Response to Questions, Solicitation 12639518R0011 Construction of a building automation system at Moore Air Base, Edinburg, TX
1) Why is the government providing the computer hardware?
APHIS will provide the computers (monitors are contractor provided—Notes 11 and 12 on drawing M-300). APHIS uses a Microsoft-based, OS 9 operating system. All hardware must work in this environment. By the government supplying the computers, this ensures that:
- the computers are compatible with each other and have the necessary interfaces in type and number;
- the enterprise licensed software is in place to meet the federally mandated IT computing security requirements;
- the necessary secure computing environment is created so that the BAS will be compatible with other systems on the Government network;
- users can access the BAS via the government network and need not be physically on site.
The BAS installation contractor shall supply the necessary controls software, licensing, and graphics packages to APHIS IT personnel so these items can be loaded on the computers for a fully operational BAS system per the contract documents. The installation contractor shall provide a software set to APHIS IT as a backup set for re-installation, if needed. During the BAS warranty period (one year after project acceptance), APHIS IT will implement any further software or hardware configuration modifications which require system administrative privileges, under the direction of the contractor.
2) Matt had mentioned during the walk through at Quarantine 6403 that all penetrations that pass from interior to exterior zones for this building must be sealed. Thus any new conduit must be sealed on the O.D. to wall penetration and the conduit must be sealed on the I.D. This is not specified in the contract documents.
Amendment 2 addresses this by incorporating an addendum to drawing M-010.
3) After the water tower project restoration began, site conditions related to existing antennas, cabling and cableways/trays have changed. All antennas and cableways/trays have been removed. The instruction in the contract documents was to keep the new BAS radio cable following existing route on cableway.
This response provides new direction on Note 4 of drawing M-400 Detail 5, referred to as existing radio antenna cabling on the cable tray/support. A new cableway will be installed very soon during an ongoing Water Tower Restoration Project, which will be complete prior to execution of this contract. This new cableway will contain runs for the water tower cathodic protection, other water tower controls and replaces the existing cableway. Provided below are additional requirements for installation in this new cableway:
- When installing the Wireless Radio I/O cabling, maximize the available separation on cableway from other cabling, do not cross or cover other cabling.
- Cabling must be fastened securely to cableway to withstand direct sun exposure and wind storms.
- Observe acceptable bend radius of cabling when transitioning to and from cableway with proper support.
- Wireless Radio I/O cabling must meet the insulation rating of the other cabling on the cableway and be rated for outdoor direct sun exposure UV rating.
See M-400 Detail 5, 6 & 7 for the rest of the Water Tower installation details.
