About this file
This amendment modifies a federal solicitation for the construction of an overwintering facility. The project involves demolishing the first floor of an existing head house and constructing a new 2576 square foot building atop the foundation to serve as an overwintering facility. The new building will include one air handling unit, one chiller installed on new concrete pads, and interior finishes. The amendment provides additional specifications for special project procedures, traffic coatings, and answers pre-submitted questions from potential offerors. Responses to the solicitation are due by May 25, 2023 at 4:00 PM Eastern Time. The government's cost estimate for the project is between $1,000,000 and $5,000,000.

Questions & Answers Document
It is recommended for all potential bidders to read the plans and specifications in detail prior to bidding.
Alternates may be considered after the project is awarded. Pricing submitted should be per plan.
1. Weatherproof Basement
a. Answer: Site is to be secured during construction from the public and weather. This is on the contractor. 01 00 00 Page 5 of 10 1.12(B) – describes all openings to be temporarily closed weathertight. General Note AD.110 describes that facility shall be weather tight during construction and that the facility’s contents protected during construction. This is the contractor responsibility.
2. Fire Alarm (AD.110)
a. Answer: Fire Alarm system does NOT need to remain active during construction. Temporary fire protection is the responsibility of the contractor (01 00 00 Page 5 of 10 1.12(F))
3. Elevator Shaft
a. Answer: Typical Detail thru elevator shaft openings to be filled in (6/S0.2).
Elevator is still present in shaft – space under “cart” approx. 3 vertical feet
4. Foam Fastened to Drywall
a. Answer: See Typical Wall Section (1/A.300)
5. Electric Water Heater
a. Answer: Project to be bid per plans & specs. Changes can be proposed during submittal phase, but no guarantees.
6. Piping and Conduit Attached to Basement Ceiling during Foam installation, applies to all conduit (“feeder” conduits included).
a. Answer: General Note 14 Page E-100
7. Unknown Asbestos
a. Answer: Missing Spec section is supplied. Contractors are to verify site prior to bidding. (23 00 00 Page 5 /9 3.04).
8. Fire Hydrant
a. Answer: Water can be used. A meter and backflow preventer must be installed prior to use. This will be for non-potabile water only. All equipment installed must be chlorinated prior to installation.
9. Can the extent of the fire alarm scope be reflected on the electrical drawings? More specifically the first floor (new or relocated device locations).
a. Answer: As stated in general note #13 on E-100, work to be done by licensed fire alarm contractor, this work is included in the bidders scope.
10. Please provide a specification for the traffic coating paint for the interior floors listed on the room finish plan. The exterior painting spec section lists application for steel and iron only, and the interior painting specification only refers to paint used for gypsum board.
a. Answer: Specification Section 071800 titled Traffic Coating is provided.
11. Spec 042200-part 2.2 D light weight pre-faced CMU, the manufacturer’s typically use normal weight aggregate when making these units to be able to maintain a consistent finished color verses light weight aggregate which can product more variance with the consistence of the finished color. Clarify if normal weight aggregate is acceptable.
Similarly sheet S0.1 under masonry construction line #3 calls for Medium weight aggregate contradicting spec 042200, this is not a readily accessible aggregate. Clarify the aggregate requirements for the pre-faced CMU’s.
a. Answer: Normal weight aggregate is acceptable for prefaced CMU’s.
12. Spec 042200-part 2.10 C 1 calls for type S and sheet S0.1 under masonry construction, line #3 calls for type M. Type M is typically used for below grade masonry and is significantly more difficult to remove stains from above grade pre-faced units and can cause color loss due to more aggressive cleaning. Clarify the Type of PCL required for this project.
a. Answer: Type S mortar is acceptable.
13. Sheet A.300/3 clarify this flashing detail depiction as this calls out thru-wall flashing.
Spec 042200-part 3.9 C calls for single wythe pan flashing which is the typical flashing procedures for a single wythe wall.
a. Answer: Flashing shall be as per Detail 3 on sheet A.300.
14. Sheet A300 these wall details call out split faced CMU, sheet A.200 does not indicate a face finish, spec 042200-part 2.2 C Pre-Faced CMU only states standard smooth finish.
Clarify the CMU face finish required for this project? Similarly detail on sheet A300 top of CMU to soffit detail, this would typically be a smooth faced unit to allow proper sealing of the soffit to CMU, clarify the CMU face finish at this location.
a. Answer: Masonry is Pre-Faced CMU with exterior split face and interior smooth face. Top CMU course at the soffit is Pre-Faced CMU with smooth serfaces on exterior and interior.
15. Sheet A.300/3 indicates 4” high poured concrete at the base of wall to existing, sheet S- 200/1 reflects a CMU half high, clarity the base of wall material requirements.
a. Answer: It is 4” high poured concrete.
16. 23 07 13 item 2.04 says “Outdoor ductwork shall be double wall….. ” General note #1 on
M.110 says “Externally insulate all supply, outside and return air….” Also of concern;
coded note #7 on M.110 says “all exterior ductwork shall have weatherproof 22-gauge aluminum jacket cover.” Insulation contractor do not do 22-gauge thickness.
a. Answer: No change.
17. 9. 23 07 13 items 2.02 A and 2.05 both talk about all piping being concealed in “Pipe in Pipe” arrangement. As I understand this application, it does not involve any field installed insulation. Also, of concern; the size of the chilled water piping. Flow says 1 ½” but AHU connection says 4.”
a. Answer: AHU connection is 4”.
18. 22 07 19 item 1.3 indicates special insulation thickness for any traced piping. Is any of the plumbing piping going to be traced?
a. Answer: yes.
19. The existing panel “MD” was built in 1966, does the owner have breakers needed for the new equipment and panels being added to this panel?
a. Answer: Owner does not have breakers.
