3. STATEMENT OF WORK/SPECIFICATIONS:
Ammonium Acetate Bait Enhancer Lures Dispenser
A. Scope:
The Government intends to procure Ammonium Acetate Bait Enhancer to target the European Cherry Fruit Fly, Rhagoletis cerasi.
B. Background:
Fruit flies, in particular European Cherry Fruit Fly, Rhagoletis cerasi and Mexican fruit (Anastrepha ludens) flies, are some of the most serious exotic plant pests threatening United States (U.S.) Agriculture. The cost of infestations to the US Department of Agriculture (USDA) and the fruit industry can exceed $33 million dollars per year. If not eradicated or managed, the cost has been estimated at $821 million or more per year.
C. Objective
Ammonium Acetate dispensers are used as synthetic food attractants and attract both male and female flies. They are used to capture certain species of exotic fruit flies of concern to the U.S. agriculture. The requested supplies are needed to equip program personnel to detect fruit fly infestations. The synthetic food dispenser is a primary detection tool used to delimit, and survey the extent of the European Cherry Fruit Fly infestation and to manage introduced fruit fly populations. Without these dispensers defining the infestation might not be possible. The ultimate cost to the States and USDA and Cooperators eradication programs could exceed millions of dollars.
Some examples of the problems encountered in the past are difficulty removing the cellophane covers away from the dispenser. Sometimes about five percent of the product is unusable due to the difficulty of removing the film.
D. Contractor’s Duties:
APHIS seeks an attractant that can be used in European Cherry Fruit Fly, Rhagoletis cerasi, in the past APHIS has accepted ammonium acetate in a polycon dispenser.
APHIS is open to considering other options but must have supporting literature.
E. Package Marking:
Each individual product must be identified with the following information on the individual lure packet:
• Name of product – “Ammonium Acetate Bait Enhancer”
• lot number

The shipping container shall have a permanently affixed label or printing that provides the following information with a minimum text height of 3/8 of an inch:
• Content: Ammonium Acetate Bait Enhancer”
• USDA APHIS PPQ
• Manufacturing date ______________
• Contract number ______________
• Do Not Crush ________________
• Manufacture’s Name _____________
A certificate of analysis and Material Safety Datasheet (MSDS) of the product being sold to the Government must accompany the sample submitted for testing (if requested).
A certificate of analysis of the product being sold to the Government must accompany the sample submitted for testing.
F. Packaging:

• Material Safety Data Sheet (MSDS)

For example, each box would contain 1,000 units each. Weight shall not exceed 30 pounds per box.
The packs shall be packaged in suitable cartons for shipment by common carriers. The carton shall protect the individual lure packets and be of sufficient strength to allow stacking to a height of 60 inches without crushing cartons any cartons.

The government reserves the right to request the submittal of preproduction sample of chemical analysis and approval. Should this option be exercised the supplier will send 100 individual lures for testing to:
USDA APHIS PPQ
Moore Air Base, Warehouse Bldg. 6420 Edinburg, TX 78541 956-205-7608 Attn: Gabriel Lopez
Effectiveness of Attracting Flies: Generally speaking, the number of flies caught at 1 day, 6 weeks and 8 weeks during the field test is crucial in determining if it meets the effectiveness test. A test that does not meet the number of flies within one (1) day would not be considered acceptable for program needs.
50 % minimum fly capture at the 1 day, 6th weeks and 8th week against a Mcphail Trap freshly baited with Torula yeast pellets - Excellent
50 % minimum fly capture at the 1st day, 6th week against a Mcphail Trap freshly baited with Torula yeast pellets - Satisfactory
Less then 50% capture at the 6th week – Unsatisfactory
Durability
The dispensers are utilized in various Fruit Fly Trapping programs. Dispensers should be constructed in a fashion that is conducive to outside conditions. The dispensers should not leak liquids or deteriorate in the sunlight or dissolve in wet or damp conditions.
Adhesives will last at least as long as the effectiveness of the dispensers, not less than eight weeks.
H. Quality Assurance (QA)
It is important that USDA APHIS maintain a QA survey program (QA). USDA APHIS may conduct quality assurance testing of each batch/lot of the synthetic fruit fly bait for ammonium acetate content. For purposes of sampling, each group of the synthetic fruit fly bait dispensers filled ammonium acetate from the same lot, and on the same calendar day during a single, continuous (i.e., uninterrupted) production run is defined as a batch and the coded designation of a batch as the batch number.
To do so the dispensers must pass the same identified lot and batch tests after delivery of product. The manufacturer agrees these will be used in QA check test samples of the delivered product. The dispensers shall pass the same identified lot and batch tests post one and two year of the delivered product.
I. Placement of Orders
The contractor shall provide the products under this contract only as directed in the delivery orders. Each order will include:
