Nantahala RD
NANTAHALA RIVER LAUNCH SITE, FEREBEE MEMORIAL PARK, APPLETREE GROUP CAMPGROUND, & DIRTY JOHN SHOOTING RANGE
MOWING CONTRACT
Scope of Contract
Furnish all equipment and labor to perform yard maintenance on the Nantahala National Forest Recreation Sites in accordance with the Statement of Work, terms and conditions of this Request for Quote and the terms and conditions of the resultant contract.
Statement of Work
Mowing and weed trimming will be performed on each site on a bi-weekly basis during growing season which is normally April through October with debris (i.e. limbs and incidental trash) removal. All grass to be mowed or trimmed to a 2.5 inch height.
All developed space inside each area will have leaf and debris removal on each site on a bi-weekly basis during leaf off season which is normally in October. Leaf litter will be able to be blown just off site in most cases. Some areas may require removal of leaf litter to a pre-arranged location.
Bi-weekly means that each site must be visited and necessary maintenance performed at least once every two weeks.
Remove all natural and non-natural debris from the grounds each bi-weekly visit. All garbage will need to be policed before mowing.
Due to typical recreational use patterns, Monday thru Thursday will be the anticipated work period with some discretion as COR deems acceptable.
Extra caution may be required if work is being performed in occupied recreational areas.
When single camp sites are occupied and the contractor can’t mow the site will need to be revisited at the next available opportunity to complete the work.
Specifics Per Site
See the attachments for each of the four sites that will be included in this contract.
Sites included for bid will be Nantahala River Launch Site, Ferebee Memorial Park, Dirty John Shooting Range, Appletree Group Camp, Beechertown Launch Site and adjoining field .
These sites are located on the Nantahala Ranger District.
The Nantahala River Launch Site and Ferebee Memorial area is located in the Nantahala River Gorge. These sites are located 20 minutes from Andrews, I hour from Franklin, or 30 minutes from Bryson City. The Appletree Campground is minutes from Andrews and 45 minutes from Franklin. Dirty John Shooting Range is 30 minutes from Franklin. There are several communities in the area that people might be interested in a mowing contract for these sites.
The Nantahala River Launch Site has mowing and a good bit of weed-eating. As you enter the Launch Site on the right side is an area 246 feet long and 24 feet wide. There is a curb on the left side of this area. There is a rail fence on the right of this area. The grass area has to be mowed every two weeks. The grass should be cut to 2.5 inches in height and all subsequent areas listed as well should be cut to this height every two weeks and weed eating every month.
As you come into the site on the left there is a grass area between Rd # 1310 and the cut through drive. It is 75 feet long and 69 feet wide. There is curbing and a rail fence. In the middle of the 2 parking sites is a grass area 225 feet long and 54 feet wide. This site is completely circled by curbing. Between the parking lot and the creek is a grass area that is 100 feet long by 30 feet wide. There is curbing on the parking lot side, the creek is on the other side. There is a rail fence on the end next to the launch area. On the trail by the launch area, across the bridge is another area for monthly weed-eating. Across the bridge going to the toilet is a grass area that is between the creek and Road # 74. This grass area is also above and below the toilet and is 276 feet by 150 feet. The walk and the side next to the creek should be weed-eated monthly. Next to the road is a rail fence that needs monthly weed-eating. There are several trees in the launch site and caution should be taken to avoid weed-eater damage to any of these trees.
Beechertown River Launch Site and adjoining field. This site has both mowing and weed eating in and around the gravel parking lot and the ramp leading down to the river. The parking area has multiple islands and the border. A field lies between the two put-in’s that is around 3 acres in size and is used from time to time as overflow parking during special river events. The field is mowed on the same schedule as the launch sites.
Ferebee Memorial has 2 grass areas. Below the drive is one area of grass.
This area is 200 feet by 219 feet. Again the standard is 2.5 inches in height after mowing for all areas every two weeks. On the side next to the toilet and parking lot is curbing. On the side next to the road is weed-eating. Weed-eating should occur bi weekly along the road bank of the main road above the restrooms. It is 300 feet long. Next to the circle drive is curbing. Next to the river is a walk and fence. The same standards apply to protection of the trees from weed-eater damage. This area along the state road has a split rail fence that must be weed-eated on a two week basis with the mowing.
Dirty John Shooting Range has an entrance road mowing strip on the lower side of the road with an average of 8 feet in width and approximately 3/10 of a mile long (1584 feet) up to the parking area. Mowing around the parking lot edge and toilet building, about 200 feet with an average width of 4 feet. The shooting range is 100 yards (300 feet) by 85 feet wide. The front edge of the back stop would only need to be weed-eated 1 time per month. This area is 85 feet wide by 36 feet tall. The mowing frequency for Dirty John is also 2 times per month. There is a map produced for this site.
Appletree Group Campground is located on the Nantahala Ranger District, of the Nantahala National Forest. The campground is 20 minutes from Andrews, and about 45 minutes from Franklin N.C. The total acres to mow and weed-eat in this campground is around 10 acres.
As you leave State Rd. #1401 going into Appletree Group Campground, there is a small grass area in front of the gate. This area has to be mowed and weed-eated. There is some fence on each side of the road. The grass area has to be mowed every 2 weeks. The edges on the sides and around fence have to be weed-eated every month. After going through the gate at the entrance, there is 1584 ft of road edges to be mowed on the way into the parking area below the host site. The parking area is approximately 240 feet by 150 feet. This area has to be mowed every two weeks. There is a bank between the parking area and the host site that is 240 feet long and 21 feet wide that has to be weed-eated every month. Below the parking area is a 4.2 acre recreation field that has to be mowed every two weeks. There is weed-eating that has to be done around this field. On the lower edge there is 390 feet of fence that has to be weed-eated every month. On the west side of the field there is 660 feet of creek bank that has to be weed-eated every month. On the east side there is 660 feet of creek bank that has to be weed-eated every month. On the upper side between the field and parking area is a bank that has to be weed-eated every month. There are approximately 43 trees in the recreation field. When this field is mowed the height will be 2.5 inches. Above the parking area is the host site. The host site is 216 feet long by 96 feet wide. There are 18 trees and 1 tent pad that has to be weed-eated every time this area is mowed, which is every 2 weeks. There is a small area on the left of the road, across from the host site that is 90 feet long by 60 feet wide that has to be mowed every two weeks.
On the east side of the center branch that borders the field is four group camps, four picnic shelters, four group fire rings with tables, three restroom facilities, and one large shower house facility. These sites are designated A, B, C, and D . All of these sites and around these facilities will be mowed the same as the host site, which is mowed and weed-eated every two weeks. The campsites make up approximately 5 acres of mow able area. There is 100 plus trees or stumps located in these camping areas as well as listed structures, fences, trash containers, parking areas, etc. that will need to be worked around and weed-eated. It is evident on site as to the area that has been historically mowed by either the Forest Service or previous contractors and all of these areas will be maintained to current standards. During the summer or high use time periods the contractor will have to use extreme caution working around forest users and campers whose personal items could be located on or around the area that is being mowed.
The mowing in Appletree Group Campground will have to be done Monday through Thursday. Friday through Sunday is when the greatest number of guest would be in the campground. This work would need to be done in a timely manner. The whole campground would need to be done in the same time period. To leave one area from one week to another would not be acceptable. Use of a commercial mower would be a necessity due to the size of the area, and the time to complete. Mowers and weed-eater would have to be safe to operate and have all safety equipment. The contractor will have to work with campers in order to be able to mow all of the area in a timely manner and this may mean that the contractor has to return to the site in order to clean up an area that was skipped due to number of tents in one area.
The operational period for all of these sites is from April 1st until October 31st of each year.
