About this file

This document contains a questions matrix and federal contract opportunity related to road repair work on National Forest Service Route 283 in Louisiana. The questions matrix addresses bidder questions on requirements for the 1536-10 Calcasieu NFSR 283 Repair project, such as confirming spoils can remain onsite, clarifying seeding specifications, and providing wage rate updates. The federal contract opportunity seeks bids to furnish labor, materials and equipment to complete cleaning and reconstructing of ditches and leadoffs, reshaping the road prism, placing surface aggregate, seeding and fertilizing ditches, and removing one cattle guard. Bids are due January 26, 2024 for work to begin 100 days after notice to proceed. The $250,000 to $500,000 project is set aside 100% for small businesses and will be awarded as a firm-fixed price contract to the lowest priced responsive and responsible bidder.

Bidder Comment: When the government say it would consider waiving the bid bond, is there anything special that needs to be done to request the waiver or do we just submit our quotes without the bid bond, and it will be automatically assumed to be waived?

Resolution: Per FAR 28.101-1 (c), only the Chief of Contracting (MASCO) may waive the requirement for a bid bond when performance and payments bonds are required. Should you not provide a bid bond, your package should include a request for waiver and the extenuating circumstances supporting the request. This request may impact the overall responsive/responsibility condition of your bid submittal.

Bidder Comment: For seeding, approximately how many acres if any would be considered critical erosion areas on this project?

Resolution: There are no critical erosion areas on either road

Bidder Comment: The seed spec for critical erosion area shows white clover with a bulk rate of “5-Mar” - what does that mean?

Resolution: N/A seeing as there are no critical erosion areas

Bidder Comment: Seems like in the site visit it was mentioned to be sure to use “Austrian Winter Peas” for seeding, but it the spec seems to indicate cow peas can be used year around in all areas but the critical erosion areas. Is this correct?

Resolution: What was mentioned is to use what is in the seeding schedule Austrian winter peas was an example that if it is in the schedule then yes it needs to be used.

Bidder Comment: Is cattle guard removals still required? Are there any pictures of the cattle guard that can be sent?

Resolution: There are no cattleguards on either road. (See amendment 0002)

01/19/2024

Bidder Comment: During the pre-bid meeting, it was stated that spoils from the ditch reconditioning can be scattered into the woods and does not have to be hauled offsite.

Please confirm that all ditch spoils can be left onsite.

Resolution: Yes, spoils may be left or scattered in the woods.

Bidder Comment: In executing this project, can one superintendent fulfill the supervision, safety, and QAQC roles?

Resolution: For this type of work one superintendent can fulfill all three positions

Bidder Comment: Are contractors required to issue a contract specific QA/QC Plan?

Resolution: We have not required a specific QA/QC plan in the past for this work and don’t see a need for one on this project.

Bidder Comment: Are contractors required to issue a contract specific Safety Plan?

Resolution: As far as safety don’t need a plan but have told all that signs will be necessary at each end of the work area.

Bidder Comment: Is this project tax exempt?

Resolution: Yes.
