Statement of Work for Disposal of APHIS Regulated Waste at the Kellogg Soil Survey Laboratory
Purpose
A percentage of soil samples received, processed and analyzed by the Kellogg Soil Survey Laboratory (KSSL) are regulated by the USDA Animal and Plant Health Inspection Service (APHIS). The APHIS soil permit which allows the KSSL to receive regulated soil samples gives specific requirements for the handling, and disposal of regulated soil samples. The soil samples themselves and materials that come in contact with the soil samples must be handled, decontaminated and disposed of according to specific requirements in the APHIS Permit and Compliance Agreement. The KSSL produces three categories of waste products that it does not have capacity to decontaminate: acid waste, water/acetone mixtures, and solid consumable waste. These materials must be collected and disposed of by a contractor that is permitted and approved by APHIS and any other applicable regulatory agency. The contractor will be required to collect regulated waste materials upon request by the KSSL.
Requirements
1. Contractor will furnish the KSSL a copy of its current APHIS Permit and Compliance Agreement and any other pertinent Federal, State and local governmental permission documents needed to collect, transport and dispose of by incineration the following categories of APHIS-regulated waste materials:
a. Solid debris consisting of lab materials including but not limited to plastic pipettes, paper towels, latex gloves, nitrile gloves, plastic syringes (no sharps), paper cups, plastic cups, glass and plastic test tubes and other glass and plastic lab ware, cardboard boxes, and soil.
b. Low pH liquid waste containing mixtures of boric acid, hydrofluoric acid, hydrochloric acid, nitric acid, water, settled and suspended solids.
c. Water/acetone mixtures with settled and suspended solids.
2. It will be the complete responsibility of the contractor to obtain all required permits and licenses to receive and transport and dispose of the waste.
3. Contractor will furnish secondary containment drums for liquid waste streams. The KSSL will palletize and wrap boxes of solid debris.
4. Three to six times per year, between the hours of 9 am and 3 pm Monday – Friday, the contractor will pick up waste materials upon request by the KSSL, located at 100 Centennial Mall N., Lincoln, NE 68508.
5. Contractor will assume all responsibility for materials after pickup.
6. Price for each class of waste should be provided on a per unit basis.
7. The quotation should include all other associated charges including transportation, loading, demurrage taxes and fees, potential surcharges and containers.
