C.1 - GENERAL SPECIFICATIONS
A. Scope of Contract The contractor will be required to assist the USDA Forest Service - Savannah River (USFS-SR) in controlling the wild hog population on the Savannah River Site (SRS). The work being performed will consist of capturing and dispatching wild hogs using traps and trained dogs. The term “wild hog” refers to any wild-living form of Sus scrofa, including Eurasian wild board, feral hogs, or hybrids between these two forms. The location, date, and time of this work activity shall be as directed by the contracting officer (CO). The Contractor will be required to provide:
1. Personnel and supervision
2. Dogs trained to hunt wild hogs only (not deer dogs)
3. Adequate transportation (4X4 pickup truck preferred)
4. Safety equipment
5. Supplies (gasoline, dog boxes, bait, tracking collars, leashes, etc.)
6. Traps and trap supplies, bait for traps
7. The contractor has the option of using a firearm while conducting wild hog control activities. If a firearm is utilized, it shall be provided by the Contractor and shall be a .22 caliber rim fire rifle and/or sidearm (pistol). Only two individuals in the contractor’s employ will be allowed to carry a firearm, one being the contractor and the other being mutually agreed upon by both the contractor and the COR. If a sidearm (pistol) is used the sidearm shall be carried in a clearly visible holster that has some means to secure the sidearm in the holster. The sidearm shall remain secured in the holster except when being used to dispatch a wild hog. The Contractor must be familiar with all firearms being utilized and must meet all state and federal laws concerning the carrying and use of a sidearm. No firearms shall be loaded while in the vehicle during transport. Firearms shall be properly stored in vehicle at all times when not in use.
8. Personal Contractors and employees who use firearms for their contracted work must complete a background investigation and the holder of the contract must submit in writing that such person does not partake in the use of illicit drugs or the non-medical use of prescription medications at any time. Upon successful completion and submission of the background check and reception of the written statement, the COR will be notified and the applicant is cleared for firearm use. Any reasonable suspicion by the CO, COR, Inspector(s), or any other party associated with the contract about possible drug or alcohol use would result in said contractor’s removal from the site and confiscation of site badge.
9. Every Contractor and employee who is verified to utilize firearms must pass a firearm proficiency test twice a year which includes shooting twice a year for a score in front of a USFS-SR NRA Certified Firearms Instructor to show proper marksmanship and safely handling of a firearm.
10. Attempts to dispatch wild hogs will take place during the daylight hours. No wild hogs will be taken at night.
11. Any injuries incurred by the Contractor, Contractor's employees, SRS employees, or visitors during interaction with wild hogs or any activities associated with implementing the contract are the responsibility of the contractor.
12. The period of this contract shall be 12 months. Generally during the warmest months of the year (June – September) only trapping is conducted and (October – May) trapping and dog hunting is taking place. The starting time for hog hunting with dogs will begin at 0700 hours and will cease at or before 1500 hours. If dogs are missing, the contractor will be allowed time to retrieve them, but shall be off SRS property by 1730 hours. SRS deer hunts are conducted October – December and coordination with the COR about the hunt areas and shutting down traps prior to the hunts may be necessary.
13. The contract option might not be exercised if the contractor does not participate in dog hunts, does not maintain adequate number of traps and/or fails to maintain adequate hog dispatch numbers.
14. The bid amount per wild hog dispatched and properly verified by the COR with proof determined by the COR or Inspector will be paid in accordance with C.3 - Payment.(see below) B. Description and Location All areas are within the boundaries of the Savannah River Site located in portions of Aiken, Barnwell, and Allendale counties, SC.
Advanced Tactical Training Area (ATTA) –Access to this area can be restricted for short periods of time due to training and access will require coordination with dispatch.
Portions of Hunt Compartments 7 and 27 which lie east of Par Pond. Access to these compartments can be restricted for short periods of time due to training off-site and access will require coordination with dispatch.
C.2- TECHNICAL SPECIFICATIONS
A. Wild Hog Removal with Dogs Contractor will use trained dogs (dogs that silently trail and bay) to find and dispatch wild hogs. The contractor will supply the dogs. The use of dogs will be in accordance with the following specifications:
1. Dogs shall be used to locate and dispatch wild hogs, primarily in areas determined to be high priority by the COR and secondarily anywhere on site that is not a restricted area.
2. All dogs being used must have current rabies vaccinations and a rabies certificate must be provided by the contractor.
3. All dogs will wear a collar showing the owner's name, address, and telephone number. All dogs must also wear radio tracking devices.
4. No dogs will be used if they have a past history of aggression toward people.
5. The dogs must be exclusively wild hog trail dogs, wild hog bay dogs, and wild hog capture dogs. Dogs that hunt or are prone to hunt other wildlife species will not be used. The dogs should respond favorably to the handler’s commands.
6. Contractor may bait their specified hunt compartments and traps with corn or other bait approved by the COR. All bait is to be provided by contractor and baiting may occur at any time during the week between the hours of 0700 and 1730. Baiting schedules during the SRS Ultimate Turkey Hunt, Mobility Impaired Deer Hunt, and Wounded Warrior Deer Hunt will be directed by CO and/or COR.
7. When wild hogs are located by dogs, the contractor will dispatch the wild hog immediately at that location. Caution will be used when approaching and dispatching the wild hog to avoid personal injury to the contractor. Safety is a top priority and if the wild hog cannot be dispatched in a safe manner to insure the contractor's safety and any nearby person's safety, then the wild hog will not be dispatched. Any injuries incurred by the contractor, contractor’s employees, or any person during interaction with wild hogs or tracking are the responsibility of the contractor. If the injury is due to the fault or the negligence of the person injured, than that person will be responsible for their own injuries.
8. The death or injury of dogs due to interactions with wild hogs or for any other reason is the responsibility of the contractor. Replacements for these dogs should be readily available so as not to delay implementation of this contract. If dogs are lost on site, the contractor has the responsibility of thoroughly searching for the dog and picking the dog up from persons who may find it. The Forest Service shall not house the dogs for the contractor.
9. Shooting with firearms will take place only if the contractor knows what is in the line of fire and what is behind the target. If the contractor does not know with 100% certainty that a shot can be made at no risk to site employees, other persons, or property then the shot will not be made. No shooting will occur within ¼ mile of buildings or facilities occupied by site personnel or within ¼ mile of primary roadways. The CO and/or COR can at any time and for any reason restrict the use of firearms. Inspectors can restrict the use of firearms only when a safety concern is involved.
B. Wild Hog Removal with Traps
1. Trapping may occur year round.
2. Contractors will be responsible for checking traps throughout the week between the hours of 0700 – 1730.
3. During the months from 1 October to 31 May, the traps must be checked a minimum of every 2 days. From 1 June to 30 September traps must be checked every day due to heat conditions. These dates maybe altered by CO and COR depending on weather conditions. If a trap cannot be checked on a scheduled day, the contractor must receive prior approval from the COR.
4. Bait will be provided by the contractor.
5. Contractor may bait their specified hunt compartments and traps with corn or other bait approved by the COR. All bait is to be provided by contractor and baiting may occur at any time during the week between the hours of 0700 and 1730. Baiting schedules during the SRS Ultimate Turkey Hunt, Mobility Impaired Deer Hunt, and Wounded Warrior Deer Hunt will be directed by CO and/or COR.
6. Trapping supplies or traps must not be abandoned and the area must be clean of trapping debris once the trap is removed.
7. The USFS-SR will not except responsibility for damage to any contractor provided traps or traps that may be stolen. Any damage to USFS-SR owned traps shall be repaired at the cost of the Contractor.
8. Contractors will receive no additional payment for the use of traps but will receive the same price that was agreed on at the start of the contract.
9. Traps that are allowed are corral traps and box traps. Leg hold traps and snares are not to be used.
10. In order for contractor to receive credit for hogs caught in traps the COR or an inspector must be present, or part of the hogs anatomy must be turned into the COR. This anatomy will be determined by the COR and may change throughout the contract.
11. USDA Forest Service traps maybe used by contractor and will be distributed equally among contractors. Forest Service stationary traps will remain in place and not moved.
C. Data Collection Data will be collected to maintain population records, aid management efforts, research, and to document records for payments to the contractor. The contractor will:
1. Notify the COR/Inspector immediately upon dispatching wild hog(s) after which the contractor will bring the wild hog(s) to a specific intermediate location for verification by the COR/Inspector. In addition to, or in lieu of (rarely) whole wild hog verification, the COR/Inspector may require delivery of specified body parts (of dispatched wild hogs) at the end of each work day.
2. The Contractor will collect specified data including but not limited to weight, age, sex, fetal count, locations, and dates the animals were dispatched. Data will be recorded and collected at the direction of the CO and/or COR. The contractor will cooperate with researcher requests for data and will collect and deliver the data upon notification by the CO and/or COR.
D. Other Considerations
1. The Contractor will register all firearms and any other contraband equipment the contractor personnel will use with the CO or COR and SRS security forces. Vehicles that enter the Savannah River Site must have current registration and current proof of insurance. The driver of the vehicle must also have a valid driver’s license. All the above items are to be with the contractor and their employees at all times. The serial number of all firearms to be used will be registered with the SRS Security forces. Vehicles used by the contractor will be subject to search by USFS-SR personnel and the SRS Security forces. The make, model, and serial number of all firearms to be used as well as other contraband equipment shall be given to the CO or COR immediately upon notification of award of this contract so that a Contraband Pass may be requested from DOE.
2. The total number of contractor personnel is limited to six (including the contractor).
3. When entering the Site, the contractor (or contractor employees) shall report immediately to the USFS–SR from which point they may be accompanied by the CO, COR, or Inspector to the work area. If for any reason the CO, COR, or Inspector leaves or is not present, the contractor (or contractor employees) shall notify USFS-SR Dispatch of their location at all times, when changing locations, and when leaving for the day. When USFS-SR Dispatch is not in service or not on duty, SRS Operation Center will be contacted for remote worker tracking.
4. The Contractor/employees shall not enter or operate in Radiological Control Areas (RCA) and may be required to submit to monitoring by Washington Group Health Protection personnel.
5. If mutually agreeable, Contractor may store equipment or other supplies necessary to the completion of the contract at the USFS - SR Work Center. USFS -SR and DOE assume no responsibility for any of the contractor’s equipment, supplies, or material stored at the Work Center, in transit, or in use at a designated work site.
6. Taking of wild hogs and related activities within the Advanced Tactical Training Area (ATTA) will be coordinated with the USFS Dispatch to verify that there is no range activity. There will be no active management of hogs on Crackerneck Wildlife Management Area unless deemed necessary by CO and/or COR.
7. Use of boats in the Savannah River and on adjacent DOE lands shall be confined to the retrieval of dogs only. Any entrance to and departure from water by boat shall be confined to points within the boundaries of the SRS.
8. Contractor shall be required to carry a USFS-SR radio (issued daily) at all times and remain in communication through radio and/or cell phone with the COR/Inspector while working on SRS. The Contractor shall be liable for loss or damage of these radios (valued at $2,600). Contractors will be required to carry FS radios while dog hunting. The Contractor shall follow the remote worker policy at all times.
9. The contractor/employees shall not remove any wild hogs, alive or dead, from the SRS. The only time permission may be granted for the contractor/employees to remove dead wild hogs from SRS will be during the scheduled weekly deer hunts in the fall. If USFS-SR conducts wild hog control activities on any of these dates, wild hogs which the contractor/employees choose to remove from the SRS must be transported to the Deer Hunt Check Station in person. At the Check Station the wild hogs will be monitored by Washington Group Environmental Monitoring (EM) personnel. Only dead hogs which EM has cleared may be removed from the SRS. Wild hogs not cleared (EM) during the hunts will be taken to the USFS-SR cooler and be disposed of at the SRS landfill by the contractor within 5 days or specified by CO and COR. No part of any wild hog removed from SRS will be given away or sold by the contractor or their employees. Wild hogs removed from the SRS will be consumed by the contractor or their employees and their immediate families.
10. Hogs captured in traps must be euthanized at the trap location and then transported to a location for dumping. Hogs euthanized when dog hunting maybe left in the forest, but must be remove if they were dispatched in close proximity to a facility or easily accessible by vehicle.
11. Contractors will be required to attend a pre work meeting prior to beginning work.
12. A minimum of eight (8) traps must be baited and set at all times throughout the contract. The Contractor may shut down their traps from time to time due to a legitimate reason determined by the CO and/or COR.
13. During certain times of the year, the CO and/ COR may shut down trapping and hunting when it is advantageous to the government (ex. the week of Christmas).
E. Protection of Improvements.
The contractor will take every precaution necessary to prevent damage to any improvement in the contract area such as roads, trails, ditches, fences, etc.
Roads and trails shall be kept free of logs, slash and debris. Any road or trail damaged by the contractors’ operation shall be promptly repaired by the contractor. Access guidelines will be provided by the COR.
F. Government Furnished Property
· Feral hog traps (minimum of 5 traps)
· Handheld radio
C.3 - PAYMENT
Contractor will be paid the unit bid price for each dispatched wild hog which is in age class 2 or greater (at least 1/2 year old) as determined by dental formula and tooth wear. Contractor will be paid $15.00 for each dispatched piglet which is in age class 1, less than 1/2 year old as determined by dental formula. Payment will not be made unless CO, COR, or Inspector(s) have verified that document records of dispatched wild hogs are consistent and accurate. Payment will not be made unless COR or Inspector(s) have verified each wild hog and issued a receipt.
