SCHEDULE NOTES
1) The quantities as listed in the “Schedule of Items” are estimated requirements for this contract period. The Government estimates, but does not guarantee, the volume of purchases under this contract. The USDA, APHIS attempts to be as accurate as possible when providing estimated quantities, however, actual quantities required may vary from the quantities listed. Other than the minimum contract amount stated in AGAR clause 452.216-73 below, no guarantee is given as to the actual number of testing samples required during the term of this contract.
2) This Request for Quote for commercial items is being conducted in accordance with FAR Subpart
13.5 test program procedures for commercial items. Simplified acquisition procedures will be followed.
3) The government anticipates making a single award for this contract but reserves the right to make a single award or multiple awards, whatever is determined to be most advantageous to the government. If multiple awards are established the task orders will be competed amongst the multiple awardees in accordance with FAR 16.505 and the award decision for the orders will based on price, availability to provide the services to meet the government’s timeline and the Contractor’s past performance.
4) The contractor shall be responsible for determining the labor category of the work to be performed to determine if the Department of Labor Service Contract Act wage determination applies to this contract. The contractor shall review the following website and decide if one of the occupation codes apply. The FAR clause 52.212-5 has been completed based on the occupation code 30210 of

In order to be considered for this contract the Contractor must submit the following:
• A completed 1449 (page 1)
• Completed Schedule of items (See Part 1.0 Schedule of Items, page 2). Contractor must provide a firm fixed price quote as outlined above.
• Technical capability and past performance information as requested in the section below entitled “EVALUATION OF QUOTES”. It is the contractor’s responsibility to submit detailed and sufficient information in order for the government to conduct an evaluation of their quote.
• Completed provisions 52.204-20 Predecessor of Offeror and 52.209-7 Information Regarding Responsibility Matters if not completed in the SAM registration.
• Paragraph (b) of the provision 52.212-3, Offeror Representations and Certifications- Commercial Items if you have completed the annual representations and certification electronically via the System for Award Management (SAM) Website located at https://www.sam.gov/portal. NOTE the provision 52.204-7 System for Award Management requiring vendors to be registered in SAM prior to submission of a quote.
Do NOT include a copy of the entire solicitation with your quote response.
It is the contractor’s responsibility to provide thorough and complete information in accordance with what is requested above. If the Contractor’s quote does not contain all of the items listed above, the quote may be considered incomplete for evaluation purposes and no further consideration will be given to the Contractor’s quote, thereby making the quote ineligible for award.
The quote shall be submitted electronically via email to Corinne Nygren at Corinne.m.nygren@usda.gov by 1300 hours (1:00 p.m. CT) on Tuesday, February 25, 2020. Please reference the solicitation number on your documents. Ms. Nygren can be reached by phone at (612) 336-3235.
Questions shall be submitted in writing to the Contracting Officer at the below email address.
All questions must be received by 10:00 a.m. CT on Wednesday, February 19, 2020 to allow sufficient time for a response. Although the government will make every attempt possible to answer all questions received, there’s no guarantee questions received after the cutoff date will be answered.
EVALUATION OF QUOTES
The Government will award a contract in accordance with FAR part 13.106 resulting from this solicitation to the responsible contractor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made to the quote determined to be the best value. The USDA will also consider relevant past performance and prior experience which includes the contractor's experience of similar scope, magnitude, and complexity to the requirements described in the statement of work. This includes providing comparable services as requested for this contract.
Past performance will also measure the degree to which a contractor has satisfied customers in the past and complied with federal, state, and local laws and regulations.
In accordance with FAR 52.212-1 (b) (10) – regarding past performance, references are requested.
Since past performance will be considered the contractor shall submit references which includes a contract number, description/nature of the contract, name, telephone number and email address.
The Contractor shall list within the past 3 years current or prior federal contracts, total dollar amounts, contract name, agency, address, telephone number, email and a brief description of the services performed. If the contractor has no federal contracting experience, then he/shall send aforementioned references of contracts held in the following order: state, local, and private.
The Government does not assume the duty to search for information to cure the problems it finds in the information provided by the Contractor. The burden of providing thorough and complete technical capability and past performance information remains with the Contractor.

PART 2.0 – STATEMENT OF WORK
2.1 Background
The United States Department of Agriculture (USDA) Animal Plant Health Inspection Service (APHIS) Wildlife Services (WS) Pocatello Supply Depot (PSD) has a requirement to establish a contract for the enumeration of recombinant raccoon poxvirus in viral serials and sylvatic plague vaccine baits (SPVB) using Vero cell-based bioassay.
2.2 Contract Type and Term
The government will award a firm fixed price indefinite delivery indefinite quantity commercial supply contract for laboratory testing services for the enumeration recombinant raccoon poxvirus in viral serials and sylvatic plague vaccine baits (SPVB) using Vero cell-based bioassay.
The anticipated period of performance for this contract is from March 15, 2020 – March 14, 2023, for a total of three ordering periods, with each ordering period lasting one year.
2.3 Scope of Work
RCN virus-vectored vaccine (RCN-F1-V307) is the active ingredient in an experimental veterinary biological animal vaccine bait manufactured by the Pocatello Supply Depot. The vaccine used in this bait is an oral sylvatic plague vaccine used to mitigate the occurrence of sylvatic plague outbreaks in prairie dog colonies. This experimental use has been developed through cooperative research conducted by the Colorado Parks and Wildlife, USDA, APHIS, WS, U.S. Fish and Wildlife Service, and the World Wildlife Fund and is overseen by the USDA/APHIS Center for Veterinary Biologics (CVB). Based on several years of previous research, the RCN vaccine produced by Colorado Serum is the approved and proven vaccine for this vaccine bait.
The Pocatello Supply Depot has been asked to manufacture this plague vaccine bait for the first time on a large scale. The depot needs an independent laboratory to test the titer levels of RCN vaccine serials received from Colorado Serum and SPVB lots produced by the Pocatello Supply Depot
The contractor shall conduct laboratory testing data analysis, final report writing, and quality assurance reviews for all the bait matrix and baits and RCN serial samples provided to the contractor.
Enumeration of recombinant raccoon poxvirus in viral serials and sylvatic plague vaccine baits (SPVB) using Vero cell-based bioassay must be conducted according to a Standard Operating Procedure established by the USDA, Wildlife Services, National Wildlife Research Center (See attached SOP). The USDA, Pocatello Supply Depot will send samples of RCN serials and bait matrix and baits on an as-needed basis as baits are manufactured at the PSD. The United States Geological Survey will provide Vero Cell Lines for propagation. The scope of this contract will include laboratory testing of the test substances, data analysis, final report writing, and quality assurance reviews for the analysis. Testing will be conducted within the contractor’s laboratory facility on an as needed bases, as requested by PSD. Test substances and samples will be disposed of by the contracted lab. Test results will indicate sample lot number, sample weight, date received and date assayed. Test results will be reported in plaque forming units per milliliter (pfu/ml) and tissue culture infective dose 50 per millileter (TCID50/ml). A draft test result will be provided for the first sample of vaccine, bait and bait matrix for review and comments by the USDA Pocatello Supply Depot. The contract laboratory will work with the Pocatello Supply Depot’s representative to finalize all test results.
Subsequent test results can be submitted in final report format. Test results will be provided to the

Pocatello Supply Depot electronically in a PDF format to the ws.psd@usda.gov email address within 2 weeks from the receipt of the samples.
2.4 Government Furnished Equipment
There is no government furnished equipment for this contract.
2.5 Government Roles and Responsibility
The USDA, APHIS, WS may designate a Contracting Officer Representative (COR) to work with the Contractor(s) to assist with contract administration and coordinate various aspects of this contract.
The name of the COR for this contract will be provided at contract award.
USDA, APHIS, WS may also designate a technical representative from the PSD to coordinate deliveries under this contract. The technical point of contact is:

Only the Contracting Officer has the authority to modify the contract specifications, terms and conditions.
2.6 Ordering and Delivery Orders
Funding for the services under this contract will be obligated via task orders and sent via email to the Contractor. Funding will be provided as a fixed price for the services identified in the Schedule of Items.
Services can also be ordered via a purchase card by any USDA, APHIS warranted card holder.
The contractor must contact the contracting officer for approval before they allow a USDA warranted card holder to purchase services under this contract and the contracting officer must be provided with information on the purchase card order.
2.7 Invoices and Payment Information
The USDA, APHIS uses the Invoice Processing Platform (IPP) for electronic submission and tracking of invoices and payment information to its suppliers of goods and services. Invoices shall be submitted electronically to the IPP invoicing system. The contractor must enroll at https://ipp.gov
Invoices must be prepared in accordance with the clause at FAR 52.212-4 (g). Invoices must be supported with the proper documentation which includes the contractor name and contact information, contract number, delivery order number, delivery dates, quantities, and pricing in accordance with the contract schedule of items and delivery order.

Contractors must submit invoices and attach, as applicable, all supporting documentation as required.
Contractors can only invoice after all the required supporting documentation for the testing is provided.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-
