QUESTIONS AND ANSWERS

Solicitation 12639520Q0043 Beagles

Question 1. Does the contractor have to be a breeder to provide these beagles?

Answer: The Contractor should note the clauses in section 3.0 Contract clauses as well as the note in the Schedule Notes 4) which explains the Limitations on Subcontracting clause 52.219-14 applies to this contract. If a Contractor proposing is merely going to act as a distributor of the beagles that likely does not meet the requirements of the clause. The Contractor should also note the nature of this requirement and the type of beagles being requested as well as the large quantity being requested.

Question 2: Is there an approximate amount of canines the inspection team plans to screen per visit?

Answer: The vendor would need to provide at least the number of Beagles for screening that was requested on the call order. In other words, the full amount of beagles requested in the order will be screened at all the same time. Each BPA order may request anywhere between 15-25 beagles. So for example if the order is for 25 Beagles, then vendor needs to have 25 Beagles that meet the requirements of the specifications and they will all be screened at the same time at the contractors facility to avoid additional expenses on the part of the government.

Question 3: Will vendors have a schedule of tentative visits from NDDTC personnel?

Answer: The government will not provide a hard schedule of tentative visits because their needs are always in flux due to our staff constantly procuring. The procurement success of our staff really drives what are needs are from the contract. Several large orders will be placed each year, and each order once issued, will have a delivery date so the vendor will have an idea of the tentative screening dates.
