STATEMENT OF WORK

Yellow Sticky Traps, baited and un-baited

A. Scope:

Delivery of Baited and Un-Baited, Sticky Traps

The bait will specifically target Rhagoletis species.

B. Background:

Certain insect traps have been shown to be an effective monitoring tool for non-indigenous insects. Various trap combinations have enabled the USDA to better contain and monitor potential infestations of these insects. Tephritid fruit flies, white flies, psyllids and other flying insects are some of the most serious exotic plant pests threatening agriculture and environmental resources. Congress has tasked the USDA APHIS PPQ with detecting, monitoring and managing these insects. Should they become established, these insects would have irreversible impacts on natural resources, hinder trade, and increase the costs of agricultural production. Ultimately, the cost of an eradication and / or control program would likely be in the millions of dollars if these insects were to go undetected in our environment.

C. Objective

Program personnel need the requested traps to detect and monitor many existing and potential exotic pest infestations. Without these traps, it might not be possible to define infestations and the ultimate cost to the USDA and cooperators of an eradication program would be in the millions of dollars.

D. Delivery of product (s)

FOB destination to:

USDA APHIS PPQ

22675 N. Moorefield Rd Bldg 6420 Edinburg, TX 78541

Or

As agreed to on each delivery order

Traps shall be delivered within 60-90 days after the receipt of the delivery order.

E. Package Marking/Labeling:

The following conditions must be met for the requested products:

The over pack packaging must be labeled with the following on at least one side:

1) Name of trap – Baited, Yellow Sticky Trap or Un-Baited, Yellow Sticky Trap, as appropriate.

2) Total sum of traps in the box; For example, 10 bundles of 50 would be 500 total traps

3) Lot and batch number of the products

4) Date of Manufacturing

5) Storage conditions required

F. Packaging:

Packaging is an important part of the delivery of these fragile products. The following must be adhered to:

1) The individual traps should be uniformly bundled in units of up to 50 traps per bundle.

a) Bundling shall be different between the baited and unbaited. For example unbaited traps can come in clear bags while baited come in colored.

b) All bags should be covered with >4 mm clear plastic bag for unbaited and a colored bag for baited.

2) The shipping containers must be sturdy enough to ensure safe delivery.

3) Each shipment will contain a valid Material Safety Data Sheet (MSDS).

4) Each shipment will include a packing slip identifying the following:

1. Manufacturer

2. Batch/Lot Number

3. Date of Manufacture

4. Government Procurement Number

5. Quantity Shipped

G. Shipping

Material shall be packed for shipment in such a manner that shall insure acceptance by common carriers and safe delivery at destination. Containers and closures shall comply with the Interstate Commerce Commission regulations, Uniform Freight Classification rules, or regulations of other carriers as applicable to the mode of transportation.

H. Specifications

APHIS, requires the following specification for the Baited, Yellow Sticky Trap:

· The trap will be made from twenty-four (24) point paper stock with polyethylene coating on both sides to afford water-resistance. This type of paper must be used because it can better withstand the climatic elements than other grades.

· The traps will have a sticky surface area with-in a range of 90-108 inches square.

· The trap will have at least 4 pre punched holes that are approximately ¼” in diameter and are approximately 3/8” away from the edge of the trap.

· The holes must be arranged in such a way that when the trap is folded along the midline crease at least two holes are aligned, forming a single hole, allowing the trap to be fastened in half.

· The trap is creased and perforated along the midline.

Side A

· The color of this side should be white.

· The printing “Trap No. _________________” is in 26 point Courier New typeface with an adjoining two and one-half inch contiguous line.

· The printing “Date___________________” one inch below “Trap No.” to be in 26 point, Courier New typeface with an adjoining two and one-half inch contiguous line.

· No Adhesive is applied to Side A

Side B

· The color of side B must be Pantone Matching System (PMS) #102 Yellow. No other color will be considered for this solicitation.

· The surface is to have grid marks printed on the trap so that the sticky area of the trap is divided evenly in approximately 1 square inch segments.

· Manufacturing date (minimum of month and year) should be printed on side B in a clear 8 point type face, and positioned so that it doesn’t obstruct any other printing.

· Stickem Special™ or equivalent is the only approved adhesive for these traps.

· Baited traps will contain a solution of Stickem Special™ or equivalent and protein hydrolysate food attractants. This combination will be referred to as “Adhesive Solution” throughout the rest of this document.

· This side of the trap is coated with the Adhesive Solution applied evenly to the entire yellow surface. The trap will have approximately a 1” border free of adhesive to allow for the trap’s handling. Total Adhesive Solution will be 7-8 grams per trap. Note: the proper amount of Adhesive Solution used is a critical element of this specification.

· The total surface area with Adhesive Solution applied must be between 90 and 108 square inches.

· Printing, “GOVERNMENT INSECT TRAP – DO NOT DISTURB” in 26 point, Courier New typeface.

APHIS, requires the following specification for the Unbaited, Yellow Sticky Trap:

· Un-Baited traps will only include Stickem Special™ or equivalent. Protein hydrolysate food attractants will NOT be added to the adhesive to form a solution.

· All other requirements for the Baited, Yellow Sticky Trap (above), all other requirements shall be met.

I. Pre-Award Sampling Testing of Traps

Effectiveness It is important that USDA APHIS receives a quality product. Prior to award APHIS will evaluate non-price criteria that will focus on overall effectiveness of the Yellow Sticky Card trap. APHIS will select evaluators, familiar with APHIS Yellow Sticky Card trap protocols and ask them to evaluate the following questions:

1) Do the samples meet the physical specifications?

2) Does the trap perform as expected?

3) Does the glue stay on the trap?

A sample of 50 baited traps will be sent to the FOB destination (USDA APHIS PPQ, 22675 N. Moorefield Rd, Bldg 6420, Edinburg, TX 78541), from that location various field locations will design testing to answer the questions outlined above. This will require sample baited traps to be compared side by side with the baited existing programs standard traps (Scentry yellow sticky traps). All tested traps will be baited with an Ammonium Acetate lure or other determined lure along with the required protein baits. Traps must perform at least as well as traps in current use by the program.

Evaluations will be subjective to the evaluator’s opinions regarding the products.

J. Quality Assurance and Quality Assurance Surveillance

It is important that USDA APHIS maintain a quality assurance surveillance program (QASP). To that end, USDA APHIS reserves the right to conduct QASP testing. The USDA APHIS may perform QASP testing addressing the following areas:

· The paper shall be resistant to damage and moisture when handled during normal field trapping operations.

· The glue is resistant to melting off the card.

· The traps are designed to be utilized with a variety of lures; the traps should be designed in such a way that does not impede the installation or replacement of a new dispenser.

· Traps to have clear printing, proper amount of glue and correct color of side B is obtained.

If a company is found to have provided products that fall outside the prescribed specifications, the company will provide working replacements for these products at no cost to the government.

At the request of the company, APHIS may provide representative samples of the failed products. The company will be required to arrange for shipping costs and logistics for the transportation of failed products and replacement traps. Understanding, the USDA field personnel do not have the required training to ship this material.

K. Acceptance Criteria

The order will be accepted at:

USDA APHIS PPQ

22675 N. Moorefield Rd Bldg 6420 Edinburg, TX 78541

Or

As stated in each delivery order

The acceptance will focus on the following factors:

· Condition of shipping containers upon arrival – those with obvious defects from the shipping process will be rejected. Additional, products must be sent to offset this loss at no expense to the government.

· Sample testing will occur at various field locations.

· Latent defects may not be detected until trap deployment.

· APHIS will receive a functional baited and un-baited yellow sticky trap.

L. Price Schedule

Pricing shall include shipping costs of the traps FOB Destination to the Edinburg, TX, delivery location or other locations within the U.S. upon request.

The quantities listed below are estimates only. The government may order more or less annually. The guaranteed minimum and contract maximum can be found in clause 452.216-73 Minimum and Maximum Contract Amounts.
