be minimal. However, if watercraft is needed it will likely be to cross small bodies of water to get to trees on islands in freshwater wetlands, saltwater marshes, and tidal zones. Depending on how the contractor chooses to do the work, the watercraft may be needed to assist with all aspects of the removal including as a platform for cutting trees, debris management (affixing winch lines, picking up branches, etc.), and accessing trees to apply treatment. To-date, the current contractor has used a non-motorized Jon Boat about 5-8 times to access trees.

Q: On the price schedule, it shows the tree removal by acre and the highest DBH is 12" or larger. Is there a more specific list of DBH average?

A: Please refer to Appendix A. An additional breakdown of DBH ranges is below based on current survey data as of 1/6/2022. The majority of trees greater than 12” DBH are less than 20” DBH, with only a fraction of trees being larger than 40” DBH.

Q: Previous ALB removals have had a specified federally regulated deregulation site. Are there any preferred or federally mandated dump sites for this contract?

A: There is no federally mandated or operated dump site. As stated in the statement of work, the removal contractor is responsible for deregulating all material on-site or identifying a suitable location within the quarantine to perform deregulation of wood debris. A subcontractor could also be used to deregulate woody material resultant from tree removal operations. Potential bidders are required to submit a Deregulation Plan as stated in the Submission Requirements

Q: The contract it states that the contractor must have a valid South Carolina Pesticide Application Business License. Will a subcontractor with a business license suffice?

A: If a subcontractor is used for conducting treatments, the subcontractor must have a valid SC pesticide application license.
