4.0 EVALUATION FACTORS AND SUBMISSION REQUIREMENTS
4.1 Evaluation Factors
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate offers: Technical capability, past performance, and price. The following factors will be evaluated to determine the technical capabilities and past performance:
Submittal evaluation will occur in accordance with FAR 13.106-2. See Provision 52.212-2 Evaluation— Commercial Items (Oct 2014)
FACTOR 1: Technical Capability
The offeror’s technical capability will be evaluated by how well the proposed products meet the Government’s requirements, as well as their quality control plan and ability to ship and process orders through AIMS. The following technical criteria will be evaluated:
1. Composition and material makeup of the tags in regards to toxic or irritating substances, and meeting the specifications as outlined in 1.3.2 Tag Requirements
2. Plastic tags are tamper evident tags
The above criteria are rated on a pass/fail basis. If the offeror’s product fails any of the above criteria their offer will be considered ineligible for award purposes and no further testing or evaluation will be conducted. The offeror’s product must receive a passing score in each of the pass/fail technical criteria in order to be considered for award.
3. Tags will be evaluated for correct printing/marks, durability, retention, tag closure, legibility, injury to the ear, and utility in the field. Offerors may be given the opportunity to correct printing/stamping deficiencies if the eartag is otherwise acceptable and the offer is in the competitive range.
4. The applicator will be evaluated for performance to determine if it performs adequately; ease of use, proper release, durability, efficiently applies tags.
5. Quality Control Plan. Contractors shall include a quality control plan with their offer. The plan shall explain the Contractor’s quality control system and clearly demonstrate the manufacturer’s ability to consistently adhere to contract specifications and contract delivery requirements.
6. The offers’ ability to produce, ship orders and process orders in AIMS.
Preference may be given to offerors with tags for which successful long term use in sheep and goats can be demonstrated or for which long term retention, durability and legibility data demonstrating a high level is provided.
RFP 12639519Q0177 for Page 11 of 39 7/22/2019
If the offeror does not have a tag and applicator product that is currently approved by APHIS for use in goats and sheep for the scrapie program or has not had the required colors or print formats previously approved, they must submit samples with their offer in order for APHIS to conduct an evaluation of their products as described below.
Currently approved tag manufactures are not required to submit samples with their offer if the required print formats, tag colors, and applicator have already been approved by APHIS for this purpose; however, they may be required to submit samples for evaluation in sheep/goats if their offer is determined to be in the competitive range). If the manufacturer has tags and applicators approved but is offering a new tag and/or applicator or plans to package the tags differently, then they must provide samples of the products they are offering under this solicitation.
The tag and applicator samples the contractor submits must be the products the contractor would provide under the contract – i.e. packaged as they will be packaged under the contract. In the event the samples differ in any way from the tags and applicators to be supplied under the contract, the offeror is to state how the samples differ.
PLASTIC Tag Samples:
Samples of each tag type including, 5 slaughter only blue serial tags, 5 white flock ID tags, 5 white serial tags, 5 white SFCP flock ID tags. The submitted tags must be printed as required for the contract as described in the plastic tag printing specifications, number 4 of Attachment 1. Tags will be sequentially numbered and will use “XX” as the state postal abbreviation (Flock ID =XX1234567, production number will start with 123456, and serial tags will begin with sequence with XXA12345). Samples are to be packaged in the same manner they would be for the proposed contract. Additional samples may be required for evaluation. The contractor must also submit a sample of the tag applicator. One applicator sample must be submitted with the tags.
Samples ONLY shall be sent to the following:
USDA, APHIS, VS
C/O Diane Sutton Sheep and Goat Health Commodity Coordinator 4700 River Road, Unit 43 (4B02.29) Riverdale, MD 20737

In accordance with FAR 52.212-1 (b) (10) – regarding past performance, references are requested. Each offeror must submit references which are either current or recent customers (within the past five years).
The offeror must provide the name, address, phone number and email for each reference.
The offeror shall list all current or prior federal contracts (within the past five years), total dollar amounts, contract name, agency, address, telephone number, email, fax, and a brief description of the contract performed. If the offeror has no federal contracting experience, then he/she shall send aforementioned references of contracts held in the following order: state, local, and private held within the past three years.
The Government does not assume the duty to search for data to cure the problems it finds in the information provided by the Offeror. The burden of providing thorough and complete past performance information remains with the offeror.
FACTOR 3: Price When evaluating price the Government will conduct a price analysis. The analysis of the contract pricing for the award decision will include life-cycle-costing (LCC). LCC evaluates the overall cost of the contract including all current and future associated costs related to the procured contract items. The government will consider the cost to
RFP 12639519Q0177 for Page 12 of 39 7/22/2019 replace existing tag applicators; therefore, preference may be given to tags that can be applied using the Allflex Universal tag applicators/pliers currently in use by the scrapie program.

The completed form 1449-Solicitation Contract Order for Commercial Items Completed Price schedule for each year of the contract – Section 3.0 Quality Control Plan. See Attachments 1 and 2, Sections 1.0 entitled General for the supporting data information and Section 4.1, Evaluation Factor 1 of this solicitation for further information on samples needed for evaluation of offers. Supporting data is required from each offeror. Samples are only required if the tag or tag color being offered is not currently approved for use in the Scrapie Program, the applicator or packaging being offered is different form the applicator or packaging submitted at the time the tags were approved by APHIS for use in the scrapie program, the print formats to be used for this contract have not been previously approved, or APHIS elects to evaluate the tags in animals or to evaluate the offer’s ability to manufacture the tags, record the tags in AIMs and deliver the tags in the required time.
If an offeror’s proposal package does not contain all of the items listed above, the proposal may be considered incomplete for evaluation purposes and no further consideration will be given to the offeror’s proposal, thereby making an offeror ineligible for award.
