Questions and Answers, solicitation 12639521R0013, Game fence installation, Zapata County, Texas
1) Do we quote bulldozer price to clear right of way next to existing fence? We need at least 15’ of working space along fence, to lay out material etc. We also need pretty flat ground to prevent deer from going under.
Any equipment costs should be included in your proposal. Award will be made on a lump-sum basis.
2) Old existing fences usually are not straight. Does distance between existing fence and new fence have to be exactly 1’? Some old fences also lean.
The SOW doesn’t say 1’. From the SOW, Tasks or Requirements: “Any existing fence will be left in place and new fencing will be added adjacent to it (Exhibit E)." Install new as close as possible to existing.
3) Specs. call for 15’ spacing on pipe with 4-Tpost in between. That would put 3’ spacing in between T-post. Standard spacing on line post is 15’ to 20’. Pipe centers would be every 75’ on 15’ spacing or 100’ on 20’ spacing. Your bracing shows 15’ spacing, but if you look closely it is more like 9’-10’ which is about right for high fence. Which one is correct?
15’ spacing between tpost and pipe, so it will be one pipe and 4 tpost, then another pipe and 4 tpost and so on. From pipe to pipe which has 4 tpost in between would be 75’.
4) A predator barb wire is usually placed on bottom of fence to deter animals from digging. Once a hole is dug, animals tend to cross fence back and forth. Especially deer. Is this something the Government wants?
For this project, barbed wire shall be placed as a top strand for stability and prevent climbing. Placement of the new game fence shall be on a dozed area, flat to the ground, with no bottom strand of barbed wire on the bottom. These are cattle and horse pastures and it’s unsafe to add a bottom barbed wire strand where cattle and horses can get a foot entangled.
