SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
DIVISION 100 - GENERAL SPECIFICATIONS
110 – Scope of Contract
111 - It is the intent of this contract to procure professional engineering services by contract on an as-needed basis. These services would supplement these types of services that are performed in house by the USFS. The types of engineering services contemplated by this contract will be heavily focused on civil/structural/hydraulic type engineering but also will include architectural, mechanical and electrical services to a less degree. Services will be similar to but not limited to the following:
1. Design or review of designs for roads, dams, bridges (road and trail), major drainage structures, site layout / design and related civil / structural engineering services.
2. Load Rating of Vehicle bridges.
3. Geotechnical Investigations
4. Construction Surveying
3. The evaluation of and solution to slide areas and other geotechnical problems, related to structural footings and foundation walls.
4. Analysis of hydraulics for bridges and dams including geomorphology and stream simulation.
5. Facilities assessment, energy audits, design and renovation. Architect, Mechanical, Electrical Engineers may be needed. Field survey and Environmental services related to these designs.
6. Inspection services.
112- The Architect-Engineer (Herein referred to as the A-E) shall furnish all services, materials, supplies, plant, labor, equipment, investigations, inspection, tests, studies, superintendence and travel as required in accordance with this Contract, various Task Orders, and the A-E's pricing as specified on the Schedule of Items in Section B. (herein after referred to as the schedule)
113 - The A-E shall furnish sufficient technical, supervisory and administrative personnel at all times to insure prosecution of the work in accordance with professional standards and the delivery schedule listed in each Task Order.
120 - Location of Projects
121 - Projects will be located in Region 9. Region 9 consists of the following Forest (State).
The FS will attempt to keep the A-E within these areas working in those areas, however the Forest Service reserves the right to award projects throughout the entire area of Region 9.
Wisconsin, Michigan, and Minnesota. Chippewa (MN), Chequamegon-Nicolet (WI), Hiawatha (MI), Huron-Manistee (MI), Ottawa (MI), and Superior (MN) National Forests.
Missouri, Illinois and Indiana. Hoosier (IN), Mark Twain (MO), and Shawnee (IL) National Forest. Midewin (IL) National Tall Grass Prairie.
West Virginia, Pennsylvania, and Ohio. Alleghany (PA), Monongahela (WV), and Wayne (OH) National Forests. Grey Towers (PA) National Historic Site.
Maine, New Hampshire, Vermont, Massachusetts, and New York. Green Mountains and Finger Lakes (VT), and White Mountains (NH) National Forests.
122 - Work will be performed at the Contractor's office, and the project site. Occasionally some of the work will be at the respective Forest Service Office.
130 - Task Orders
Reference Clauses: ORDERING (FAR 52.216-18 APR 1984), TASK ORDER LIMITATIONS (FAR 52.216-19 APR 1984), and INDEFINITE QUANTITY (FAR
52.216-22 APR 1984)
131 - Engineering services shall be procured under the contract through the issuance of task orders. These task orders will be issued on form OF-347 and signed by a Contracting Officer, who has A&E authority.
132- Task orders shall be assigned to a contractor based on qualifications for each specific project.
133-Individual projects contemplated will be sent to the selected contractor for pricing prior to issuance of any task order. The A-E shall submit a detailed Proposal to the Government at the times and places specified in the Government's request. The Proposal shall be submitted by the close of business of the date specified. The A-E's Proposal shall include:
a. The name and phone number of the A-E's Project Leader for the proposed Task Order.
b. A description of the A-E's understanding of the scope of the project including any assumptions made in order to establish the price of the Proposal.
c. A description of the technical approach or methodology for performing the work.
d. A list of the tasks required to perform the work.
e. An itemized list of the personnel needed for each task with an estimate of the time
(including travel time) required to perform the task.
f. An itemized list of the priced equipment, materials and supplies needed for each task including copies over and above the normal requirements.
g. A summary of the costs by tasks, products, and type of services.
h. The total price or fee for performing the work (with the design component specifically identified).
i. The schedule for accomplishment of services and delivery of products.
133 - Negotiation between the contractor and the Government may occur on all aspects of the proposal. Negotiations can be held by telephone, or by a meeting between the parties.
Negotiations will be chaired by the Contracting Officer. The purpose of the negotiations will be to reach a fair and reasonable price to perform the work; as well as, to reach agreement as to the services, products to be provided, delivery schedule, and review.
134 - Additional services and subcontractors: When items or subcontractor services are required for which prices have not been established in the Schedule, the A-E shall include the following information in the Proposal.
a. The name and address of the source and/or subcontractor and their business type (ie:
small, HubZone, 8(a), Service Disabled Veteran Owned, etc).
b. Information as to price, how it was obtained (cost elements) and profit.
c. A description of the work to be performed by the subcontractor.
d. A description of the subcontractor's qualifications to perform the work.
e. Quality control/quality assurance measures that will be employed to insure compliance with the Task.
135 - If there is agreement on the project and costs, the Government will issue a Task Order, which will incorporate all terms and conditions of this contract by reference. Task orders shall be for a project and will contain a firm fixed amount that will be the total compensation for that project. If agreement cannot be reached on a proposed Task Order, the Government may terminate negotiations.
136- Each task order shall include, at a minimum, all of the following information:
1. The contract number
2. Task order number.
3. Authorized signature of CO.
4. Detailed description of the service to be performed.
5. Firm fixed price for the project.
6. Detailed description of required submittals, including due dates and exhibits, if appropriate.
7. Map or other adequate description of the project location.
8. Points of contact for technical or other information if other than the COR.
9. Government-furnished property provided (if applicable).
140 - Task Order Modifications
Any change to a task order will be made in writing on form SF-30. Task order modifications will be issued only by the Contracting Officer and shall be identified as a modification of a specific task order. The amount of a task order shall not be changed unless the requirements of the project are changed, and then only by written modification signed by the Contracting Officer.
150 - Government Furnished Data/Property
The Forest Service will provide for the Contractor's review and/or use such information, materials, or equipment in its possession, as it deems pertinent, and it deems reasonably available for the specific project(s) being performed by the Contractor. Forest Service personnel, including the Contracting Officer's Representative (COR) will be available and shall be consulted for technical information as needed for the timely and efficient performance of the services required. All Government Furnished data or property provided to the Contractor shall be signed for by the contractor and shall be promptly returned to the Government upon completion and/or termination of that task order.
160 - Travel Costs
While all costs including travel are to be incorporated in the firm fixed price negotiated for each task order, certain restrictions apply to the amount of travel allowed in contractor’s proposals.
Travel associated with preparing Task Orders shall not be reimbursed. The maximum reimbursement for travel costs shall be limited to the allowance in the Code of Federal Regulations (CFR), 41 CFR Chapter 301 - Travel Allowances, and in effect at the time the Task Order is issued. Per diem reimbursement shall not be allowed for travel of 10 hours or less. Per diem for partial days of travel shall be at 75% of a full day's rate.
170 - Meetings and Conferences
Periodic meetings shall be held whenever requested by the Government or the A-E for discussion of questions and problems relating to the work required under each Task Order. The A-E and subcontractors shall attend and participate in all design conferences, including site/criteria, predesign, and/or other conferences pertinent to the work, at the A-E Office, Government Office, or other location as directed by the Government. These meetings are considered part of the normal work requirement and no additional money will be due the contractor.
180 - Additional Subcontractors
When an unanticipated need for services arises that cannot be provided by the A-E, the A-E shall obtain such services as required to complete the work. Prior to hiring a subcontractor, the A-E shall submit the following information to the Government.
a. GSA Standard Form (SF) 1413 - Statement and Acknowledgement for Subcontractors.
b. Information as to price, how it was obtained, cost elements and profit.
c. A description of the work to be performed by the subcontractor.
d. A description of the subcontractor's qualifications and business type (ie: small, hubzone, etc).
e. Quality control/quality assurance measures that will be employed to insure compliance with the Task Order.
Under no circumstances shall the A-E hire a subcontractor without receiving written approval from the Government. The Government will make payment after completion of the subcontractor's services to the A-E.
190 - Coordination and Prosecution of the Work:
191 - Supervisory Control: The A-E shall furnish sufficient technical supervisory and administrative personnel at all times to insure prosecution of the work in accordance with the delivery schedule listed in each Task Order. The A-E shall appoint a Project Leader to serve as a single point of contact and liaison between the A-E and the Government for all work required under each Task Order. Upon award of each Task Order, the A-E shall immediately advise the Government, in writing, of the name of the individual so designated. The A-E Project Leader will be responsible for the complete coordination of all work developed under each Task Order.
192 - Liaison: During the execution of the work under each Task Order, the A-E shall keep in close liaison with the COR, who will coordinate the work with the requesting unit.
Requests made by other Government officials shall be referred to the COR or Contracting Officer.
193 - Quality Control: All work will be accomplished with adequate internal controls and review procedures to eliminate conflicts, errors, and omissions, and to insure the technical accuracy of all design information. The A-E Project Leader shall review submittal prior to delivery for contract compliance (in all cases) and shall certify in writing that the submittal has been reviewed and is in compliance with the contract. This Leader shall sign or initial, and date each deliverable to the USFS in ink. Project submittal received without certification will be rejected.
194 - Site Visits, Inspections, and Investigations: The A-E shall notify the Government of all visits and inspect/investigate the site of each identified project as necessary and required during the preparation and accomplishment of the work. All data developed under the Task Order shall be related to current site conditions and to other proposed work within the specific project area. Work beyond the original scope of work shall be accomplished only at the direction of the Government. The A-E shall make, at their own expense, all meeting, visits to locations and to work sites as required to accomplish the work under the Task Order.
DIVISION 200 - TECHNICAL SPECIFICATIONS
210 - Submittals
Each Task order will identify the submittal(s) to be furnished by the Contractor during and/or upon completion of the project or task. The task order will include a detailed description of all required submittals including delivery dates and submission points. Upon delivery, all submittals become the sole property of the Government.
220 - Requirement of Registration of Engineers
All finished designs; drawings, specifications, and reports must be stamped and signed by a professional engineer. Registered in the state where the project is located is preferred, unless otherwise stated. Exception to this will be made if during negotiations the Forest Service agrees to accept a project from other than a professional engineer registered in the state where the project is located and specifically states on the task order.
230 – Investigations and Studies
231 - All investigations or studies shall be summarized in a bound type written report or included in a design analysis when applicable.
232 - Reports shall present the following:
a. Discussions of the study and investigation.
b. Description of all plans and schemes considered for obtaining the desired end result of the study.
c. All drawings and sketches required to present and illustrate the details and results of the study.
d. Required estimates of construction costs, including comparative costs for indicated alternate plans and schemes.
e. Results, conclusions and recommendations.
240- Design Services
Design services may include projects such as roads, dams, bridges, embankments, landslide stabilization, foundation, facilities, and other civil / structural engineering related projects.
241 - The A-E shall obtain or fully prepare necessary permits, licenses and approvals from all local, State and Federal authorities necessary for the performance of the A-E's services as negotiated in the Task Order. Should it become necessary in the performance of the work and services for the A-E to secure the right of ingress and egress to perform any of the work on properties not owned or controlled by the Government, the A-E shall secure the consent of the owner prior to effecting entry on such property. In the event the owner requires the payment of any fee for a license to enter upon and/or use such property, the A- E, when so directed by the Government, shall pay such fee and obtain a receipt therefore.
The expenditures covering such fees shall constitute a reimbursable item under this Contract, and the A-E, upon presentation of a voucher therefore duly supported by proper receipts attached thereto, shall be reimbursed for the full amount thereof.
242 - Preliminary Sketches: Prepare, subject to the approval of the Government, preliminary studies, sketches, and layout plans and reports including estimates of cost of the proposed project and of all structures, utilities, and appurtenances thereto.
243 - Design Standards: All work shall be designed in accordance with normal engineering/architectural standards and additional standards or instructions provided by the Government. All work performed by the A-E shall become property of the Government without any restrictions. The A-E shall provide this work in original format to the Government within 3 calendar days if requested and/or after the completion of this contract. All work shall be done to Government standards. The final work for each Task Order shall be grouped into a PDF project file and issued to the Government within 5 calendar days after the final package is prepared.
244 - Verification: The A-E shall make on-site investigations, as necessary, to verify existing site conditions, including Government Furnished "As Built" drawings, and correct or supplement data as necessary to reflect existing conditions. The initial on-site investigation to verify available and/or develop "as-built" drawings, shall be described and documented with photographs. Design data utilized herein shall reflect the current existing condition.
The A-E shall advise the Government of any discrepancies, ambiguities and lack of clarity noted in Government Furnished drawings and specifications.
245 - Photographs: The A-E shall arrange for photographs of the site and/or structures in connection with the project as necessary to portray the initial conditions affecting the design. One copy of all photos taken shall be furnished the Government as directed by the Task Order.
246 - Photo Print Process for Construction Drawings shall be as specified in the Task Order.
247 - Initiation of Work: The A-E shall not proceed or initiate any successor design level of work prior to receipt of approval of the preceding design level.
248 - Construction Time and Phasing: The A-E shall provide an estimate of the construction time in calendar days to complete the project. The estimate will be based upon a standard 40-hour week utilizing normal size crews of workers. The evaluation of construction time will consider restrictions such as weather, working hours, security, access, noise level, joint occupancy requirements, etc.
250 - Return of Government Items
All Government Furnished materials shall be returned to the Government within 14 calendar days after the date of acceptance of the work to be accomplished under the applicable Task Order.
260 - Omissions & Errors
After submission of the Drawings, Specifications, and cost estimate, the A-E shall make any corrections thereto as may be necessary because of errors or omissions, including the preparation of addenda during the bidding period that may be required as a result of such deficiencies.
270 - Cost Estimates:
Construction Costs: Cost estimates shall be accurate and realistic, reflecting current prices for work and materials, and taking into account probable labor shortages that may occur because of other known proposed projects in the area. The estimates shall be broken down into major items of construction, as approved by the Government. Each major item shall be further broken down into component units of labor and materials with the quantity and cost of each unit shown. Lump sum amounts for major items which cannot be readily analyzed will not be accepted. Cost estimates shall present separate costs for each line item, broken down into costs for individual buildings, facilities and components thereof, as directed by the Government. All estimates of construction cost submitted under each Task Order shall reflect the current unit and lump sum prices at the time of submittal. An estimate is required for:
a. Preliminary Design: A preliminary-type estimate is required if this 35% stage of design submittal is required.
b. Pre-Final Design.
c. Final Design: This estimate shall be revised to reflect final design review comments and shall be submitted with the final design and related data.
d. Or as indicated in the Task Order
The A-E shall maintain the confidential nature of all cost estimates prepared under each Task Order.
280 - Specifications:
281 - General: The A-E shall subscribe to a nationally recognized specification service. The specifications shall be updated on a regular basis. The Government may furnish, for any task order, the A-E a portion or all of the specifications required for a project. The A-E shall be responsible for incorporating and editing any Government furnished specifications into the A-E's specification package.
282 - Outline Specifications: Prepare outline specifications covering all contemplated construction materials and equipment to be incorporated in the project as the result of original designs by the A-E. Outline specifications shall be provided with the preliminary submittal.
283 - Pre-Final (95%) Specifications: A complete set of typed specification and other sections developed for the project, including bid Schedule of Items with appropriate quantities, and an index of the Technical Sections (includes Division I) of the specifications will be submitted with the Advance Final Data. Final project specifications will be corrected for review comments; original specifications (not photographic copies) will be submitted with the Final Data. Preparation of the contract package and special clauses will be by others.
To facilitate preparation of the special clauses, the following information is to be furnished with the preliminary data:
a. Phasing (order of work) requirements
b. A list of any Government Furnished Materials to be used by the Contractor. The list must include complete descriptions and quantities of each item and place where materials are or will be available to the Contractor.
c. Materials to be removed and reused: Indicate whether any material removed is to remain the property of the Government, and if so, a list or a statement that the items are listed on the Drawings.
284 – Final Specifications: Prepare Specifications in a single volume covering all items of work.
They shall include the Statement of Work, Special Conditions and Technical Provisions and a list of Bid Items and Quantities. The intent is to prepare complete Specifications so that the project construction may be readily advertised for bids and contracted for as a whole or in parts. Bid items shall be developed so that total construction costs of line items may be determined. Specifications shall be unbound and typed on 8 1/2" x 11" bond paper.
Specifications shall be submitted electronically in MS Word and PDF format or as stated in the task order..
285 - Contractor's Approval and Test Schedule: A schedule of the Contractor's approvals and testing shall be prepared listing all shop drawings, samples, tests, and certifications to be submitted in accordance with the Specifications. Each item listed shall be referenced to the paragraph in the Specifications which required the Contractor's action thereon.
290 - Design Analysis
The design analysis will be a bound assembly, in one or more volumes of functional and engineering criteria and design information. The design analysis submitted for review shall include all information, narrative descriptions, catalog cuts, product information, project scope, confirmation notices, computations and all previously made review comments with the A-E's annotations as necessary to support and describe the design developed. They shall be in such detail as to permit complete understanding of the project design. When brand names or equal are used to specify a product the design analysis shall contain catalog cuts and other information in sufficient detail to clearly identify the product and its saline characteristics. When products are specified by standards and not by name, the design analysis shall identify at least two sources of products meeting the listed standards. The design analysis shall be prepared to present the data in an organized manner for:
a. review, approval, and record purposes,
b. use in adapting designs to other sites,
c. future reevaluation and modification of construction.
d. review and acceptance of contractor submittal.
291 - Preparation
a. Size and Layout. The design analysis shall be legible and clearly expressed.
b. Organization. The design analysis for projects with more than one major structure will be organized into volumes for each major structure with a title page and complete table of contents for each volume. Each volume shall include the name of the structure, the name of the project if different, the project number, fiscal year, date of publication, and the drawing and specification numbers assigned to the facility.
Covers will be a durable material with information to indicate contents therein.
c. Design Calculations. Calculations shall be computed and checked by separate individuals. The names or initials of these individuals will be indicated on the page or insert carrying the calculations. Presentation will be clear and legible with a tabulation showing all design loads and conditions. The source of loading conditions, formulas, and references will be identified. Assumptions and conclusions will be explained and cross-referencing will be clear.
d. Use of Computer Programs. When computer programs are used, the design analysis should include a complete listing of the input and output data, and calculations necessary for preparation of the input data. Input should be annotated to facilitate a reviewer's verification of data. Computer output should be in a format that identifies results by proper column headings and line identification keyed to a sketch of the structure if necessary. Voluminous output data may be included in a separate volume or, output presentation may be limited to key sections or to typical results when output is repetitive. Results should be verified by a "ball park" hand analysis. The required level of verification is dependent on such factors as complexity of analysis, importance of results and level of confidence in the program. Approved computer programs will be those commonly used programs judged to be reliable and thoroughly debugged. When non-approved programs are used, the design analysis must include a description of the theories, assumptions and design methods employed, sufficient to verify validity of the program.
e. Other Data. Codes, manuals, special investigations and reports are to be considered and used as applicable.
f. Submission. Except when specifically exempted, the design analysis will accompany all drawings submitted for review, approval, information, or record.
292 - Review Comments: The Government will furnish review comments on the data submitted at each design levels. The A-E will annotate all review comments. If any review comment requires clarification and/or amplification to assure compliance, the A-E shall notify the Government.
300 - Drawings:
301 - General: All Drawings shall be prepared by such methods and quality of workmanship to permit satisfactory clear and legible drawings. Drawings shall be prepared accordance with the Forest Service CAD Standards. Sheets shall be numbered sequentially. A legend of symbols and abbreviations shall be provided and be in accordance with standard drafting guides.
302 - Preliminary (35%), Pre-final (95%), and final (100%) drawings shall be submitted in accordance with the delivery schedule established in each Task Order. Multiple sheet drawings shall be labeled in the lower right hand corner as either "preliminary", "advance", or "final." Drawings submitted for review shall be in electronic .pdf format.
303 - Contract Drawings: All Drawings shall be provided in original tracings on four mill double mat polyester drafting film and in electronic .pdf format. Drawings shall have all previous corrections and comments incorporated and represent a final product suitable for advertising. Each sheet of the Drawings shall be stamped and signed by an architect or registered engineer of the appropriate discipline.
304 - Drawing Scale: Shall be as prescribed in the Task Order or to industry standards as required to depict the necessary information in an uncontested clear concise manner.
305 - Computer-aided Design and Drafting: The A-E shall submit electronic files and project directory of drawings on CD or other formats requested. Electronic file drawings shall be fully compatible with the required version of AutoCad. The A-E shall be responsible for insuring electronic drawings are completely readable and usable by the Cad system being utilized by the National Forest requesting the work. The Government will not be involved in any translation process.
310 - Design Phases.
311 - Preliminary Designs: General.
a. Prepare preliminary designs based upon the project criteria and instructions.
Preliminary designs are required for all features of the project.
b. For facilities involving site adaptation of available plans, preliminary designs are not required for any construction feature that will be incorporated in the project without change from the design shown on the basic plans. Hence, if the plans can be site adapted without changes in the superstructure, preliminary designs are not required for the superstructure. If project criteria requires modifications to the superstructure, preliminary designs are required for the modifications only.
c. The preliminary design (35% complete) data shall consist of:
-Preliminary Drawings -Table of Contents of the Specifications -Design Analysis -Preliminary Estimate of Construction Cost -Construction Phasing Data -Color Boards (if required)
312 - Pre-Final Design (95%):
a. General: The Pre-final design shall represent a product which is nearly completed with only the omission of a few minor details/items. All previous review comments shall have been incorporated into the design.
b. The Pre-final design shall consist of -95% drawings (including electronic drawing), design analysis, updated cost estimates, updated construction schedule& phasing data, updated construction cost estimate, bid schedule (include with specification), updated color boards (if required), and list of all submittal (include in design analysis)
313 Final Design (100%)
a. General: Accomplish the final detail design of the project complete with all component parts and appurtenances. The final designs shall be based upon the project criteria and where furnished or required, upon approved preliminary and advance final designs.
b. The Final Design shall consist of complete drawings (all previous review comments incorporated, complete specifications (all editing completed) complete design analysis, updated cost estimate, and any other documents required for the advanced final review which were revised.
320 - Utilities
The Government will furnish all available data pertaining to all utility lines known to exist at and in the immediate vicinity of the project site. The A-E shall verify and locate all utilities, in coordination with utility companies, in the vicinity of the project site.
330 - Verification of Existing Site Conditions
The Government will furnish when available "as built" or construction drawings pertinent to the facilities involved. Such drawings, however, are not warranted to show presently existing conditions at the site. The A-E, therefore, shall verify in the field all data shown on such drawings as necessary for accomplishment of his work and shall obtain all other data as required to insure the complete and proper design of the project. When as-built or construction drawings are not available, the A-E shall perform all work required to gather the necessary information to incorporate and coordinate the new construction with the existing construction.
340 - Inspection Services
If directed in the Task Order, the A-E shall perform all services, for surveillance inspection during the progress of construction up to and including the completion and final acceptance of the project in accordance with the requirements. These services will be required on an as needed basis for all work under the construction contract. One day notice should be adequate to execute this portion of the contract.
341 - General. The A-E shall report to and assist the Contracting Officers Representative
(COR). The Contracting Officer shall maintain construction administration responsibility for the contract during the construction of the project.
342 - A-E Full Time Project Representative. The A-E shall designate and assign a project representative (subject to approval of the Government) who will serve as the point of contact during the on-site observation and inspection of the construction work in progress and to ascertain that the work is executed in conformance with the Drawings and Specifications. Additionally, the A-E shall perform the following services:
a. Evaluate suggestions or recommendations submitted by the contractor and make recommendations.
b. Monitor the construction schedule, identify conditions which may delay construction completion and make recommendations concerning contract time extensions.
c. Interpret and clarify the intent of the drawings and specifications as directed by the
Government.
d. Attend conferences held at the project site.
e. Observe tests at the project site, required by contract documents as actually conducted, and maintain record and report on such test procedures.
f. Maintain records and files of correspondence, site conference reports, shop drawings, addenda, change orders, and supplementary drawings issued subsequent to award of contract.
g. Inspect all phases of construction for compliance with plans and specifications.
Maintain a diary utilizing Government approved forms. Each day's entry shall be signed by the A-E project representative and submitted to the Contracting Officer's Representative daily.
h. Maintain progress charts and submit monthly progress charts to the Government.
i. Develop a construction deficiency list for, and participate in, all inspections. Make recommendations concerning final acceptance.
Limitation of Authority. The A-E shall not authorize deviations from the contract documents, enter into the area of responsibility of the construction contractor's superintendent, advise or issue directions to any aspects of construction means, methods, techniques, sequences or procedures for safety precautions and programs in connection with the work, or issue a certificate of payment during the construction work without authorization from the Government.
343 - Change Orders. The A-E shall prepare a change order when the construction contract requires modification due to differing site conditions, design deficiency or other reasons directed by the Government.
a. The A-E shall prepare detail working drawings as required to depict the change.
b. The A-E shall prepare detail specifications.
c. Cost Estimate. The A-E shall prepare a cost estimate. The A-E shall protect the confidentiality of the cost estimate.
d. The A-E shall fill out Government furnished Form SF 30 (Change Order Form) along with supplemental forms, and submit these forms along with the drawings, specifications, and cost estimate to the Government.
350 - Contract Claims Consultants
Furnish qualified personnel to assist and advise the Government on analysis of construction contract claims. The A-E representative must have a thorough working knowledge of construction practices, construction planning, scheduling, management, and the analysis of construction claims and preparation of recommended actions to claims.
