SCHEDULE NOTES

1) The quantities as listed in the “Schedule of Items” are estimated amounts for the BPA period.

The estimates are per year, rather than per BPA holder in the event of multiple awards. The USDA, APHIS attempts to be as accurate as possible when providing estimated quantities, however, actual quantities required may vary from the quantities listed.

The estimated quantity does not convey either a minimum or maximum quantity that will be ordered by the government. The contractor shall not quote their unit price based upon obtaining a guaranteed award amount.

2) The Government reserves the right to make a single award or multiple awards, whichever is most advantageous to the government. The government reserves the right to award whichever number of BPA’s is determined to be best suited to meet the government’s requirements. The government anticipates awarding 3-4 BPA’s from this solicitation with the majority of the BPA’s for obtaining Labrador retrievers since they are in higher demand.

3) The contractor shall note that FAR 52.219-14 Limitations on Subcontracting applies to this BPA.

Contractors must comply with this clause. The full text of the clause can be obtained by using the FAR website referenced on page 13. Contractors that are proposing to subcontract the requirement will be required to demonstrate how they can meet the requirements of this clause.

4) In order to be considered for this contract the Contractor must submit the following:

• A firm fixed price quote, completed Schedule of Items, showing the price for line items 001, 002, 003, 004 and 005 for whichever breed of canine they can provide. The contractor does not have to provide both breeds of canine but should indicate pricing for the breed(s) of canine they can provide under the BPA. The pricing shall be submitted in a separate document than the technical capability and past performance information.

PART II – SPECIFICATIONS, STATEMENT OF WORK & BPA

REQUIREMENTS

1.0 DESCRIPTION OF REQUIREMENT

The government is establishing firm fixed price blanket purchase agreements (BPA’s) for purchasing canines, specifically beagles and Labrador retrievers.

1.1 TERM OF THE BPA

The estimated period of performance for the BPA’s is from May 1, 2019 through April 30, 2024. The BPA will be reviewed annually in accordance with FAR 13.303-6.

1.2 BACKGROUND

The USDA/APHIS/PPQ/NDDTC provides human performance based training pairing handlers and canines together to conduct agriculture inspections. The NDDTC utilizes Beagles and Labrador Retrievers to perform inspections in various application pathways. The NDDTC develops innovative ways for these teams to prevent pests and agricultural diseases from entering the United States through airports, international borders, postal facilities and cargo areas.

The NDDTC has a high demand for Beagles and Labradors Retrievers in order to meet the training requests of its customers. Without an adequate supply of quality working canines, the NDDTC will not be able to produce canine teams that are ultimately deployed throughout the world to protect American agriculture and natural resources.

1.3 SCOPE OF WORK

The NDDTC requires a vendor to provide canines to be trained in scent detection that possess the capability to detect pests, pest host material and/or agricultural diseases in order to protect American agriculture and natural resources.

This requirement calls for the delivery of Beagle and Labrador Retriever canines (hereafter “canines”) to be utilized in scent detection that have no prior odor detection training. The canines shall be purebred Beagles and Labrador Retrievers or canines with predominant characteristics of purebred Beagles and Labrador Retrievers. Beagles must weigh between 20-35 pounds and Labradors must weigh between 40-75 pounds and all canines must be between the ages of 10 months – 3 years at the time of purchase in order to be considered. Canines shall be capable of displaying high food drive, a strong sense of independence, high work ethic, stable social temperament, environmental soundness, and the ability to work among people without over-socialization, fear, aggressive or rude behaviors.

Any previous history of biting or aggressive behavior is considered unacceptable and the canine will be disqualified for assessment.

The NDDTC has several training classes throughout the year, therefore the canines are needed at various intervals throughout the year.

Solicitation 12639519Q0066 Page 6 of 38 2/21/2019

1.4 TECHNICAL REQUIREMENTS

1.4.1 INITIAL TECHNICAL ASSESSMENT

All canines will be pre-screened by NDDTC staff at the vendor’s location to ensure a high level of food drive and positive socialization with different types of people, animals, machinery and noises. All canines will be housed in a kennel environment and not display signs of anxiety or kennel stress. The canines must not have been exposed or trained to detect any odors. As a part of the pre-screening, the canines may be removed from the vendor’s property in order to effectively gauge the canine’s temperament in an unfamiliar environment. The information gathered during the pre-screening process will be utilized by NDDTC staff to determine which canines will be selected for additional screening at the Atlanta Hartsfield-Jackson International Airport. All canines selected will be transported to the NDDTC at the government’s expense. All canines will be housed in the NDDTC quarantine facility for approximately 4 days prior to the airport temperament assessment. The canines will not receive any acclimation training at the Atlanta Hartsfield-Jackson International Airport prior to the assessment. In addition to airport exposure, Labradors Retrievers will also be assessed in a live cargo shipping area and parcel facility, where they will be exposed to loud machinery, moving parcel belts, loading docks, palletized material, loud buzzers/horns associated with cargo shipping areas and warehouse workers.

Any canine showing signs of fear, hesitation, retreating behaviors, noise sensitivity, or refusal to negotiate objects will be considered unacceptable. All canines will be challenged to work high and low, in and around tights spaces for a food reward (hereafter “treats”) while demonstrating independent investigatory behavior. All canines must enthusiastically work for treats and show a strong desire to perform the tasks for the treats offered as a reward. Spitting out treats or only taking certain types of treats is considered unacceptable. Canines will receive their normal ration of kibble the morning of the assessment. The vendor cannot be present for any assessments conducted by NDDTC staff.

1.4.1.1 CANINE ASSESSMENT METHOD And ACCEPTANCE CRITERIA

Vendor Property Assessment – In order to pass the assessment, the canine must display a high level of food drive, proven by the canine’s focused desire to work for treats in high, low and concealed placements. The canine must consistently display persistence to receive the treats and display a balance of high energy, confidence and focus. The canine’s primary focus must be directed at the treats and the canine must not become overly distracted by environmental issues in the immediate area. In some situations, the canine will be allowed to investigate but must be able to be quickly redirected back to focus on the reward. A canine’s willingness to only take treats from the hand of the handler does not substantiate a high level of food drive.

The canine must demonstrate good social skills during all interactions with people, known and unknown. The canine must allow the handler to perform a physical inspection i.e. looking in ears, handle feet/tail, and inspect mouth/teeth/nails. If the canine displays fear or aggression due to negative conditioning, it will be disqualified from further assessment.

Airport Temperament Assessment – In order to pass the assessment, the canine must display a high level of food drive, be environmentally and socially stable as described above in the Vendor Property Assessment while exposed to an active airport environment.

The Airport/Cargo Temperament Assessment shall consist of the following tests:

Solicitation 12639519Q0066 Page 7 of 38 2/21/2019

A. Reaction To Social Stimuli The canine will be required to walk on leash in an active airport, while exposed to the following social stimuli:

1. Adults (age 16+)

2. Children (age under 16)

3. Small groups of people (approximately 5-10)

4. Large groups of people (10+)

5. Uniformed personnel

6. Working canines

7. Animals traveling with passengers

8. Passengers utilizing wheelchairs or crutches

This test is designed to assess the canine’s social stability and boldness. The canine must be capable of displaying a strong ability to adjust to various types of social stimuli. Initially, the canine may display adjustment behaviors but will be required to recover rapidly and display consistent independence and fearlessness. The canine shall not display rude behaviors such as climbing on people or pressing people to interact. Any canine displaying over socialization or submissiveness around people or other canines will be considered unacceptable. In addition, any aggressive tendencies or behaviors while interacting with people or canines will also be considered unacceptable.

B. Reaction To Airport Environment The canine will be required to walk on leash in an active airport and will be exposed to the following environmental stimuli:

1. Non-moving luggage carousel

2. Moving luggage carousel

3. Area where the luggage falls onto the carousel

4. Passengers standing with luggage

5. Passengers who are moving with luggage (rollerbags)

6. Luggage carts

7. Moving escalator

8. Stairways

9. Various flooring surfaces

10. Non-moving vehicles

11. Moving vehicles

12. Loud noises, alarms, horns, buzzers

This test is designed to assess the canine’s environmental soundness in an airport. The canine must be capable of displaying a strong ability to adjust to various types of environmental stimuli.

Initially, the canine may display adjustment behaviors but will be required to recover rapidly and display consistent independence and fearlessness. Any canine showing signs of fear, shyness, retreating behaviors, noise sensitivity, or refusal to negotiate objects will be considered

Solicitation 12639519Q0066 Page 8 of 38 2/21/2019

C. Reaction To Cargo Environment (Labrador Retrievers Only) The canine will be required to walk on leash in an active cargo warehouse and will be exposed to the following environmental stimuli:

1. Moving/stationary forklifts

2. Palletized material

3. Parcel belts, raised platforms

4. Busses (interior/exterior)

5. Semi-tractor/trailer

6. Loading dock/bay doors

7. Loud noises, alarms, horns, buzzers

This test is designed to assess the canine’s environmental soundness in a cargo warehouse.

1.5 SUSTAINED CANINE FOOD DRIVE

All canines housed at the NDDTC receive two rations of kibble per day. The canines that are in training also receive additional treats during training sessions. After the canine completes the initial quarantine period (approximately 14 days) the canine will be assigned to a training specialist and begin detection training. If within the first 30 days of detection training a diminished food drive is observed after the canine has adjusted to a consistent diet, the canine shall be replaced at no cost to the Government or 100% of the purchase price refunded.

1.6 MEDICAL ASSESSMENT

All canines under consideration shall be in good health and must have a unique identifier (international microchip). The canine’s medical files will be reviewed to ensure they have current certificate of vaccination for rabies and a negative heartworm test on file.

After a canine is accepted by the NDDTC for evaluation, an initial health screening is performed by the NDDTC contracted veterinarian at no cost to the vendor. The evaluation consists of the following:

1. An examination including an ideal weight and estimation of age.

2. A heartworm test

3. A fecal exam

4. ELISA Giardia Test

5. Radiographs of the spine and hips

6. Blood profile

7. Neuter/Spay

8. Vaccines

A canine may be eliminated at any point during the health screening process if the results indicate abnormalities. A contracted veterinarian for the NDDTC will evaluate the spine/hips of each canine to ensure soundness.

Solicitation 12639519Q0066 Page 9 of 38 2/21/2019

If a canine fails any portion of the airport temperament assessment or medical evaluation after arrival at the NDDTC, it will be the responsibility of the contractor to exchange the canine with a suitable replacement at no cost. The Government will not pay invoices until all temperament and medical testing has been completed and the canine has been found to be in compliance with all contractual requirements.

1.6.1 Canine Health Guarantee

All canines shall be warranted for one year against hereditary and congenital disease. If within one year a canine is diagnosed with a hereditary or congenital disease by the NDDTC contracted veterinarian, it shall be replaced at no cost to the Government or 100% of the purchase price be refunded. The contractor will have 30 calendar days to replace or refund.

1.6.2 Canine Environmental Stability Guarantee

During the airport temperament assessment all canines will be exposed to as many of the environmental situations listed below, however this exposure may be very limited in scope.

During the first 30 days, all canines shall be guaranteed sound when confronted with the following environmental issues:

1. The canine shows minimal to no reaction when approached by a stranger and returns to work quickly after initial exposure.

2. The canine is not distracted while working in and around crowds of people

3. The canine has been exposed to vehicles and traffic and shows minimal to no distraction when confronted with them.

4. The canine has been exposed to various types of doorways and shows minimal to no distraction when confronted with them.

5. The canine demonstrates the ability to work in and around loud noises. Once the canine identifies where the noise came from, it returns to a searching behavior without distraction.

6. The canine has been exposed to tight spaces and is willing to go into tight spaces to search.

7. The canine recovers quickly after an object is dropped in its presence.

8. The canine has been properly socialized with other canines. The canine displays minimal barking and/or aggression towards other canines.

9. The canine does not display any adverse behavior when exposed to different flooring surfaces

(tile, concrete, sand, mesh, etc.).

10. The canine is willing to navigate various types of stairs and staircases, up and down.

11. The canine displays minimal to no reaction when exposed to a dark room. If the canine initially reacts, it quickly adapts and recovers.

If within the first 30 days a canine has a chronic issue with any of the environmental factors listed above, the canine shall be replaced at no cost to the Government or 100% of the purchase price shall be refunded.

Solicitation 12639519Q0066 Page 10 of 38 2/21/2019

1.7 DELIVERY OF CANINES
