PART 2.0 – STATEMENT OF WORK

2.1 Background

The USDA, APHIS, PPQ National Detector Dog Training Center in Newman, GA desires to obtain the veterinary services for the care of the USDA detection canines.

2.2 Contract Type and Term

The government will award a firm fixed price indefinite delivery indefinite quantity commercial services and supply contract.

The period of performance for this contract is from November 1, 2017 - October 31, 2022, with each ordering period lasting one year.

2.3 Scope of work

The United States Department of Agriculture (USDA) Animal Plant Health Inspection Service (APHIS) Plant Protection and Quarantine (PPQ) National Detector Dog Training Center (NDDTC) provides human performance based training pairing handlers and canines together to conduct agriculture inspections. The NDDTC utilizes Labrador retrievers and Beagles to perform inspections in various application pathways.

To complete its mission the NDDTC maintains a population of canines on site at 360 Industrial Park, Newnan GA. The population is a constantly changing mix of Beagles and Labradors. As teams complete training and ship to their destinations (Worldwide) new recruits are brought in to prepare for the next training evolution.

It is key to the successful completion of the mission that the colony of canines receives the highest quality of veterinary care. The health of the canines determines their availability for training therefore having a direct impact on the ability of the NDDTC to complete its mission. The NDDTC ships canines worldwide in its pursuit to protect agribusiness and economies reliant on safe trade of agriculture commodities.

There are several challenges and variables to consider when maintaining the health of the canines at the NDDTC. One of the greatest challenge is that many of our canine recruits come from shelters or rescues. These canines come to us with little or no medical history. However, we must integrate them into the healthy colony and prepare them for their duties as agriculture detector canines.

2.4 Requirements

The NDDTC seeks a contract to purchase full spectrum veterinary services. The Contractor shall perform requested services within the timeframes requested.

The following summarizes the services required:
