i. If applicable, Offerors shall provide the names of major subcontractors that will perform a significant portion of the work. Major subcontractors are defined as members of an offeror’s overall team who are expected to perform ten (10) percent or more of the proposed effort.

Detailed plan explaining how the contractor will conduct quality control to ensure the quality of the tasks performed is of the highest quality.

3) Past Performance The references provided under Technical Capability above may be used to evaluate successful past performance. The Government may also use Past Performance Information Retrieval System (PPIRS), along with prior knowledge of the vendor and any other credible resource the Government deems appropriate.

4.3 Submission Requirements

4.3.1 Format

We request that quotes not exceed 30 pages in length. This does not include personnel resumes or responses to the sample task ordersTask Order #1. We reserve the right to consider quotes that exceed that length but are not required to evaluate items that exceed page limitations.

Quotes shall include a cover page with company name, DUNS number, CAGE code, and Tax ID number. Also, please include a completed and signed SF 1449. Consider the evaluation factors listed in Section 4.1 above when submitting your quote to receive the highest possible rating.

Q1. Section 4.3.1 states “quotes not exceed 30 pages in length. This does not include personnel resumes or responses to the sample task orders.” Section 4.1 states “Higher ratings will be given to contractors with a detailed projection [sic.] management plan that clearly outlines the methodology for successfully completing Task Order #1 and tasks within the scope as outlined in Section 1.3.”

Based on this, would the government please confirm that the response to Task Order #1 should be incorporated into the IDIQ SOW response as part of the 30 pages and that there are no sample task orders associated with this solicitation?

A1. This is an error. It should read “This does not include personnel resumes or responses to Task

Order #1.” The solicitation will be amended to reflect this.

Q2. Would the Government please confirm that pricing should be incorporated into the 30 pages of the proposal or if it should be submitted as a separate volume?

A2. The pricing should be included as part of the 30 pages of quote.

Q3. The solicitation does not indicate where the work will be performed, e.g., city, address, etc.? Will it be at one location, several different locations, or will it be all done virtually?

A3. All of the above – it is all TBD as of now. It will begin virtually but some of the items will be done in person. As a result, travel is priced out separately and task orders will be issued when travel details can be specified.

Q4. In Section 3. i., the government states, “Work with APHIS leadership to help validate the new

Foreign Service testing environment by supporting APHIS personnel to facilitate Assessment Centers that are wholly focused on the needs of APHIS as a regulatory agency and streamline this process for applicants.” Please elaborate on the intent of “validating testing environments”. Is the government seeking assistance in identifying venues/facilities to host assessment processes? Is it something else?

A4. Yes, we prefer the Board of Examiners of the Foreign Service (BEX) but will also consider other facilities if the BEX is not available. However, we will need some assistance with the process of choosing an appropriate testing facility.

Q5. We acknowledge the request for written weekly status reports via email, as well as oral weekly status meetings, which are followed by written reports of the “meeting minutes”. Does the government anticipate that the weekly written meeting minutes and the weekly written status report will be materially different documents? Are both intended to be weekly?

A5. The government prefers weekly meetings to gauge process, but a monthly overall report to the

COR will be required.

Q6. What is the government’s preferred frequency for submitting invoices?

A6. Monthly

Q7. Is there an anticipated date for executing the recruitment assessment center? It would be helpful information to be able to more adequately address the performance of planning activities.
