Evaluation Criteria
(a)The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Past Performance: The technical proposal must include information on past performance of the firm. Include a list of all similar projects completed within the past three years. Include the name of the contracting entity, name of contact, telephone number, contract price, information regarding completion timeframes, success of the project, whether any contracts were terminated prior to completion, and if so, the reason for termination, and provide any unsatisfactory performance record with your comments. The following sub-factors will be considered when evaluating past performance: project management, quality control, and understanding of work to be done. Any derogatory past performance information obtained will be presented to the effected offeror, allowing that offeror an opportunity to respond with mitigating facts. Proposals receiving unsatisfactory and marginal ratings may be eliminated from further consideration. The competitive range will consist of all the most highly rated proposals.
Experience – Describe the skills, qualifications, and experience of your personnel in performing tasks similar to those identified in this solicitation. Similar work includes such operations as other weeding operations and/or working with tree seedlings. As specified in the clause titled, Key Personnel, identify the individuals to be assigned to the Key Personnel positions. Also describe the qualifications and experience of the company, its principles and any contractors and subcontractors who are expected to be part of the Contractor’s team.
Technical Approach
(a) Project Management. Describe your ability to organize, schedule (production rate), and staff this project to completion and on schedule.
(b) Quality Control Plan. Identify specific quality control procedures that will be followed. Discuss techniques that your firm will use to ensure that your key personnel follow the quality control procedures, results communicated to your crew, and methods to mitigate any potential problems. The Quality Control Plan needs to address how the Acceptable Quality Levels in the Performance Requirements Summary will be met.
(c) Understanding of Work to be done. The contractor will provide a work plan to describe how each task will be accomplished.
Price quotes will be evaluated after evaluations of the technical proposals. Each price quote shall be evaluated to determine price reasonableness and realism for the effort proposed and to determine the demonstrated understanding of the level of effort needed to successfully perform the services. Results of the price evaluation, along with the results of the technical proposal evaluation will be the basis for the award decisions.
Technical and past performances when combined are approximately equal to cost or price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
