About this file
This document is a Request for Bids (RFB) issued by the Iowa Department of Natural Resources (DNR) for tree debris removal at the Nicholson Ford OHV Park in Marshalltown, Iowa. The DNR is seeking bids from qualified providers to remove and dispose of downed woody debris on the 120-acre park property that was damaged in the 2020 derecho. The project is broken down into four priority areas totaling 120 acres, with completion deadlines of May 15, 2025, for the first two areas and December 31, 2025, for the remaining two areas. Bidders are required to provide pricing on a lump sum basis for each area. The DNR will award a contract(s) based on the bids received, with the option to extend the contract(s) for up to an additional year.
The RFB specifies the required scope of work, including the removal and disposal of all wood greater than 3 inches in diameter, cutting of stumps less than 3 feet tall, and clearing of debris from fences and ditches. Bidders are provided with a bid map and must obtain any necessary local permits if they choose to use the burning method for disposal. Bidders are encouraged to visit the site prior to submitting their bids, and all questions should be directed to the issuing officer, Philip Payton.

Background:
Tree Debris Removal at Nicholson Ford OHV Park
The DNR is requesting bids on clean up and disposal of downed woody debris located on Nicholson Ford OHV Park, a publicly owned property in Marshalltown, Iowa.
Project Address: 2002 East Marion Street; Marshalltown, IA 50158 Lat/Long: 42.05672, -92.87767
Current condition: Nicholson Ford OHV Park is a 120 acre designated off-highway vehicle park, situated on the wet side of the levee on the Iowa River. The property received significant tree damage in the 2020 derecho resulting in over 50% tree loss. Hazardous and damaged standing trees have been removed through previous logging contracts. Most of the standing trees that remain on site are bottomland hardwoods including silver maple and cottonwood. Goals for this project include the reduction and removal of downed woody debris left on site after logging operations so the recreational vehicle trails can be reestablished and vegetation management can progress.
During logging contracts, access paths suitable for heavy equipment were established. Additional access routes can be established by the chosen contractor, as long as proper drainage is maintained and damage to existing fencing is avoided. Standing trees cannot be felled to create routes and care must be taken not to damage live trees. Other vegetation reduction methods such as chemical application and mowing to increase ease of access will be considered with preapproval. There is one approved entrance over the levee; contractor shall access any other portion of the levee.
Contractor can dispose of the material using one or any combination of the following approved methods: piling and burning within preapproved locations on site, mulching/chipping with material left either left on site or hauled off site, or material may be hauled off site. Additional disposal methods will be considered with pre-approval. If piling and burning method is chosen, contractor will obtain all required local permissions and permits.
Specifications of downed woody debris removal:
• Remove and dispose of all wood greater than 3” in diameter o Downed wood less than 3” in diameter may be left in place or removed at the discretion of the contractor
• Existing stumps less than 3’ tall shall be cut flush to the ground. Stumps 3’ or taller may be left in place or cut flush to the ground, at the contractor’s convenience and discretion.
• Woody debris should be cleared off fences without causing additional damage to fence
• Ditches within the park boundary must be cleared of downed wood
• No living trees over 4” may be felled without prior approval
• Mulch or chips can be piled or spread, if left on site
• Root balls may be left in place
• Contractor may leave up to 3 downed tree trunks per acre (greater than 18" diameter) to serve as future obstacles. Large, downed trees that are left should be delimbed and lay flush to the ground.
Work should be completed when ground is dry or frozen and care should be taken to avoid excessive rutting with large equipment. Completion during the winter is preferred as the use of the park declines in colder months. If necessary, the park can be closed upon a contractor’s request while work is ongoing.
The project site is broken down into smaller areas, listed in priority order in the bid tab section of the RFB.
Number of total acres ultimately contracted will be dependent upon bids received for each area and project budget.
