Solicitation 12639518Q0127 for NY Goose Processing
ADDENDUM I -- NOTE TO OFFEROR/PRICE SCHEDULE/STATEMENT OF WORK
1. NOTE TO OFFEROR:
In order for an offeror to have a complete quotation package, the following must be submitted to the Contracting Officer to be considered responsive:
□ A copy this document with fixed-price line item prices and quote validity period completed. Offerors shall provide a quotation for goose processing by filling in the Price Schedule listed below and signing a copy of the SF-1449. Our preference is to accept offers with Base Year pricing in the area of $6.00-$7.00 per bird based on historical costs. Offers above $7.00 will be considered, but they may not be acceptable considering the cooperative agreement pricing with local entities that is already in place. The Service Contract Act and U.S. Department of Labor prevailing wage rates apply to this contract for any employees hired by the offeror to do the work.
The prevailing wage rates for NewYork counties can be found at www.wdol.gov. An example wage rate per hour for a meat cutter (07210) in Livingston County is $18.50+$4.13 equivalent benefits (reference WD 15-4161, rev.-7, first posted on www.wdol.gov on 01/16/2018). The prevailing wage rate in the offeror’s county may be different.
□ A copy of the completed provision 52.212-3, Offeror Representations and Certifications—Commercial Items. An offeror shall complete only paragraph (b) of this provision (in Attachment 1) if the offeror has completed the annual representations and certifications electronically at http://www.sam.gov. If an offeror has not completed the annual representations and certifications electronically at the SAM website for NAICS 311615, the offeror shall check the appropriate boxes in paragraphs (c)(1)(2)(3)(4)(5)(6)(7)(8)(10), (d), (h), (k), (p),
(q) and (r) of this provision for this solicitation (Attachment 1); please note that paragraphs (e)(m)(n)(o) and (u) also apply.
□ A completed SAM Registration at http://www.sam.gov. An offeror shall submit page one of their SAM information (or DUNS number if registration is pending).
□ Past Performance References with previous contracts/POs with this agency or similar scope of work with federal/state/local entities. An offeror shall submit up to three customer references from the last 12 months including contact information and/or previous contract numbers with the USDA .
□ A technical statement explaining the proposed goose processing services offered. The statement should explain the firm’s capabilities and how the offeror intends to meet the requirements discussed in the statement of work attached below. The offers will be evaluated for “best value”, based on price, location, previous work for APHIS or other state and local entities, and the technical statement of the vendor. At a minimum, the technical statement should explain:
Which days of the week will be available for live goose processing? How will the meat be processed and packaged? What is the capacity of the processor to freeze and hold meat for up to one month until it can be picked up by the USDA or its designee? The processor may need to hold http://www.wdol.gov/ http://www.wdol.gov/ http://www.sam.gov/ http://www.sam.gov/ for NY Goose Processing frozen meat from up to 3000 geese for a period up to one month. Department of Agricultural (USDA) Animal Plant Health Inspection Service (APHIS) Wildlife Services (WS) program is looking to create a contract or contracts with one or more meat processing facilities to process Canada Geese in the State of New York. The processing facility or facilities shall be “5A Exempt” permitted, approved by the New York State (NYS) Department of Agriculture and Markets to process meat, and shall follow “Guidelines for Slaughter and Processing of Canada Geese for Human Consumption” as developed by NYS Agriculture and Markets.
The USDA APHIS WS staff from New York shall deliver Canada Geese to the processing facility from one to five days per week from about June 15 –July 15. The processor shall allow the USDA –WS to deliver the geese during normal business hours Monday through Friday. The geese will be euthanized by the facility. The immediate need is for a processing facility in the Hudson Valley (Interstate 87 corridor), Lake Ontario plain (Interstate 90 corridor), and Lake Erie plain region (Interstate 90 corridor), NY, in order to have reasonable travel time in delivering geese to the processing facility and return to Albany or Syracuse, New York. The total estimated quantity of goose processing is 2,500 – 5,000 geese per year. Individual processors may be tasked with processing 1,000 – 3,000 geese annually, depending on where geese are captured in proximity to the processing facility. The processor is only required to process goose breast meat, not the entire bird or plucking.
Goose meat shall be processed and wrapped. Meat shall be placed in packages weighing about one pound. The packaged meat shall be frozen. Each package of meat shall be marked with the processing plant’s name and marked “not for sale.” Wildlife Services shall provide a label with its name, address, and migratory bird permit number to be placed on the packaged meat. The label provided by Wildlife Services shall also have NYS safe handling statement, waterfowl consumption advisory statement, and steel shot advisory statement.
The processor shall be responsible for the disposal of all waste byproducts from the processing of geese. Canada Geese and/or their parts will not be released, transported, or transferred to any other individual or entity. Any parts remaining after processing may not be retained or utilized for any purpose.
The processing facility shall maintain a copy of the goose harvest information for the period of one year and shall allow for inspection by the USDA-WS with reasonable advance notice.
The USDA-WS shall advise the processing facility which charitable organization(s) will be provided the goose meat. USDA-WS will facilitate transfer of the packaged goose breast to the charitable organization.
