3. STATEMENT OF WORK/SPECIFICATIONS:
Cross-Vane Panel Trap
Scope, Background and Objectives:
A. Scope:
To award a five (5) year Indefinite Delivery/Indefinite Quantity (IDIQ) Contract using a trade-off analysis process for the purchase of Cross-vane panel traps coated with Fluon®.
Color will initially be black or translucent/opaque.
B. Background:
Insect traps and attractants are sensitive detectors of insect populations at the group, genus, or species level. Insect trapping allows for detection and monitoring of non-indigenous insect pests and aids in a variety of control strategies. If not detected, monitored, and managed in the early stages of a new infestation, these pests can cause tremendous damage. The cost of eradication could be in the millions of dollars.
C. Objectives:
The requested supplies are needed to equip program personnel to detect and monitor exotic pest infestations; specifically the Coconut Rhinoceros Beetle (Oryctes rhinoceros) and the Brown Spruce Longhorn Beetle (Tetropium fuscum). Traps and lures are a primary tool used to detect the initial infestation, delimit the extent of the infestation, and manage introduced pest populations. Without the appropriate trap and lure combination, detecting and defining the infestation might not be possible. Early detection can reduce the costs of an eradication program and make it more likely to succeed, potentially saving the USDA, the States, and cooperators millions of dollars.
Contractor’s Duties:
D. Delivery of product(s):
FOB destination to:
USDA-APHIS-PPQ
22675 N. Moorefield Rd Bldg 6420 Edinburg, TX 78541
E. Package Marking/Labeling:
The product must be identified, both on the trap package and the shipping containers with the following:
1) manufacturer
2) quantities of the part(s) contained
3) batch/lot number
4) date of manufacture
5) government procurement number/contract number
F. Packaging:
Packaging is an important part of the delivery of the products. The following must be adhered to:
1) The product must be packaged and stacked on the pallet or shipping container to a height of no more than 65 inches
2) Each shipping container must contain equal counts of each product parts. For example, a box containing 5 trap tops, 5 bottoms, 5 hanging wires and 5 cups would be acceptable.
3) Tops and bottoms must not require additional assembly.
4) Each box will contain no greater than 10 complete trap sets.
5) Individual product parts should be clearly labeled and distinguishable when unloading from containers.
Trap Specifications:
G. General Description:
The cross-vane panel trap is a generic trap that is used in conjunction with lure dispensers to attract bark beetles, ambrosia beetles, longhorn beetles and wood borers. The trap simulates a tree of large diameter and provides a large surface area to maximize trapping.
The trap is made from light-weight, corrugated plastic and is water- and weather-resistant. The trap consists of two intersecting panels and a top and bottom made of corrugated plastic board.
H. Length of effectiveness:
The trap should be weather-resistant, withstand sun and able to be re-used for several trapping seasons.
I. Description of trap physical properties
1. Trap:
The trap consists of two intersecting panels and a top and bottom made of corrugated plastic board. In the middle section of the panels, there is a 3 inch x 6 inch cutout in the panels where the lures are placed; this will include 2 small holes so that twist ties can be used while hanging lures. The total height of the trap, including the collection cup, is 48 inches. The top and bottom of the trap may either be creased several times around the trap, as in Figure 1, or creased four times, one on each side of the cross-vanes, as in Figure 2.
Dimensions of each cross panel: 32 inches x 12 inches Trap top: 22 inches x 26 inches Trap bottom: 22 inches x 26 inches Trap body (panels, top, and bottom): 1/8 inch (3mm) black corrugated plastic board
Fluon® Coating:
• Trap body must be fully coated with Fluon® [55-65 % Polytetrafluoroethylene (with 1-5% Polyoxyethylene alkylether) solution in water];
• Trap bottom must have the interior coated in Fluon®;
• Trap top, collection cup, and any connection devices (pins or zip ties) for the collection cup (described below) must not be coated.
Plastic Color:
Currently, Black and translucent/opaque are the only known colors.
2. Collection cup:
The collection cup shall be made of durable weather resistant plastic and be approximately 4.75 inches in height and 4 inches in width. The cup must either be cylindrical or rectangular in shape and of white or clear plastic (Figure 1 and 2). The cup must affix securely to the trap and allow for insects caught in the trap to be deposited and stored in the cup.
3. Trap Hanger:
Acceptable versions of trap:
The hanger must be made of wire at least one (1’) foot in length and must attach to two holes in the cross-vane panels, where the panels protrude from the trap top (Figure 1 and 2).
4. Previously Acceptable versions of the trap:
Both of the two examples of the cross-vane panel trap (Figure 1 and 2) shown below are acceptable.
Figure 1. Trap with multi-creased top and bottom and white, collection cup.
Figure 2. Trap with top and bottom creased four times and clear collection cup.
J. Quality Assurance (QA) - After Award and Delivery USDA-APHIS reserves the right to conduct QA testing of the product materials procured through this contract. Testing may include, but is not limited to, weatherability of the corrugated plastic, water exclusion of the assembled trap, and thickness of the corrugated plastic. As an example, if a product is widely failing to meet 3 years of field durability because the plastic is becoming brittle in 1 year. APHIS may seek compensation for a latent defect of the product. APHIS expects the Cross Vane Panel Traps to last multiple field seasons.
The traps must also capture targeted pests within the collection cup. The optimal trap will not allow pests to be captured on other parts of the trap before they are trapped in the collection cup.
The traps must meet or exceed the criteria set forth in Section J.
