a) Identification

(a) The main organization that will be managing this contract is the United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS), National Veterinary Services Laboratories

(NVSL).

b) Location(s)

Work on this contract can be done at the both the vendor’s facility using data provided from USDA and on-site at:

National Centers for Animal Health 1920 Dayton Avenue Ames, Iowa 50010

c) United States Department of Agriculture (USDA)

The USDA provides leadership on food, agriculture, natural resources, and related issues based on sound public policy, the best available science, and efficient management.

d) Animal and Plant Health Inspection Service (APHIS)

The APHIS is a multi-faceted Agency with a broad mission area that includes protecting and promoting U.S. agricultural health, regulating genetically engineered organisms, administering the Animal Welfare Act, and carrying out wildlife damage management activities. These efforts support the overall mission of APHIS, which is to protect and promote food, agriculture, natural resources, and related issues

e) National Veterinary Services Laboratories (NVSL)

APHIS’ NVSL safeguard U.S. animal health and contribute to public health by ensuring that timely and accurate laboratory support is provided by their nationwide animal-health diagnostic system. NVSL staff accomplishes this through:

• Providing diagnostic services, reagents, and training in world-class facilities

• Responding to animal health emergencies

• Taking an active role in managing the National Animal Health Laboratory

Network (NAHLN)

• Serving as an international reference laboratory

• Maintaining a well-trained and responsive staff

II. BACKGROUND

APHIS’ veterinarian laboratory services are provided by the NVSL in Ames, Iowa and Orient Point (Plum Island), New York. The NVSL provides a wide variety of information and services, centered on diagnosis of domestic and foreign animal diseases, support of disease control and eradication programs, reagents for diagnostic testing, training, and laboratory certification. To remain a scientific leader in diagnostic technology, NVSL must maintain a high operating expertise to keep up with the fast-changing environment of animal health. NVSL uses a customized commercial-off-the-shelf (COTS) software provided by Labware, Inc. Laboratory Information Management System, referred from here on out as VS LIMS, to manage all of the data, workflows and other information needed to complete their mission

NVSL provides diagnostic services ranging from a single laboratory test to comprehensive laboratory services covering over 136 pathogens (and several hundred subtests) for a suspected disease outbreak. NVSL also provides reagents and training to a worldwide customer base.

NVSL includes four distinct laboratory units:

• Diagnostic Bacteriology and Pathology Laboratory (DBPL) Ames, Iowa

• Diagnostic Virology Laboratory (DVL) Ames, Iowa

• Foreign Animal Disease Diagnostic Laboratory (FADDL) Plum Island, New York

• Diagnostic, Bioanalytical, and Reagent Laboratory (DBRL) Ames, Iowa

III. SCOPE

The NVSL is looking to acquiring a solution analysis from an independent vendor neutral firm to evaluate the current NVSL laboratories process and workflow used by the four NVSL Laboratories.

The vendor shall review the current NVSL LIMS (using Labware LIME) to help NVSL determine the best solution for maintaining Laboratory Information for its laboratories.

Recommend changes to current NVSL laboratories processes to meet better business standards in the Diagnostic Laboratories Industry.

The vendor will review multiple Commercial off the shelf Information technology solutions available on the open market to recommend the best solution available to

NVSL.

Our focus for this project is on ensuring that LabWare LIMS is still a good fit for NVSL needs

IV. OBJECTIVES

1. The vendor will review multiple Commercial off the shelf Information https://www.aphis.usda.gov/aphis/ourfocus/animalhealth/lab-info-services/sa_about_nvsl/ct_about_dbpl https://www.aphis.usda.gov/aphis/ourfocus/animalhealth/lab-info-services/sa_about_nvsl/ct_about_dvl https://www.aphis.usda.gov/aphis/ourfocus/animalhealth/lab-info-services/sa_about_nvsl/ct_about_faddl https://www.aphis.usda.gov/aphis/ourfocus/animalhealth/lab-info-services/sa_about_nvsl/ct_about_dbrl technology solutions available on the open market and make a recommendation the best solution available to NVSL for Laboratory Information Management.

2. NVSL has already put significant design efforts into the LIMS modernization project. The first objective is to evaluate that effort, identify gaps in the planning process and make suggestions for process improvement.

3. Evaluate the overall fitness of the LabWare software to our new modernization effort. Evaluate the usefulness of the Clinical Health Solution Template to reduce the amount of customization and allow for table driven changes. Evaluate the need and usefulness of the LabWare electronic notebook to our common workflows.

4. Evaluate the table structure within the current version of LabWare. Ensure current structures conform to best practices and identify areas that should be improved or need additional focus.

5. Evaluate data integration efforts:

a. Electronic messaging structure currently in place and make any suggestions for changing nomenclature and methods to ensure NVSL’s unique messaging needs are met.

b. Other data inputs, SOP’s, media, warehouse, user authorizations.

6. Evaluate and document plans to ensure LIMS functionality to our remote laboratory.

7. Evaluate common workflows. NVSL has identified several test methods performed across sections that can be harmonized. Workgroups have been formed around each to document current processes and identify a harmonized future LIMS workflow.
