Part I – Statement of Work
A. Background
The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS) Wildlife Service (WS) National Feral Swine Damage Management Program’s overarching goal is to protect agricultural and natural resources, property, animal health, and human health and safety by managing damage caused by feral swine in the United States and its territories. To accomplish this goal, APHIS employs a variety of techniques used to manage the damage caused by feral swine.
Aerial Gunning is used in open landscape such as grasslands and can be an effective means of quickly and efficiently reducing feral swine numbers. Aerial gunning involves a WS employee utilizing a 12ga shot gun with non-toxic shot while a passenger in a small aircraft.
B. Scope of work http://www.sam.gov/ mailto:Jeremy.pouliot@aphis.usda.gov

D. Minimum Specifications and Performance Requirements
CLIN001: CCI 22LR – 3,000rds
• 40 Grain Round Nose Lead
• Muzzle Velocity 1070 feet per second (+/- 5%)
• Muzzle Energy 102 foot pounds
• Subsonic
CLIN002: CCI 22LR – 2,000rds
• 21 Grain solid hollow point
• Copper projectile (lead free)
• Muzzle Velocity 1850 feet per second (+/- 5%)
• Muzzle Energy 160 foot pounds
• Supersonic
CLIN003: 5.56x45mm NATO – 5,000rds
• 62 Grain Solid Hollow Point
• Barnes Triple-Shock X projectile
12639519Q0228 Misc Ammo 6 of 32
• Must be Lead Free
• Muzzle Velocity 3,000 feet per second (+/- 10%)
• Velocity retained at 200 Yards 2,300 FPS (+/- 10%)
• Energy at 200yds 750 ft-lb (+/-10%)
• Trajectory (inches) when zero at 200yds o -1.5 at 0 o 1.7 at 100
CLIN004: 308 Win – 5,000rds
• 168 Grain Polymer Tip
• Barnes Triple-Shock X Projectile
• Must be Lead Free
• Muzzle Velocity 2,700 FPS (+/- 10%)
• Velocity retained at 200 Yards 2,300 FPS (+/- 10%)
• Energy at 200yds 2,000 ft-lb (+/- 10%)
• Trajectory (inches) when zero at 200yds o -1.5 at 0 o 2 at 100
CLIN005: 2 3/4’’ 12ga #4 Buck – 5,000rds
Ideal load will be used for killing Feral Swine out to 70 yards while in flight
• 30 pellets (+/- 10%) per round
• Controlled release Wad (for tighter pattern down range)
• Buffered shot
• Shot Composition: Lead Free Tungsten/Iron
• Pattern: 5 Round maximum average extreme spread of 30” at 40 yards 100% of the pellets on target (for a more humane way of shooting target)
• Muzzle Velocity: varies based on weight/density of shot. We have found that higher muzzle velocities are required with less dense/weight projectiles to achieve optimal kinetic energy at the point of impact and ensure a humane kill.
• Pellets need to retain higher velocity down range for excellent penetration with minimal or no pass through of target.
• For safety concerns – the shot must be made such that the projectiles do not ricochet off the ground.
The Wildlife Service members fire the rounds from either a fixed wing aircraft or a helicopter. In both
12639519Q0228 Misc Ammo 7 of 32 cases, the aircraft often flies through the area in which ricochets would be. In the past, aircraft have been riddled with ricochets of steel shot. Frangible shot is one way for minimal ricochets, others may be accepted including but not limited to the material that the shot is made up of.
• Shot shells need to provide superior performance and accuracy as well as field tested on feral hogs to ensure the effectiveness of round.
Vendor is also responsible for providing compression load testing results from Southwest research Institute or similar testing facility prior to field testing (if frangible projectile).
CLIN006: 2 3/4’’ 00 Buckshot – 15,000rds
Ideal load will be used for killing smaller Feral Swine around 40 – 50 yards while in flight
• Controlled release Wad (for tighter pattern down range)
• Buffered shot
• Shot Composition: Lead Free Tungsten/Iron (10g/cc Density)
• 9 Pellets/round (+/- 10%)
• Pattern: 5 Round maximum average extreme spread of 30” at 40 yards 100% of the pellets on target (for a more humane way of shooting target)
• Muzzle Velocity: varies based on weight/density of shot. We have found that higher muzzle velocities are required with less dense/weight projectiles to achieve optimal kinetic energy at the point of impact and ensure a humane kill. Example approved ammo with velocity versus weight of projectile.
o 1600 +/- 50 FPS Per SAAMI with 32 grains (Federal High Density) projectiles o 1300 +/-50 FPS Per SAAMI with 52 grains (Hevi Shot) projectiles o 1,550 +/-50FPS Per SAAMI with 40grains (ICC 10g/cc Density) projectiles
• Pellets need to retain higher velocity down range for excellent penetration with minimal or no pass through of target.
• For safety concerns – the shot must be made such that the projectiles do not ricochet off the ground.
