PERFORMANCE-BASED SERVICE CONTRACT (PBSC) REQUIREMENTS
Treatment effectiveness monitoring will be completed by COR or designated inspector(s). Forest Service monitoring will be completed within 30 days after receipt of the invasive species treatment form(s). In determining treatment results using the Quality Assurance Plan, retreatment of areas may be required if FS inspector determines more than 15% of the area designated for treatment does not show removal, death, adequate damage to the target invasive plants.

De-incentive
Physical/Manual Treatment Category
1.1
Herbaceous flowering plants, grasses, and small woody seedlings – pull/dig/clip: Contractor will pull or dig up entire plant including roots or clip to remove flowering heads and stems of NNIP. Generally completed on individual plants or small infestations (≤ 5 acres)
90% of target NNIP infestation treated.
Minimum 85% removal of target NNIP infestation(s)
AND
Less than 10% removal of non-target plant species
Visual
Contractor will re-work at their own cost if QS and/or AQL are not met
AQL determinations are made by the COR upon inspection of work
1.2
Small woody shrubs and vines – clip/cut: Contractor will clip or cut to remove NNIP aboveground plant parts. Generally completed on individual plants or small infestations (≤ 5 acres)
90% of target NNIP infestation treated.

AQL determinations are made by the COR upon inspection of work.
Mechanical Treatment Category
2.1
Herbaceous flowering plants, grasses and small shrubs – mow/brush: Contractor will mow or brush to remove target NNIP infestations. Generally herbaceous species but may include small shrubs.

Herbicide Treatment Category
3.1
Herbaceous flowering plants, grasses, vines, small trees/shrubs – Foliar treatment: The Contractor will apply foliar treatment using backpack or hand-held apparatus, Truck, ATV/UTV/OHV mounted single or multi-nozzle spray devices to control NNIP infestations.
95% of target NNIP infestation treated.
Minimum 90% kill of target NNIP infestation(s)
AND
Less than 10% removal of non-target plant species
Visual
Contractor will re-work at their own cost if QS and/or AQL are not met
AQL determinations are made by the COR upon inspection of work.
3.2
Small trees and shrubs - Cut stem/stump – The Contractor will cut and apply herbicide to stem/stump at a sufficient rate to meet or exceed the kill rate on target NNIP infestations.
95% of target NNIP infestation treated.
Minimum 90% kill of target NNIP infestation(s)
AND
Less than 10% removal of non-target plant species

Hiawatha NNIP IDIQ 12569R19Q0017 Attachment B – Quality Assurance Plan
Meeting the AQL for Line Items: Meeting or exceeding the acceptable removal or kill ratio on target NNIP but exceeding the specified removal or mortality value to non-target desirable plants, will result in the same reduction because the Contractor(s) did not meet all elements of the AQL values. Additionally, Contractor(s) must re-work treatment area(s) at their expense upon failure to meet AQL values at the final inspection for each contract line item where the work performed failed to reach the minimum acceptable target removal or kill ratio of the NNIP infestation(s). The Contractor must ensure that any re-work does not cause the application of herbicide exceeding maximum allowable application volume within an area or season in accordance with the label. If adequate control was not achieved by the first application and a second application cannot be made in accordance with the label, the contractor shall meet with the COR to identify an alternative.
Inspection: The Forest Service considers passing inspections (interim or final) to be critical. The Forest Service strives for effective and efficient contract administration; one way of promoting this is to limit the need for re-inspections.
Incentive: The contractor will receive a 5% incentive, per task order, if all work items achieve 100% removal of target NNIP infestations and less than 10% removal of non-target plant species.
