ATTACHMENT 2
STATEMENT OF WORK
Mandated Public Drinking Well Water Testing Francis Marion Ranger District
The intent of this solicitation and resultant contract is to award a single firm fixed contract for Water Testing and Monitoring to be performed on the USDA Forest Service, Francis Marion and Sumter National Forest, Francis Marion Ranger District, 2967 Steed Creek Road, Huger, SC 29450 at eight locations. This will be a base plus four option year contract.
As mandated by SCDHEC and FMS 7420, all public drinking well water provided on the Francis Marion Forest must be tested monthly by Bacterial Coliform Analysis. The FM District has 8 public drinking water well sites. The locations of all the public drinking well water sites are as follows: Seed Orchard, Heli-base, Huger Flow Well Aquafer, Witherbee Work Center, Wambaw Motorcycle Trailhead, Elmwood Hunt Camp, South Tibwin, and Buck Hall Recreation Area. The Forest Service is responsible for managing the well sites; collecting monthly water sample and delivering the samples to the laboratory on same day (within 24 hours) of sample collections, water samples will be delivered to the only EPA/SCDHEC approved Analytical Laboratory in the immediate area.
FMS TITLE 7421.22a Drinking Water Regulation states Routine Sampling will perform microbiological testing for total coliform bacteria at a minimum frequency of one routine sample per month for every full or partial calendar month of operation for all systems. Consider each hand pump a separate water system. This minimum frequency assumes that monthly tests are taken at approximately 30 day intervals. Take samples early in the month to allow sufficient follow-up time.
The laboratory is required to perform a Coliform Analysis – Colilert to each sample and the results returned to the Forest Service within 5 business days. In the event of a failed sample, the Forest Service will re-inspect and take a set of 4 repeat samples within 24 hours upon notification. FS will evaluate for mechanical failure and take corrective actions for the safety of the public.
