Will the firm licensing requirement be satisfied as long as the team which consists of prime contractor and subcontractors are collectively licensed in both states?

Replace “Only firms licensed and insured in the States of Michigan or Wisconsin, or both” on page 22 of the solicitation with “Firms must have a qualified, licensed, professional engineer able to sign road and trail bridge designs and culvert designs with a span greater than 20 feet in both Michigan and Wisconsin to be awarded a contract for Zone 1. Firms must have a qualified, licensed, professional engineer able to sign road and trail bridge designs and culvert designs with a span greater than 20 feet in Michigan to be awarded a contract for Zone 2. Firms must have a qualified profession engineer licensed in one of the 50 states to sign all other designs. The requirement to be licensed is for the prime contractor.” – See updated solicitation.
