ATTACHMENT 2
CALL ORDER- PHASE I ARCHEOLOGICAL SURVEY OF
OCALA NF, SOUTHWEST ZONE
Part I- Section A: Solicitation / Contract Form Executed under 12467020R0047 Section B: RESERVED PROJECT OVERVIEW: This call-order issued under 12467020R0047 is for Phase I cultural resource archeological survey (CRAS) of general forested lands on the Ocala National Forest (ONF), located in Marion County, Florida. These areas have been identified by ONF timber personnel for timber harvest operations, road re-construction, as well as other management actions. The contractor shall conduct surveys to locate archaeological sites and historic properties within specified parcels of ONF property (referred to as “stands:) proposed for ground-disturbing activities including, but not limited to, mechanized fuels-reduction, drum roller-chopping, site-preparation, manual and mechanized tree-felling, dragging, skidding, decking, loading of timber, etc.
Maps of proposed project areas are included in Appendix. Digital data files (GIS/GPS) for base-line shovel test locations (excluding optional bounding shovel tests as required in Sect. 2.2.1 and 5.4.3) will be provided to the contractor at the time of the pre-work meeting associated with this task order. Refer to Appendix for additional summary of test sites.
CONTRACT TIME: The contract time for the completion of Item 01 (including 01a & 01b) under this call-order shall be 100 calendar days. Scheduling will be as follows: Fieldwork for Item 01 (including 01a & 01b) must be substantially completed within 65 calendar days from the date of the notice to proceed (on or about August 10th 2020); with final delivery of completed Item 01 deliverables to US Forest Service by 100 calendar days.
PERFORMANCE: Performance of this task-order shall begin within seven (7) calendar days after the effective date of the Notice to Proceed (on or about August 10th 2020). Completion of this entire task-order shall be ready for use by the USFS within 100 calendar days, depending on whether the USFS exercises optional tasks in Line Item 02 of this task-order. The Notice to Proceed will be issued at the pre-work conference by the Contracting Officer, or designated Representative.

† Judgmental tests have equal standards and acceptance criteria as shovel tests (Line Item 01). These test locations are determined by professional judgment, rather than a systematic-random grid. If the quantity of Judgmental tests is greater than 10% of the total test points within a stand/unit, written justification must be provided to the COR within 1 business day. There are NO variations in acceptance specifications (refer to Section E of the parent BPA).
‡ Additional shovel tests installed adjacent to “positive” tests determined during completion of Line Item 01. Positive test locations shall be surrounded by a minimum of eight (8) additional shovels tests [two (2) in each Cardinal direction] at 10 m intervals until site is bounded. Refer to Sections 2.2 & 5.4 for bounding specifications.
REQUIREMENTS UNIQUE UNDER THIS TASK ORDER
All specifications and requirements of the contractor under the executed BPA contract of which this task-order is a part shall apply. In some instances, multiple methodological options were presented in these stipulations. Specifications unique to this task order follow in the same order as those in the BPA contract.
SECTION C—DESCRIPTIONS/SPECIFICATIONS/STATEMENT OF WORK
I. STATEMENT OF WORK: CULTURAL RESOURCE MANAGEMENT ON THE NATIONAL FORESTS IN FLORIDA AND THE FLORIDA NATIONAL SCENEIC TRAIL Scope of Work Sect. 1.1.1 through 1.1.3 – No unique requirements outside of language specified in the Solicitation/Contract.
Sect. 1.1.4 Description of Services. Items include, but are not limited to archeological survey on specified grids, pedestrian scans, artifact identification, artifact processing, report writing and documentation, Florida Master Site File (FMSF) forms and maps, global positioning system (GPS) data collection, geographical information systems (GIS) mapping, digital image processing, and (Contingent Item 01b) locating and delineating archeological site boundaries. All items, including contingent items, shall be completed on National Forests in Florida lands.
Sect. 1.2 through 1.5 - No unique requirements outside of language specified in the Solicitation/Contract.
DEFINITIONS
Sect. 2.1 through 2.2- No unique requirements outside of language specified in the Solicitation/Contract.
Sect. 2.2.1 Archeological Inventory/Survey. For the purposes of this contract an archeological pedestrian survey is defined as the systematic intensive inspection of the land surface. Subsurface survey is defined as a shovel test no less than 40 and no more than 50 centimeters in diameter and 100 centimeters in depth. All initial shovel tests shall be dug within one (1) meter of GIS generated locations provided to the contractor in the GIS shapefile(s) during the pre-work meeting. Exception to this contract requirement may be made in areas of pre-existing ground-disturbances in the survey area such as fire lines, borrow pits, stand boundaries, roads, etc. In such locations, shovel tests may be excavated no more than three (3) meters from the outside edge of the pre-existing ground-disturbance, within undisturbed soils based on the judgment and discretion of the Contractor or designated representative. Any proposed deviations from these methods must be identified and justified in the Contractor’s proposal.
Shovel tests will be excavated to a maximum depth of 100 centimeters (where feasible) across the entire survey area. Shovel tests may be truncated prior to 100 centimeters in depth at the discretion of the contractor due to water-table, clay subsoil, or other appropriate reasons. All shovel tests must be excavated to a minimum depth of 50 centimeters (regardless of field conditions) to qualify as a minimally-acceptable, “completed” shovel test. Excavation of all shovel tests which do not reach a minimum depth of 100 centimeters must be accompanied by a justification for the truncation of the shovel test within appropriate field documentation form(s) and/or notes or journals. These justifications shall be submitted as deliverables to the US Forest Service at the conclusion of fieldwork.

Any shovel test NOT within these parameters must be documented in writing.
Acceptance for payment of incomplete tests is at the discretion of the COR.
Shovel testing locations and placements within the project survey areas will be determined by the Forest Service archeologist through analysis of applicable district-specific Site-Predictive Models and Site-Locational Strategies prior to the execution of this task order. Maps of these shovel test locations are included in this SOW for general reference only. The official means of sub-surface site location is based on a georeferenced points provided to the Contractor in a Geographic Information Systems (GIS) compatible file (shapefile or feature class/file geodatabase). These sites shall be identified on the ground using a Global Positioning Systems (GPS) unit with PDOP accuracy less than 1 meter (3.28 feet) by the Contractor. These data files are Government Furnished Property (Sect. 3.1) provided to the Contractor at the time of the pre-work meeting prior to initiation of fieldwork. Shovel tests will be excavated at each location identified in the GIS file(s). GIS-generated shovel test locations located in areas of standing water (defined herein as water that exceeds ankle-depth) may be omitted, without payment, if written justification is provided in the contractor’s field forms and or other documentation.
For Sub-Items 01a & 01b:
At the conclusion of base-line archeological testing, identified as Item 01 of this call-order, the USFS exercises sub-item 01a & 01b for additional shovel tests within the proposed project area for the purposes of bounding and site delineation where cultural resources are encountered in Item 01. In order to bound and delineate the limits of such cultural resources (see also Sect. 5.4.3), any proposed deviations from these methods must be identified in advance and justified in the offeror’s technical proposal. The contractor is responsible for recording contingent shovel test locations in a transferable GIS/GPS data file that easily identifies these locations to either sub-item 01a or 01b.
Note: - Most portions of the proposed project areas (sand pine timber stands/units; forest type “Sand Pine-Oak Scrub”) for this call order are brushy with limited sight distance to less than 5 meters (~16 feet). Soils are extremely well-drained and predominantly sandy (Soil series: Astatula sand).
Sect. 2.2.2 through 2.24. - No unique requirements outside of language specified in the Solicitation/Contract.

PERFORMANCE WORK STATEMENT, TASKS, & CRITICAL SUBTASKS
Sect. 5.1 through 5.3.3. - No unique requirements outside of language specified in the Solicitation/Contract.
Sect. 5.3.4 Survey. In addition to the standards established in 5.3.4 of the parent BPA, the following provisional also apply: The entire ground surface within the survey area shall be examined by pedestrian surface scan. Shovel tests shall NOT be dug in the rain and enough time shall elapse after a rain event to allow surface water to run off before subsurface testing resumes. Locations with standing water need not be shovel tested. If standing water is encountered, shovel tests shall be placed as close as possible to both sides of the water to maintain intervals. If an obstruction such as a large tree occurs at the proposed location, a shovel test shall be dug as close as possible to the location.
A shovel test form shall be completed for each shovel test that is dug. Although a Forest Service Shovel Test Form is preferable, the contractor may choose any shovel test form format that, at a minimum, records all data that is listed on the Forest Service shovel test form (see also 5.4.9). Shovel test forms shall indicate verbal descriptions of soil type (such as sand, clay, sandy clay, etc.) and color by strata, and if found, artifact depths shall be recorded as accurately and tightly defined as possible. Forms shall contain no abbreviations. Shovel test forms shall be made available for inspection within 24 hours of a request by the COR to inspect them.
Every shovel test location shall be recorded with GPS point and field notes shall document minimum required data for each GPS point/shovel test location. GPS data shall be downloaded and differentially-corrected daily. Shovel test locations shall be noted on hard copy maps as a back-up to GPS data to address discrepancies discovered during Quality Assurance inspections. The back-up shovel test map shall be immediately available to the COR during field inspections. There shall be a 1:1 correlation between shovel test locations and GPS points. Interim field data in the form of shovel-tested locations (in .shp, .gdb, or .ssf format) and shovel test forms shall be available for inspection by the USFS on a weekly basis or other interval agreed upon during the pre-work meeting.
Note: The entire survey area (all stands) shall be examined (where feasible) by pedestrian surface scan. Shovel tests shall be placed at all locations identified within proposed survey areas (see also Section 2.2.1). Small micro-topographic variations, conducive to archeological site location, but not identified as proposed shovel test locations (as provided to the contractor in digital format prior to the initiation of fieldwork) shall also be investigated through judgmental shovel testing at the discretion of the contractor (sub-item 01a).
Sect. 5.3.5 through 5.3.6 - No unique requirements outside of language specified in the Solicitation/Contract.
Sect. 5.3.7 Means of measurement - An arbitrary random and/or targeted field inspection of the survey area by the Government and the review of the contractor’s Quality Control records. This field inspection WILL involve the hand re-excavation and photo-documentation of a sample of the contractor’s completed shovel tests during the execution of this call-order in order to determine full compliance with width and depth criteria as set forth in Section 2.2.1, and to determine if artifacts are still present within the backfill of those units.
Sect. 5.4.1 through 5.4.2 Site Recording - No unique requirements outside of language specified in the Solicitation/Contract.
Sect. 5.4.3 [For sub-item 01b only.] Site Delineation. After work under Item 01 is complete, all archeological sites discovered through surface and subsurface testing shall be delineated through subsurface testing to determine accurate site extents and boundaries within the limits of the defined survey area. The Contractor shall delineate all positive tests with additional tests at a 10-meter interval in the four cardinal directions, until two consecutive shovel tests are dug that do not contain cultural resources. Alternative site delineation protocols may be included in technical proposal, but are subject to agreement by the Contracting Officer (recommended approval by the COR). Requirements and minimally-acceptable standards for site delineation shovel testing are the same for initial shovel testing as described in Sect. 2.2.1.
Sect. 5.4.4 through 5.10.3 - No unique requirements outside of language specified in the Solicitation/Contract.
Sect. 5.11 Report. The US Forest Service will retain responsibility for writing the final report(s) of investigations undertaken as part of this task-order as outlined in this scope and submitting such documentation to applicable federal, tribal, and state agencies/partners.
Sect. 5.11.1 Documents. Upon completion of the fieldwork phase of this task-order, all original maps, journals, field notes, photo logs, prints, negatives, documents, or other materials and media (digital or otherwise) pertaining to this project shall be submitted to the US Forest Service for archival curation. If necessary, the contractor may retain copies of these materials, however the US Forest Service retains final ownership of any and all original documentation produced as a result of this project. Additionally, all unused government-furnished property shall be returned to the Contracting Officer’s Representative with the submission of other field documents.
Sect. 5.11.2 Report Production. For the purpose of this specific call order, the final payment shall not be less than 25% of the total contract amount. The final invoice may only be submitted once the final report is fully accepted by the COR.
Sect. 5.11.2.1 through 5.11.2.2.4 - No unique requirements outside of language specified in the Solicitation/Contract.
Sect. 5.11.3 Exhibits. At the conclusion of work executed under this task order, the Contractor shall deliver to the Contracting Officer's Representative:
1. CD (or other portable digital storage medium such as a flash-drive or external hard-drive) with GPS data (.ssf format or equivalent), GIS data (.gdb or .shp format), and artifact catalogs (.xls format) for all sites, shovel test locations, and artifacts
2. All project-related documentation – originals, not copies
3. All artifacts or other cultural material (packaged per standards set forth in Sections 5.8.1, 5.12, 5.12.1, and elsewhere in this document)
Sect. 5.11.4 through 5.13 – No unique requirements outside of language specified in the Solicitation/Contract.
