About this file
This document is a Questions and Answers (Q&A) record for USDA federal contract 12445126Q0006, a Plumbing Repair Project administered by Richard Huffman for Zavalla Plumbing Repairs.
The Q&A addresses twelve clarifications regarding project specifications and execution. Key technical requirements include: ADA trap covers are required; contractors must submit product submittals for pipe, fixtures, and equipment for approval; best plumbing routing placement must be determined by the contractor and submitted with supporting documentation (narrative description, shop drawings, and details); piping sizing must conform to industry standards and IBC standards rather than requiring engineer stamps; and surface-mounted piping on block walls from the attic is acceptable if included in the placement submittal. Regarding materials, contractors should provide submittals for either Type K or Type M copper pipe for review and approval. Kitchen millwork and ADA compliance work involves remove and reinstall specifications. Ancillary drywall and cabinet repair costs must be included in the bid item cost rather than submitted separately against an allowance. Entry to the Law Enforcement Officer's office must be coordinated to complete plumbing work shown in as-built documents. Existing piping may be capped and abandoned in place provided it does not interfere with new construction or adversely affect the building. The project is sales tax exempt as a federal government contract. The certified payroll rate was corrected to reflect Angelina County with an updated rate sheet provided.

Plumbing Repair Project
1. Contractor noted that the contract specifies use of Type K copper for replacement lines, but that type M copper is what is currently in the building. Which one are we supposed to use? Reply, provide product submittals for the pipe, fixtures and equipment you want to install and they will be reviewed for approval or correction.
2. Are ADA trap covers required? Yes
3. How should the plumbing be routed? Best placement is to be determined by contractor. Contractor is to provide submittal describing best placement plans which may include any or all of the following: Narrative description, shop drawings, details.
4. Is the millwork in the kitchen going to be replaced? Remove and reinstall is specified.
5. Does the kitchen need to be upgraded to ADA compliant? Remove and reinstall is specified.
6. The as-built’s show plumbing in the Law Enforcement Officer’s office. We were unable to enter. Entry to LEO’s office will need to be coordinated to complete the project.
7. Is it okay to run pipe on the surface of the block wall from the attic? If that is the contractor’s recommendation for best placement, include in the submittal for best placement plans which may include any or all of the following: Narrative description, shop drawings, details.
8. Please advise on how drywall/cabinet repair allowance will be allocated per attachment #1? Is this a lump sum billing item or is the contractor to carry money in this bid item and submit cost against this allowance money? It is a challenge to define the definite amount of cabinet/drywall repair required. Yes, ancillary cost for the drywall and cabinet repairs needs to be included in the cost of the bid item. No, the estimate was calculated as the method was not specified for the installation of the fixtures and supply lines.
9. Will engineer stamp be required on plans or just making new pipe routing on the as builts and sizing the piping per industry standards be acceptable? No, the COR and engineering staff at the NFGT will review and approve the best placement submittal for piping. Industry standards and IBC standards will be acceptable.
10. What is the expectation of the old system? Does all this piping need to be removed if no longer in use that is abandoned? The existing piping may be capped and abandoned in place as long as there is no interference with new construction or adversely affect the building.
11. Is this project sales tax exempt? The Federal Government is tax exempt.
12. Please correct the county the certified payroll rate is in Angelina County. The correct rate sheet is now provided.
