Statement of Work/Performance Work Statement Development and Delivery of learning sessions for the APHIS International Training Program (AITP)
USDA – APHIS – International Services
Work Needed:
Design, develop, and deliver interactive training sessions on diplomatic communication and managing an overseas mission for the newly redesigned AITP. The target audience for this training is domestically based APHIS Civil Servants who regularly interact with foreign counterparts to support the Agency’s mission.
1.0 Introduction. The Animal and Plant Health Inspection Service (APHIS) is a regulatory agency playing a key role influencing safe two-way agricultural trade, developing and maintaining productive relationships with foreign trading partners, and providing innovation around the globe. To support this critical role, professional staffs across APHIS programs routinely interact with a wide variety of international counterparts from diverse backgrounds.
APHIS leadership is committed to developing employees in international sanitary (animal health) and phytosanitary (plant health)/(SPS) activities and interventions and engaging a vast array of stakeholders as representatives of United States agriculture. The redesigned APHIS International Training Program (AITP) focuses on providing advanced competencies and professional development for employees supporting APHIS’ global activities.
AITP will be open to a select group of 15 domestically based employees who interact with international counterparts and want to enhance their skills representing APHIS in various interagency fora. This virtual training is cohort-based and will follow the model of other Agency leadership programs like ALDP (APHIS Leadership Development Program).
2.0 Background. APHIS’ mission is to protect the health and value of American agriculture and natural resources. APHIS’ domestic and international programs support this mission through interactions with overseas counterparts to safeguard the health of the United States’ animals, plants, and ecosystems;
facilitate safe agricultural trade; ensure effective and efficient management of internationally based programs; and support international capacity-building by delivering technical training programs.
3.0 Scope. APHIS seeks an organization to design, develop, and deliver training supporting AITP’s ‘Pillars of International Excellence:’ understanding culture, working in complexity, diplomacy and protocol, oral and written communication, and negotiation. The Agency will use this training to improve critical soft skills of APHIS scientists, regulatory officials, and analysts in high-visibility positions representing the Agency internationally.
4.0 Contractor Deliverables:
1. Design training modules that support AITP objectives based on the ‘Pillars of International Excellence’
2. Work with the AITP planning team to tailor the training modules to APHIS’ needs
3. Deliver the training virtually to AITP participants
The contractor must be able to work virtually.
5.0 Inspection and Acceptance. The COR shall review all deliverables the contractor submits for completeness and adherence to the task order and will return non-compliant work to the contractor for correction. Unless otherwise specified, APHIS shall have five business days from the day the deliverable is received to review it, provide comments to the contractor, and notify them whether the COR will approve or disapprove the deliverable. The contractor shall have three business days from the day comments are received to incorporate all changes and submit the updated deliverable to the government, unless otherwise specified and agreed to.
Absence of comments by the COR does not relieve the contractor of the responsibility for complying with the requirements of the Statement of Work. Final approval and acceptance of deliverables required shall be by letter of approval and acceptance via email by the COR. The contractor shall not construe any letter of acknowledgement of receipt of material as a waiver of review, or as an acknowledgement that the material conforms with the SOW or is otherwise acceptable. Affirmative comments made during preparation of the deliverable shall not guarantee the final acceptance of the completed deliverable.
6.0 Place of Performance. The contractor will perform most of its work at its location but may need to perform some work in APHIS’ offices in Riverdale, MD or in Washington, DC.
7.0 Hours of Operation. The contractor shall be available for conference calls and meetings with APHIS staff between 9:00 am and 5:00 pm Monday through Friday, Eastern Standard/Daylight Time, excluding Federal holidays. Each year’s Federal holidays are found at http://www.opm.gov/policy-data-oversight/snow-dismissal-procedures/federal-holidays/.
8.0 Period of Performance. The period of performance is July 2022 – December 2022.
9.0 Privacy Act. Work on this contract may require contractor personnel to have access to personally identifiable information (PII). Contractor personnel shall adhere to the Privacy Act, Title 5 of the U.S.
Code, Section 552a and applicable Agency rules and regulations. Signature on applicable non-disclosure agreements may be required.
10.0 Security. Work completed in support of this procurement will be unclassified, but the COR shall identify any contract deliverables the contractor shall not discuss outside of APHIS. Contractors who are onsite for meetings, interviews, and research must be escorted by government staff.
11.0 Travel: No international travel is required to complete this project. Local travel within a 50-mile radius from the Contractor’s facility is considered a cost of doing business and will not be reimbursed.
Travel performed for personal convenience and daily travel to and from work at the Contractor’s facility will not be reimbursed. Local travel to meetings, conferences or other official business covered under this task order is not reimbursable.
12.0 Key Personnel: The key personnel to perform this requirement are training specialists, scholars, practitioners, and instructors of intercultural communications, leadership, public policy, diplomacy, and negotiation. They shall provide expert research, analysis, and advice in international training and will work closely with APHIS staff, shall be able to clearly articulate and support technical advice and recommendations in writing, and shall be experienced in designing and delivering training to multi-level http://www.opm.gov/policy-data-oversight/snow-dismissal-procedures/federal-holidays/ http://www.opm.gov/policy-data-oversight/snow-dismissal-procedures/federal-holidays/ groups. Such expertise may fall within functional areas like designing and delivering training, leading seminar group discussions and focus groups, and performing scholarly research and analysis. Key personnel shall possess specialized authoritative experience in a specific area of relevant training expertise.
13.0 Government Furnished Information (GFI). The government will provide copies of project-related information created by APHIS which provides background or content related to this task order. The government will also provide limited access to government information systems as needed.
14.0 Government Furnished Equipment (GFE). The government will provide access to office space and equipment at its facilities as needed.
15.0 Estimated Costs. Based on our market research, we estimate 12 total hours of training delivered in four 3-hour virtual sessions.
16.0 Delivery Date. We are planning this program to begin in early October and go through the second week of December 2022. We expect contractors would present their final curriculum plans to us by August 2022.
