B. Prior to becoming US Forest Service property, the site was used as a NIKE missile battery site by the Department of Defense. The site (including buildings and land) was acquired by the Forest Service in 1981.
1.3 DESCRIPTION
A. Bunker Building
1. Structure
a. The Bunker Building is a 3,347-sf reinforced concrete structure. The building is approximately 90 feet long by 28 feet wide. The roof ridge runs the length of the structure: it stands approximately 12’4” in the center and slopes down to 11’2” at the outside walls. The roof and walls are approximated as 18” thick reinforced poured concrete. The floor is approximated as 6” thick reinforced poured concrete.
b. An entrance was built onto the structure. Constructed of 8” concrete masonry units (CMU), the entrance is approximately 6’ wide by 30’ long. It is roughly 10’ high.
c. Interior walls throughout the structure are either 8” CMU, or 2x4 wood stud and gypsum drywall. There is approximately 90 linear feet of interior CMU wall. There is approximately 84 linear feet wood stud wall.
d. The poured concrete portion of the structure has a multi-ply built up roof membrane.
The CMU entrance structure has a corrugated metal roof over steel bar joists.
2. Adjacent Surroundings
a. The area adjacent to the structure is a woody, grassy, landscape. There is one 12” diameter tree very near the structure. There is also an unused 30” telephone pole near the entrance (this pole shall be removed as part of the demolition).
3. Utilities
a. There is no water/sewer/gas at the structure. There is an electrical service entrance fed from a neighboring building. (Contractor shall abandon this feed underground.)
4. Contents
a. There are approximately 10 individual rooms inside the Bunker (interior partitions being either CMU or wood stud/gypsum). Perhaps half of these rooms are filled with an untold variety of material and equipment: office furniture, sheet metal ductwork, an old fume hood containing an asbestos transite panel, and miscellaneous discarded office materials. (See Attachment A. This inventory is not represented as being 100%complete and accurate: it is the Contractor’s responsibility to fully acquaint themselves with the building contents.)
5. Hazardous Materials
a. In 2007, lead and asbestos inspection reports (Attachments B & C respectively) were compiled for the building. The findings were as follows:
1) LBP was detected on green painted wood in room I-3.
2) ACM was detected in the roof flashing tar and paper.
3) ACM was detected in the window caulk.
4) ACM was detected in the caulk used at the intersection of a metal vent and cement block side wall.
5) ACM was detected in the caulk used at the intersection of cement block side walls.
6) ACM was detected in 9x9 floor tile.
7) ACM was detected in the coating on fiberglass insulated pipe fittings.
8) ACM was detected in between sections of metal ductwork.
9) Asbestos was detected in the transite panel of a fume hood.
b. In 2014, a lead TCLP inspection was conducted (Attachment D). The result was below the hazardous waste regulatory level for toxicity characteristic.
B. Metal Building
1) Structure
a. This building is a prefabricated Butler building, erected in 1956. The building is single story and sits on a concrete foundation. The building is 880 sf and measures 44’x20’. Having a gable roof, the walls are 12’ high and the ridge is 14’6” high.
b. The interior is essentially open; a room was constructed using wood stud/gypsum partition wall to house the HVAC equipment. (There is no refrigerant in the HVAC system that needs to be recovered.) There is HVAC ductwork above a suspended ceiling.
2) Adjacent Surroundings
a. The Metal Building is located perhaps 100 yds from the Bunker; a few more trees and shrubs surround it as compared to the Bunker.
3) Utilities
a. There is no water/sewer/gas/electric connected to the building.
4) Contents
a. Any personal property contained within the building will be removed prior to demolition. Any remaining property including HVAC equipment and ductwork, ceiling tile, lights, etc., shall all be disposed of with the structure.
5) Hazardous Materials
a. In 2008, an asbestos inspection report (Attachment E) was compiled for the building.
The findings were as follows:
1) ACM was detected in exterior caulk.
2) ACM was detected in 2x2 suspended ceiling tiles.
3) ACM was detected in interior wall tiles.
4) ACM was detected in floor tile mastic.
1.4 NEED
A. The purpose of this project is to dispose of the buildings and provide a limited amount of site restoration. Contractor shall provide a base bid for the demolition and site restoration for the Bunker; contractor shall also provide an additional cost to demolish the Metal Building and restore the site.
B. Contractor shall follow all state and federal guidelines for the handling of construction debris and hazardous materials, as appropriate.
C. Concrete slabs shall be removed. Foundation walls shall be removed to point approximately 12 inches below grade. The area shall be filled in and graded to produce an area relatively smooth, without any sharp drops or rises. (There are numerous earth mounds surrounding the structures and at the site which may be used to fill in the excavations.)
1.5 EXECUTION
A. Prior to demolition, contractor shall provide a schedule for government review and approval.
B. Explosives shall not be allowed.
C. Trees suffering damaged root systems, cracked trunks, or broken tops shall be removed.
Stumps shall not exceed 12” height above surrounding grade. Limbs greater than 4” diameter shall be trimmed following best practices.
