Georeference 1951 Services Solicitation # 12445021Q4001

Questions and answers

1. About the actual paper map specifications:

What size are the maps, in the interest of scanner requirements?

Answer: Approximately 23” x 30” x 487 maps.

2. How degraded or delicate are the maps?

Answer: The maps are folded and somewhat delicate, but they are not degraded.

3. About the required resolution of “high resolution”:

What is the minimum required DPI of the final deliverable?

Answer: The minimum is 400 dpi.

4. About the delivery of the scanned maps: With many electronic delivery options, will final maps be uploaded to a government cloud such as “SAFE” or a private access cloud storage provided by the contractor or by removable media?

Answer: A PINYON Box will be created to be shared with awardee for easy access and uploading of documents.

5. Are we to fill out as much of the sf1449 and submit with our price, and the section A administrative information?

Answer: Submit; SF 1449 Signed, fill out Section B-Schedule of Items and Attachment Section A.

6. Would you like a cost break down?

Answer: Preferable a breakdown of the costs.

7. Do we need to submit a write up or sample project of how we have completed similar tasks before?

Answer: SOW Section 3.0 Requirement/Credentials: Preferable to submit capabilities providing samples experiences on scanning and georeferencing historical topographic maps and land-cover maps.

8. Can USDA provide a map sample?

Answer: Maps are very delicate and there are no samples to provide.

9. For reference, does the USDA provide control point data? If so, what features?

Answer: There are some tick marks on the maps, but those are the only control points that the Forest Service would provide.

10. Can government provide additional information (i.e. weight, dimensions) related to source material (the government-supplied maps) in order to calculate shipping costs?

Answer: The 23" X 28" folded maps are stored in 23 letter-sized expansion file folders, which will be shipped in 3 boxes with inside dimensions of 15.81" x 12.94" x 10.19".

11. Section 8 of the SOW states that the government-supplied maps are not security sensitive.

However, should this source material be considered Controlled Unclassified Information (CUI) and if so should only USPS be utilized for shipping?

Answer: The data are not classified but shipping should use well established express mail carriers such as USPS, UPS or Federal Express.

12. Section 8 of the SOW states that the maps must be returned in the condition in which they were sent to the contractor. Can the government provide estimated value or further direction for insurance coverage that should be obtained with third part shipping vendor?

Answer: The value of the maps has not been established due to their historical nature, but I believe the most appropriate approach is that they be shipped by USPS registered mail and insured for a value of $50,000.

13. Section 5 of the SOW: Can the government elaborate on the quality and accuracy expected of delivered georeferenced Geotiff files. For example, minimum number of control points required for each map, maximum acceptable root- mean -square (RMS) error, etc.

Answer: There are some tick marks on the maps, but those are the only control points that the Forest Service would provide; they vary by map.

14. Section 5 of the SOW: Item 1 Deliverable Full Tiff and Geotiff files. Is the government requesting 2 deliverable for each map? For example one Full Tiff (scanned map not georeferenced) and 1 Geotiff (scanned georeferenced map).

Answer: The Index map scanned at 600 ppi, color, tiff.
