8. My questions pertain to the work schedule. In the scope of work, item 2.1 states that all works, except stripping and waxing, will be done during normal work hours (8:00 AM - 4:30 pm). Will the contractor be required to provide staff onsite during the entire workday or is the Government looking for a part-time staffing commitment?
Answer: The SOW is task oriented, not staffing oriented. There are no full or part time staffing requirements inherent.
9. Can we roll over the present employees to our company?
Answer: You would need to work with the incumbent if considering doing so. The Government will not weigh in on selection of contractor personnel.
10. Do the janitorial company have parking privilege?
Answer: There will be parking available for janitorial staff.
11. If you are having problems with the current contractor, then ask specifically what their concerns are?
Answer: All option years under the contract have been completed. Other than that, the Government will not discuss the contractor’s performance as part of questions and answers.
12. What is the contract number?
Answer: 12456818C0012
13. Will the incumbent’s employees have first right of refusal of employment by the successful contractor?
Answer: That requirement does not apply.
14. In the SOW item 3.0 page 5 it lists daily services required but in section 5.0 Task Listing page 7 of the same document it shows daily activities at a Monday, Wednesday and Friday interval.
Are daily requirement and thus Janitors only expected to be on site 3 days a week of 5 days a week?
Answer: This is a 3 x per week janitorial contract. “Daily” means Monday, Wednesday, and Friday.
15. Is there a minimum number of Janitors required for daily task activities? We ask as our current contracts specify number of janitors required for a building of this size. We cannot find that as a requirement in any of the readings, but we may have missed it.
Answer: There is no minimum number of personnel required.
16. We see on page 7 of the SOW under 4.0 Security Requirements that each employee will when "contacted by the forest service, Personnel Security staff, each contract employee must complete and submit the eQuip application and form OF-306 within 14 business days. We are assuming this is after contract begins?
Answer: The process should be started immediately after contract award.

Answer: No, but steady progress is required and personnel may need to be escorted until background checks have been completed.
18. Identification of Employees: It states all employees shall wear a badge. will the government be supplying these badges or is that a requirement for the vendor?
Answer: The Government should be supplying site badges after background check requirements have been completed.
19. All our employees where a shirt with our companies name and logo will this meet this requirement?
Answer: The SOW states badges or monograms. Shirts with the company name and logo would be sufficient.
20. In the SCLS Wage Determination attachment it shows a base pay for 11150 - Janitor at
$13.83/hour. Above that in the same document is states if a contract is entered into after 1/30/2022 following EO 14026 it states the contractor must pay all covered employees at least $16.20/hr or the higher if higher listed in this wage determination document. Then in the Solicitation document on page 12 it shows the monetary wage for a WG-3 of $17.54 per hour. Is the contractor to use standards of EO 14026 as a min hourly wage or the Janitor WG-3 federal employment wage standards?
Answer: Standards of EO 14026 are required, to include a minimum base rate of $16.20 per hr and a minimum Health &Welfare rate of $4.41 per hr since both EO 14026 and EO 13706 are included into the solicitation through clauses FAR 52.222-55 and FAR 52.222-62.
21. We are assuming this contract falls under the auspices of EO 13706 for establishing paid sick leave, Health & Welfare EO 13706, vacation and holiday standards. Is this an accurate assumption?
Answer: EO 13706 is included in the solicitation through FAR 52.222-62. Therefore, current requirements incorporated through SCLS wage determination require a minimum H&W rate of $4.41 per hr.
22. What was the year of construction for this facility and/or buildings to be serviced?
Answer: 1962 South Building, 1969 North Building, 1992 Whitehall
23. Is there any known presence of asbestos and/or mold?
Answer: No
24. What are the allowable hours of accessibility for the contractor, after the posted business hours?
Answer: Only stripping and waxing services may be performed outside normal working hours, M-F 8:00 A.M. - 4:30 P.M. Stripping and waxing services may be performed anytime outside of these days/hours.
25. What are the current acceptable/preferred hours for the 3x per week servicing?
Answer: Anytime during normal working hours, M-F 8:00 A.M. - 4:30 P.M.
26. How many employees are currently providing custodial services?
Answer: The Government is not providing incumbent contractor staffing information.
27. Will additional consideration, based on the lowest priced evaluation, be reflected in the final price decision; based on the cost of doing business during and beyond the COVID-19 Pandemic?
Answer: No additional/enhanced cleaning will be required, above those services currently described in the SOW. If there was an unknown future need for enhanced cleaning, that would be negotiated at a later date or contracted separately.
28. Can you confirm if bonding is required? If so, what percentage?
