AMENDMENT NO. 1

SOLICITATION NUMBER 12531A18R0005

WILDCAT BRANCH AREA C COAL WASTE REMOVAL, PHASE 2

ON THE LONDON RANGER DISTRICT

DANIEL BOONE NATIONAL FOREST IN PULASKI COUNTY, KENTUCKY

Pre-Bid Site Visit Notes The pre-bid site visit meeting was held as scheduled on May 15, 2018 at 10:00 AM EST at the project site. The Forest Service Representatives in attendance were Andrew Christensen and Dave Lane. The following contractors signed in and were represented at the meeting:

2. Enviro Smart, Inc.

3. Hinkle Environmental Services/Semper Tek

4. Chase Environmental Group

5. BMC Contracting

6. Sumner Excavating

7. LMR CHC

Pre-Bid Meeting Agenda:

Questions and Answers:

The following questions have been asked regarding this solicitation. The answers to the questions are addressed below:

1) Questions asked via phone/email prior to pre-bid meeting:

· Q: Should we include assumptions for quantities on aggregate, geotextile, geomembrane listed in pay item 05?

A: You may include your own quantity estimates/assumptions, or use the “Estimated Repository Quantities” listed on Sheet 4 of the Drawings. Please note that Pay Item 05 includes all of the materials required for repository construction, as shown on Sheet 4, including the geomembrane, geotextile, drainage pipe, and aggregate, except for the optional bottom liner, which is included in Pay Items 06 and 07. See “Repository Note 2” on Sheet 8 of the Drawings for additional explanation.

· Q: Is the underdrain system piping/rock optional? Where do we include costs for the underdrain system piping/rock?

A: The underdrain system is required. It is to be included in Pay Item 05, as it is part of the repository construction. See the Drawings and Section 06 of the specifications.

· Q: What should we assume for the length of the 4” solid drain pipe?

A: The underdrain system is required. It is to be included in Pay Item 05, as it is part of the repository construction. See the Drawings and Section 06 of the specifications.

· Q: Do you have any specifications on the type of pipe you want to install for the 4” drain or the discharge pipe?

A: There is not a specific pipe identified. The only requirement in the contract is 4” HDPE. The design was for a standard 4” highway drainage pipe. The specific pipe would be approved in the submittal process.

· Q: It looks like when the coal is removed from the excavation area it’s going to be kind of flat, not a hole. It looked like the coal was more of a mound. Is that right?

· A: The goal of the grading/reclamation at the excavation site is to leave it as flat as possible, but with a minimum slope of 1V:1.5H, so that vegetation can be established.

2) Questions asked during the pre-bid meeting:

· Q: Do the liners from Phase 1 (existing repository) and Phase 2 (proposed repository) need to be tied together?

A: No. The Phase 2 repository will be a separate “cell” adjacent to the Phase 1, existing cell.

· Q: During Phase 1, was any rock encountered in the excavation?

A: No sizable rock was encountered in Phase 1. The repository site is a valley fill area and all material was mining waste and spoils from the strip mine.

· Q: Do you have a schematic for the drainage pipe below the repository?

A: No. The only requirement was that the collector pipes would be spaced 30’ on-center. The arrangement of the pipes can be proposed by the contractor and approved by the COR during construction.

· Q: Can the alternate route we took to get to the excavation area be used for the trucks (when they’re empty, not to haul full).

A: We need to plan to use the proposed haul route. The upper portion of the alternate route is a County road. We do not want to abuse the County road unless we get an agreement with the County, which may not be possible in time to accomplish the work and would require a greater level of road maintenance.
