About this file
This document provides additional questions and answers related to solicitation number 1256A119Q0001 for multiple award blanket purchase agreements for environmental analysis and decision making services. The solicitation is seeking proposals from small businesses for establishing BPAs to be awarded by the Department of Agriculture Forest Service Eastern Region. The solicitation is set aside for small businesses with a NAICS code of 541620 and size standard of $15,000,000. The questions and answers clarify that page limits apply to all content including tables of contents; that subcontracts to other small businesses would not count against the 50% subcontracting limitation; that small business goals apply at the task order level; and that a company may submit a prime proposal and also be included as a subcontractor on other proposals, which will each be evaluated individually. The deadline for proposal receipt was extended to December 6, 2018 at 4:00 PM Eastern Time.

1256A119Q0001 R9 EADM BPAs 11/29/2018 Additional Q&A
1) Regarding Q&A #33 (Does the cover page count against the 25 page limit?) for the referenced soliciation, does the table of contents also count against the 25 page limit? Yes the TOC counts against the 25 page limit.
2) Will you consider adding the “similarly situated entity” clause into the contract to allow the “labor” provided by small business subcontractors count toward the 50% small business requirement? There isn’t a clause to add, however the language in 15 USC 657s would be used when monitoring the enforcement of clause 52.219-14. The language says that contract amounts expended by a covered small business concern on a subcontractor that is a similarly situated entity (ie: another small business in NAICS 541620) shall not be considered subcontracted for purposes of determining whether the covered small business concern has violated the subcontracting limitation of 50%. In other words, subcontracts to other small businesses don’t count against the 50% subcontracting limitation.
3) Will the 50% small business requirement apply at the task order level or the BPA level? Clause 52.219-14 will apply at the call/order level.
4) Can a company serve as a prime contractor on one bid and a subcontractor on one or more other bids and if this is allowed, will the same firm being on two or more teams influence the decision-making process? A company may submit an offer as a prime and be included as a subcontractor for other prime offerors. Each technical proposal will be evaluated individually based on the evaluation factors contained in the solicitation.
5) Our question is whether the actual physical cover of our proposal also counts as a page? We typically put a nice cover on the entire proposal, then once you open it, we start with our cover letter. The technical package must be in one word or pdf document. That document is limited to 25 pages, so any pages you have in that document will count toward the limit. The price package doesn’t have page limitations, but it won’t be provided to the evaluation panel.
