About this file
This is a Request for Information (RFI) issued by Multnomah County Library District in Oregon, seeking potential suppliers for library cards. The RFI, numbered RFI-38-2025, is open from September 20, 2024, to October 22, 2024, and aims to gather information about library card materials, sustainability, and production processes. The library system, which has the fourth-highest circulation in the United States and the second-highest per capita, currently serves nearly 400,000 cardholders and issues over 50,000 new library cards annually. The county is specifically looking for library card samples that meet or exceed current specifications, including a combination key fob and standard card size (2.125"H x 4.5"W), PVC material, specific thickness, and barcode requirements.
The RFI emphasizes sustainable and environmentally friendly library card production, seeking alternatives to traditional PVC cards. Potential suppliers are asked to provide detailed information about their card materials, including manufacturing processes, recyclability, lifecycle, environmental impact, and production costs. The county is particularly interested in materials that have a reduced toxic footprint, are recyclable or compostable, and minimize waste during manufacturing. Suppliers are required to submit three sample cards and are informed that all submitted materials will become the property of the county. There is no monetary exchange or contract resulting directly from this RFI, but the information gathered may be used to construct future solicitations or cooperative contracts.

INTRODUCTION
The Multnomah County Library District (Library) is seeking responses from suppliers that are interested in providing library cards on a requirements basis. Major components include card durability, clear printing of text and barcodes, barcode scan-ability, and immediate replacement of any defective cards. The Library is seeking sustainable options that can accommodate all of the major components as well. Information gathered as a result of this Request for Information (RFI) may assist the County in the construction of any potential solicitation(s) or provide cooperative contracts for available products and services. There shall be no monetary exchange or contract resulting from this RFI. The County, at its sole discretion, may request product demonstrations from any or all qualified respondents.
BACKGROUND AND POTENTIAL SCOPE OF PROJECT
The Library with its flagship central library and 19 branch system, has the fourth-highest circulation of any public library in the United States and the second-highest circulation per capita, according to a recent Public Library Data Service Report. With nearly 400,000 cardholders, the Library annually receives over 1.7 million visits, fills 1.5 million hold requests, and circulates over 16 million items; over 50,000 people register for new library cards each year.
Currently we procure cards that fit these requirements:
o A combination key fob and standard size card, current card size: 2.125"H x 4.5"W o At least 1 clear and 1 white core color o PVC material o A thickness of 0.030” o Current finishes: semi gloss on front and matte on back o A barcode 14-digit library card number - can be scanned and read by 1D and 2D scanners, such as the Honeywell Voyager 1470G 2D USB o An eye readable 14-digit library card numbers
We are seeking ways to improve upon this scope in terms of non-toxic and sustainable materials.
While we are emphasizing non-toxic and sustainable options, we would also like to emphasize the importance of durability. Samples of materials discussed in answers submitted are preferred.
Provide three (3) library card samples that demonstrate or exceed the above product specifications;
clearly label each sample with proposed card number, size, core color, materials used, thickness, finish type on front and back. Provide the carrier and tracking number for the samples submitted in your response.
Samples must be received at the following address:
